
Resolution of the Cabinet of Ministers of Ukraine dated February 11, 2025 No. 299 "On Some Features of the Payment of Pensions (Monthly Lifetime Cash Support) and Insurance Payments under Insurance against an Accident at Work and Occupational Disease That Caused Loss of Ability to Work" defines additional conditions for the continuation of the payment of pensions and insurance payments to persons temporarily residing outside Ukraine and those residing in the Temporarily Occupied Territories (TOT).
Important! These conditions do not apply to recipients of pensions or insurance payments made under international agreements.
One of the requirements is to undergo physical identification by December 31 of each year.
What is physical identification?
Physical identification is the procedure for establishing a person's identity based on verified documents.
Who must undergo physical identification?
By December 31 of each calendar year, pensioners and recipients of insurance benefits must undergo identification if they:
- live in temporarily occupied territories;
- temporarily staying outside Ukraine.
How to pass physical identification?
You can pass identification in one of the following ways:
- Online through the web portal of electronic services of the Pension Fund of Ukraine. You can log in to your personal account on the portal of electronic services of the Pension Fund of Ukraine. To do this, use the qualified electronic signature "Diya.Signature" ("Diya ID"), created in the "Diya" application.
- By video conferencing. At a specified date and time (upon a previously submitted application by the recipient), you can undergo identification during a video conferencing session with an employee of the Pension Fund of Ukraine. To do this, you must present a passport or other identity document and answer questions. The video conferencing is conducted according to specific rules with guarantees of personal data security.
You can submit an application for identification via video conferencing via the web portal of electronic services of the Pension Fund of Ukraine by filling out the appropriate electronic form (for more details, see the link: https://tinyurl.com/mr2pz2ea), or through the Contact Center of the Pension Fund of Ukraine by calling the following numbers: 0-800-503-753, (044)281-08-70, (044)281-08-71.
- Through foreign diplomatic institutions of Ukraine. A recipient of the payment, temporarily residing abroad, can apply to the embassy or consulate of Ukraine, which will issue a document confirming the person’s being alive. Such confirmation must be sent to the territorial body of the Pension Fund of Ukraine by mail or by registered mail together with an application for the continuation of payments, written in any form. The specified documents can also be submitted electronically – through the web portal of the Pension Fund of Ukraine, by attaching scanned copies of the documents and signing the application with a qualified electronic signature (QES).
- In person at a service center or banking institution. If a pensioner/recipient of an insurance payment who must undergo identification has the opportunity to contact any service center of the Pension Fund of Ukraine or an authorized bank through which he receives the payment in the controlled territory, he can present an identity document (passport of a citizen of Ukraine or other) at the reception and undergo identification.
Another condition is notification of non-receipt of payments from the Russian Federation.
Pensions/insurance benefits are paid to persons residing in the TOT or who have left the territory controlled by Ukraine from the TOT provided that such payments are not received from the Russian Federation.
You can notify the Pension Fund of Ukraine about the fact of non-receipt of pensions and/or insurance payments from the Russian Federation in one of the following ways:
- through the web portal of electronic services of the Pension Fund of Ukraine (in the "Remote Information" section, by logging in using the KEP or by clicking "Action.Signature");
- during video identification;
- by personally submitting an application to any service center of the Fund.
