Despite the difficult situation, the implementation of restoration projects continues in the region.
Communities of the Kharkiv region actively use the opportunities A digital ecosystem for accountable recovery management DREAM. The other day, the number of projects that the region has in the ecosystem crossed the 500 mark, and according to this indicator, our region confidently occupies 2nd place in the all-Ukrainian rating. Among the initiatives of the Kharkiv region are not only projects to restore housing damaged by the enemy, medical or educational institutions. The DREAM ecosystem also includes projects to reconstruct cultural centers, sports facilities, repair roads, etc.
65 restoration projects have been listed on the public portal by the Capital Construction Department of the Kharkiv Regional Military Administration. These are capital repair projects financed from the Fund for the Elimination of the Consequences of Armed Aggression. Among them is the building of the Regional Children's Clinical Hospital, which suffered significant damage from enemy strikes. Also on the list are residential buildings in Kharkiv, Izyum, Balakliya, dormitories, educational institutions, and Primary Health Care Centers.
In addition, communities in the Kharkiv region actively participated in the initiative of the Ministry of Education and Science of Ukraine to submit applications through DREAM for subventions for major repairs and construction of shelters in schools.
“This year, 2.5 billion hryvnias have been allocated from the state budget for major repairs and construction of shelters in schools. In particular, 500 million hryvnias are planned to be allocated for the needs of the Kharkiv region. The communities of the region actively participated in the process of creating applications. Our common task is to ensure that schoolchildren can study offline and have reliable shelter nearby. Thanks to the functionality of the DREAM ecosystem, this process will be as transparent and convenient for monitoring and control as possible,” comments Oleg Synegubov, head of the Kharkiv OVA.
DREAM (Digital Restoration Ecosystem for Accountable Management) is a state digital ecosystem that ensures transparent and accountable reconstruction, effective management of construction processes, and monitoring and control of restoration projects.
The mission of the DREAM digital ecosystem is to make Ukraine's reconstruction transparent and accountable, and to bring together needs and potential investors in one place. Currently, use of the ecosystem is voluntary, but over 1,000 communities, regional administrations, ministries, and agencies have already submitted over 4,000 recovery projects to the system.
“The DREAM ecosystem includes all regional projects financed from the Fund for the Elimination of the Consequences of Armed Aggression, as well as projects supported by the Emergency Loan Program for the Reconstruction of Ukraine, the European Investment Bank, the governments of Germany, Lithuania, Switzerland, etc. All of them are available for study and analysis in the form of open data. In April, the ecosystem was first used to collect and evaluate applications for a state subvention for the arrangement of shelters in educational institutions. Subsequently, the capabilities of DREAM are planned to be used to collect applications for financing projects for the arrangement of catering units,” notes Viktor Nestulya, Head of the DREAM Project Office, Regional Head of Open Contracting Partnership.
The DREAM ecosystem integrates data from 9 government IT systems and registries to create a single digital roadmap for project implementation, allowing the Government, donors, and citizens to collaborate more effectively and determine future priorities.
