The Department of Social Protection of the Population of the Chuguiv City Council reported that on June 11 of this year, the Resolution of the Cabinet of Ministers of Ukraine dated 06/07/2024 No. 664 came into force, which expanded the list of categories of citizens who can use the "municipal nanny" service for the period of martial law and for three months after its termination.
So, according to the Government's decision, the service applies to:
• children of internally displaced persons under 3 years of age (who do not have serious illnesses);
• children with disabilities and seriously ill children under 6 years of age (previously, compensation was granted until they reached 3 years of age);
• children under 6 years of age, one of whose parents (guardians) is a person with a disability of group I or II (previously, these were children under 3 years of age);
• children under 6 years of age who live in areas where preschool education institutions do not operate (for example, the territories of Zaporizhia, Donetsk, Kharkiv, Kherson, Sumy and Chernihiv regions).
Parents (guardians) of children who are internally displaced persons or live in an area where preschool education institutions do not operate are entitled to reimbursement of the cost of the "municipal nanny" child care service, provided that they work, engage in entrepreneurial activity, undergo retraining or advanced training, are registered as unemployed (no more than 6 months), participate in community service or in activities necessary to ensure the defense of Ukraine.
The "municipal nanny" service can be provided by any individual entrepreneur who has the right to carry out relevant types of economic activity (KVED 97.00, KVED 88.91) or a legal entity providing childcare services (KVED 78.20, KVED 85.10), with the exception of state and municipal preschool education institutions.
An individual entrepreneur can provide care for no more than three children at a time, and a legal entity can provide care for no more than six children.
Compensation for the "municipal nanny" service is paid in an amount determined by calculating 100 percent of the minimum hourly wage established on January 1 of the relevant year, for one hour of care, but not more than 165 hours per month. The minimum wage from January 1, 2024 is UAH 7,100.
In this case, the amount of compensation cannot exceed the actual cost of the "municipal nanny" service paid by the applicant.
