This year, the "Community Rescue Officer" project was launched in the Chuhuiv community, which is designed to significantly increase the effectiveness of the civil defense system.
A community rescue officer is a specially trained and appropriately equipped specialist of the State Emergency Service who works directly in the community. His main task is to ensure systematic work on prevention and preparation of the population for possible emergencies. A unified state civil protection system is one of the foundations of national security. Its effectiveness directly depends not only on the central level, but also on the local ability to respond in a timely manner, warn and train. Therefore, the main idea of the project is to have a representative of the State Emergency Service in each community who is constantly on site and knows all the challenges and threats inherent in the community assigned to him.
This project became a kind of continuation of the successful experience of the "Community Police Officer" project, which demonstrated high efficiency and trust from the population.
The goal of the project is not only rapid response, but also systematic prevention, risk forecasting, and creating a sustainable model of local security.
Currently, the rescue officer of the Chuhuiv community, Dmytro Kulkov, performs the following tasks:
- interaction with the population and local authorities on civil protection issues;
- implementation of measures to create and maintain shelters, warning systems, and material reserves in good condition;
- performing tasks related to eliminating hazards caused by explosive objects;
- implementation of preventive measures among the population regarding fire, man-made and mine safety, and behavior on the water;
- prevention of violations in the field of civil protection;
- conducting reconnaissance in places of emergency situations.
The Chuguiv City Council notes that the interaction of the community rescue officer with local authorities has already shown its effectiveness, in particular in improving the security situation in the community and strengthening the population's trust in local services.
In today's environment, safety is not just about quick response, but also about daily prevention, planning, and preparedness. The Community Rescue Officer project is about partnership, support, prevention, and trust that helps people feel safe in the most difficult of circumstances.
