On June 4, 2026, the Cabinet of Ministers of Ukraine adopted Resolutions No. 715 and No. 728, which amended the procedures for providing state support to internally displaced persons (IDPs) and the functioning of their temporary residence places.
Resolution No. 715 amended, in particular, the Procedure for providing institutions, enterprises, institutions, organizations regardless of their form of ownership, and individual entrepreneurs with compensation for consumed housing and communal services, purchase of liquefied gas, solid and liquid household fuel during the temporary accommodation of internally displaced persons, approved by Resolution of the Cabinet of Ministers of Ukraine dated May 27, 2025 No. 616 "Some issues of providing state support for the accommodation of internally displaced persons.".
The above-mentioned amendments regulate the issue of providing compensation for costs of consumed housing and communal services during the free accommodation of internally displaced persons (hereinafter referred to as accommodation compensation) and compensation for such costs during the free accommodation of persons who do not have the documents necessary for the assignment of accommodation compensation, for the period of their restoration (hereinafter referred to as temporary compensation), and provide for:
- extension of the period for providing temporary compensation for IDPs who have lost the necessary documents from two to three months for the period of their restoration;
- increasing the transparency of the procedure for assigning compensation through the electronic account of the Pension Fund of Ukraine.
The electronic account will now display:
- list of IDPs for whom compensation has been awarded;
- a list of persons who were denied compensation, indicating the reasons;
- calculation of the amount of compensation;
- information on accrued and paid amounts for the relevant periods.
Resolution No. 728 amended the Procedure for the functioning of temporary residences for internally displaced persons, approved by Resolution of the Cabinet of Ministers of Ukraine dated September 1, 2023 No. 930 "Some issues of the functioning of temporary residences for internally displaced persons", in particular, regarding:
– introduction of mandatory monitoring of premises before including them in the list of temporary residences;
- clarification of the procedure for concluding, extending and terminating contracts for the use of premises;
- extending the period of temporary residence for persons who do not have identity documents;
- introduction of measures to promote employment of unemployed persons of working age;
- updating the checklist for monitoring the condition and arrangement of temporary accommodation.
The changes are aimed at increasing the transparency of state support mechanisms, improving living conditions for internally displaced persons, and simplifying the receipt of compensation.
