Start of accepting documents for the election of a candidate from the Kharkiv region to the Council of Veterans of the War for Independence of Ukraine

In order to elect a candidate from the Kharkiv region to the Council of Veterans of the War for Independence of Ukraine (hereinafter referred to as the Council), in accordance with the Regulations on the Council, approved by order of the Ministry of Veterans of Ukraine dated January 29, 2026 No. 90 (hereinafter referred to as the Regulations), the Kharkiv Regional Military Administration announces the acceptance of documents from candidates for the Council.

The date of the regional meeting is March 26, 2026.

Requirements for candidates for the Council:

According to paragraphs 2, 10 of Section II of the Regulations: a candidate for the Council may be a member of a public association of war veterans registered in the territory of the Kharkiv region or having the status of an all-Ukrainian public association, if there is a separate unit in the region, or a delegated representative of such a public association from among the participants in hostilities or persons with disabilities as a result of the war, who defended the independence, sovereignty and territorial integrity of Ukraine and took a direct part in the anti-terrorist operation, ensuring its conduct or in the implementation of measures to ensure national security and defense, repel and deter the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, ensuring their implementation, in measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, whose place of residence (stay) corresponds to the region from which the candidate for the Council is submitted;

a public association of war veterans may delegate a candidate to the Council of only one member (delegated representative);

Candidates for the Council are not allowed to participate in regional meetings if they have been held criminally liable and their criminal record has not been expunged or expunged in accordance with the procedure established by law, or if their place of residence (stay) does not correspond to the region where the regional meeting is held or an incomplete package of documents has been submitted.

According to paragraphs 3, 6 of Section I of the Regulations:

the term "public associations of war veterans" refers to non-profit public organizations and public unions registered in accordance with the requirements of the law, in which more than half of the members (participants) are veterans, established to protect the rights and freedoms, implement public, in particular economic, social, cultural, and other interests of veterans and their family members;

The Council is composed of representatives (delegated representatives) of public associations of war veterans who have been operating for at least six months.

List of documents that candidates for the Council must submit (clause 6 of section II of the Regulations):

a statement drawn up in any form, indicating contact information (postal address, telephone number, e-mail address (if available));

decision of a public association of war veterans to delegate its member (delegated representative) to participate in a regional meeting for the purpose of election to the Council;

biographical information indicating surname, first name, patronymic (if any), date and place of birth, citizenship, place of work, information on education, availability of a scientific degree, work and public activities;

a copy of the veteran's electronic certificate or veteran's certificate, or an extract from the Unified State Register of War Veterans, confirming the status of a participant in hostilities or a person with a disability as a result of the war;

an extract from the register of the territorial community confirming information about the place of residence (stay) of the candidate for the Council;

a letter of support for the candidate signed by at least 30 combatants or persons with disabilities as a result of the war who defended the independence, sovereignty and territorial integrity of Ukraine and took direct part in the anti-terrorist operation, ensuring its implementation or in the implementation of measures to ensure national security and defense, repel and deter the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, ensuring their implementation, in measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, with the mandatory submission of copies of documents confirming the relevant status, compliance of the place of residence (stay) with the region of holding the regional assembly and written consent to the collection and processing of personal data in accordance with the Law of Ukraine "On the Protection of Personal Data", signed by the candidate;

full extract from the information and analytical system "Recording of information on bringing a person to criminal liability and the presence of a criminal record";

motivation letter of the candidate for the Council;

consent to the collection and processing of personal data in accordance with the Law of Ukraine "On Personal Data Protection", signed by hand.

Deadline for submitting documents: within 14 calendar days, starting from the day following the day the announcement is posted on the official website of the Kharkiv Regional Military Administration.
