Displaced people can receive a housing rental subsidy: what you need to know

Displaced persons can receive a subsidy for renting housing, and landlords can receive compensation to cover taxes and military fees related to renting out housing. Lawyers from the free legal aid system explain how to apply for assistance and who is eligible for it.

Who is entitled to subsidies and compensation?

Internally displaced persons, who spend more than 20% of the average monthly total income on rent or have an income of less than 5840 UAH per person (2 subsistence minimums).

Owners of residential premises, who provide such premises for temporary residence of IDPs for the period and fee specified in the contract.

IDPs who: will be able to use the housing rental subsidy

  • moved from occupied or war-torn territories;
  • do not have their own housing in the territory controlled by Ukraine (housing is destroyed or uninhabitable);
  • are not recipients of IDP housing assistance;
  • have no family ties with the owner of the rented accommodation.

The subsidy is not granted in the case of:

  • purchase within three months prior to the application of vehicles (less than five years have passed since the year of manufacture (except for mopeds and trailers);
  • purchase within three months before the application of property, goods or payment for services in an amount exceeding UAH 100 thousand;
  • purchase within three months prior to the circulation of non-cash and/or cash foreign currency, as well as banking metals for a total amount exceeding UAH 100 thousand;
  • availability (as of the 1st of the month from which the subsidy is assigned, or as of the 1st of each month in which such subsidy is received) of funds in deposit accounts in a total amount exceeding UAH 100,000;
  • the presence of arrears of more than three months in enforcement proceedings for the collection of alimony.

Where to apply for a subsidy?

Statement and contract The application for renting housing is submitted by the resettler and the owner of the rented housing to the Pension Fund.

You can also submit documents:

  • through the ASC;
  • or authorized banks (list on the websites of the Ministry of Social Policy and the PFU)
  • or through the Social Web Portal of Electronic Services of the Ministry of Social Policy

For what period is the subsidy granted?

6 months, but no more than two consecutive six-month periods.

How is the subsidy amount calculated?

The amount of the subsidy is affected by the family's income level, the number of family members, and the cost of renting housing in the region where the rented housing is located.

How many applications are being processed?

The decision to award a subsidy must be made within 10 working days after receiving all necessary documents.

Is it possible to appeal the denial of subsidies?

Yes. To do this, you must submit a written complaint to the Pension Fund branch that made the decision. The complaint must state the reasons for the disagreement and attach documents confirming the right to the subsidy.

You can also appeal the PFU's decision in court. To do this, you need to file an administrative lawsuit, justifying the violation of rights.

Where to get free help with going to court

Internally displaced persons have the right to receive legal services free of charge. This right is guaranteed by Article 14 of the Law of Ukraine «"On free legal aid.". The services are provided by the BPD provision system.
