What a person with IDP status needs to know to receive free medical care

Due to Russia's full-scale invasion, over 8 million Ukrainians were forced to become internally displaced persons – they left their homes and temporarily moved to live in safer regions of the country.

Regardless of place of residence and registration, everyone can receive medical care in the same full range, regardless of place of registration or place of residence. This right is implemented through the Medical Guarantees Program, which, in particular, covers the needs of internally displaced persons.

The medical guarantee program includes all basic types of medical care:

1) emergency medical care (regardless of the presence of a declaration with a family doctor);

2) primary medical care;

3) specialized medical care;

4) palliative care;

5) rehabilitation in the field of healthcare;

6) medical care for children under 16 years of age;

7) medical care in connection with pregnancy and childbirth.

As well as free or partially co-pay medications under the reimbursement program «"Affordable medicines"».

The entry point to free medical care remains a primary care physician: a family doctor, therapist or pediatrician. This may be a doctor in a municipal institution, a private institution, or working as an individual entrepreneur under a contract with the National Health Insurance Fund. Patients who temporarily reside in other settlements of Ukraine and require medical care must contact the nearest medical institution with a contract with the National Health Insurance Fund and conclude a declaration with a family doctor.

There is no need to cancel the previous declaration. When concluding a new declaration with the chosen doctor, the changes will be automatically recorded in the electronic healthcare system and the previous declaration will be automatically canceled.

Having a declaration with a doctor, patients receive access to free services on the diagnosis and prevention of the most common diseases, consultations on a healthy lifestyle, e-referrals to specialist doctors, e-prescriptions for medicines, can be vaccinated according to the preventive vaccination calendar, issue certificates, disability certificates, etc.

Please note! Without a referral, internally displaced persons can consult: a gynecologist, psychiatrist, narcologist, phthisiologist, pediatrician, dentist.
