
The Kharkiv Regional Network Service Center (RCMS) of the Eastern Territorial Network Service Department of PJSC NPC Ukrenergo draws the attention of heads of enterprises of all forms of ownership and local residents to timely prevention of unforeseen outages of overhead power lines (hereinafter referred to as 330 kV) with a voltage of 100 kV.
The 330 kV main power lines, which are part of the unified power system of Ukraine, pass through the territory of the Kharkiv region. Emergency shutdown of overhead power lines can lead to accidents with the population, to the creation of abnormal and emergency modes of operation of power equipment in the Eastern region as a whole.
In accordance with Article 22 of the Law of Ukraine No. 2480-UI dated July 9, 2010 "On Energy Land and the Legal Regime of Special Zones of Energy Facilities" (hereinafter referred to as the Law), protection zones along overhead power lines are established in the form of a land plot and airspace limited by vertical planes that are distant on both sides of the lines from the extreme wires, provided that their position is not deviated and a certain distance depending on the voltage of the power lines.
According to the Rules for the Protection of Electrical Networks (hereinafter referred to as the Rules), approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 27, 2022 No. 1455, the protection zone for 330 kV overhead power lines is 30 meters.
In accordance with Article 32 of the Law and Clause 12 of the Rules, the use of land in special zones of energy facilities is carried out with certain restrictions. Within the protection zones of overhead power lines, the following actions are prohibited without the written consent of the Kharkiv RCOM, which is responsible for these networks:
- construction, reconstruction, major repairs, demolition of buildings and structures;
- carrying out all types of mining, loading and unloading, dredging, demolition, land reclamation work, felling and planting trees;
- location of field stalls, cattle pens, installation of wire fencing;
- creation of landfills, opening of quarries;
- watering crops, stacking straw, firewood and other materials;
- lighting fires, burning reeds, stubble and straw;
- location of gas stations or other fuel and lubricant storage facilities;
- throw foreign objects onto the conductive parts of electrical network facilities and approach them, climb onto the supports of overhead power lines;
- to arrange sports grounds, markets, public transport stops;
- hold any events with a large crowd of people, launch sports model aircraft, quadcopters;
- agricultural machinery and vehicles must be moved off-road under the wires of an operating overhead power line in places with the least sagging of the wires (closer to the support), while parts of the mechanisms must be in the transport position;
- It is prohibited to cultivate the soil within the embankment around the foundations and support stays.
As a result of inspections conducted by the staff of the Kharkiv RCOM in previous years, cases of violations of the protection zones of overhead power lines were recorded, namely:
- theft of metal angles from metal supports of main lines, which leads to weakening of metal support structures and can lead to the support falling and emergency shutdown of overhead power lines. At the same time, we emphasize the inadmissibility of accepting structural elements of overhead power lines by scrap metal collection points;
- mass burning of dry grass, reeds and stubble after harvesting grain crops, which leads to the shutdown of overhead lines from ground fires due to ionized air;
- unauthorized buildings.
Despite the work being done, residents and land users often ignore the requirements of the Law and Regulations.
Electrical networks require a competent attitude and appropriate behavior near electrical installations. Timely reporting of all violations in the operation of electrical networks, detection of explosive objects, violations of the rules for performing earthmoving and other works near overhead power lines and other energy facilities will help prevent accidents and contribute to ensuring uninterrupted electricity supply to consumers.
