A new service has been launched in Diya — basic social assistance. From now on, Ukrainian families can apply for this type of support online, right in the application.
What is basic social assistance?
Basic Social Assistance is a new approach to supporting families in difficult life circumstances. It transforms 5 types of state assistance into one essential state support, so families will not need to apply for each of these types.
The amount of assistance is tied to a base amount, which currently amounts to 4 500 UAH. The amount of the benefit is calculated individually and is equal to the difference between the total amount of the basic amount for all family members and their average monthly income.
A family that is entitled to basic social assistance must choose: to receive a new type of assistance or to leave the "classic" types that it currently has.
Project started in July 2025 as a pilot. Even later, beta testing of assistance registration in Action was conducted, to which joined over a thousand participants.
Since the pilot project is designed for two years, the Ministry of Social Policy is simultaneously introducing the provision of such assistance on a permanent basis. To this end, on September 17, the Government approved the relevant draft law «On Amendments to Certain Legislative Acts of Ukraine Regarding the Provision of Basic Social Assistance». After that, the document will be submitted for consideration by the Verkhovna Rada of Ukraine.
How to use the service
To apply online, the Department requires a biometric document — an ID card or passport, as well as a verified tax number (RNOKPP).
The service now allows you to apply for basic social assistance if you receive one or more types of assistance:
- assistance to low-income families;
- child support payments to single mothers;
- temporary assistance for children whose parents evade paying child support or whose whereabouts are unknown.
However, this service is temporarily unavailable for recipients of child benefits raised in large families. These families can apply in writing to the nearest service center of the Pension Fund of Ukraine.
1. Update the Action app and log in.
2. Go to the section Services → State assistance → Basic social assistance → Get assistance.
3. Wait for the notification with the calculation of the monthly amount.
4. If everything is OK, click Submit applicationsin and choose Action.Card.
5. Check the application and confirm that you are refusing other types of assistance - they will be combined into one payment.
6. Sign the statement Action.By signature and send an invitation for signature to adult family members.
7. When all signatures are collected, the application is automatically sent.
8. After approval, you will receive a notification about the appointment of assistance.
We would like to remind you that on October 1, 2025, the pilot project for providing basic social assistance will be expanded to all other categories of persons whose financial and property status meets the criteria for providing such assistance.
The service was implemented by the Ministry of Social Policy, Family and Unity of Ukraine together with the Ministry of Digital Transformation with the support of the "Action Support Project", which the United Nations Development Program (UNDP) in Ukraine implements with funding from Sweden.
