Due to the armed aggression of the Russian Federation in Ukraine, the number of people with disabilities is constantly increasing, primarily people with complex functional disorders (multiple limb amputations, spinal injuries, traumatic brain injuries). The state provides such people with rehabilitation means free of charge through the Fund for Social Protection of People with Disabilities. A significant part of people who are entitled to rehabilitation aids do not apply for them. Therefore, the Ministry of Social Policy is constantly improving the state program for providing rehabilitation aids and making the process of providing them as simple and accessible as possible for a person.
From January 1, 2025, a new system for assessing a person's daily functioning has been introduced - from now on, decisions are made by expert teams that have replaced the MSEC. It has also become easier to apply for a rehabilitation aid (RA). The Ministry of Social Policy reminds us how this happens. An application for a rehabilitation aid can be submitted online or through the nearest administrative services center (CSA), structural unit for social protection of the population (OSZN), as well as the territorial branch of the Fund for Social Protection of Persons with Disabilities.

This can be done on Social portal of the Ministry of Social Policy or, as before, through Electronic account of a person with a disability .

In the case of submitting an application online, a single application is generated for all prescribed rehabilitation aids or only for those that the person wants to receive at the moment. It is not necessary to duplicate the application for each individual product. In the case of a person's personal appeal to the ASN, OSZN and the territorial branch of the FSZOI, specialists register the application using the Unified Information System of the Social Sphere (UISS), which indicates all the rehabilitation aids prescribed to the person. However, such data must be entered if the information in the system has not been updated. Important: this does not mean that all prescribed rehabilitation aids must be ordered from one enterprise. After checking the submitted documents by the territorial branch of the FSZOI, the person receives a referral for each product separately. With it, you can contact any enterprise (or several) of your choice to order the rehabilitation aids prescribed to you.
Currently, at the first stage, the service on the portal is available to people who will undergo an assessment of their daily functioning by expert teams. Their work started on January 1, 2025, replacing the MSEC. Information from the expert team's decision will be transmitted to the Unified Information System of the Social Sphere (UISS), so it will automatically be displayed in your personal account on the portal.
1. Log in to the Social Portal of the Ministry of Social Policy using KEP, UEP or BankID.
2. Select "Application for provision of a rehabilitation aid", then click "Submit application".
3. Fill out the application - the data will be automatically updated.
4. You can also update your information in your personal account by clicking "Information about me.".
5. Sign the application with an electronic signature.
6. Check the status of your application on the portal in the "My Applications" section.
After the application is processed, an e-recommendation about providing rehabilitation means will appear in your personal account.
Importantly: If you have received another document confirming the need for rehabilitation measures, such as an MSEC opinion, by January 1, 2025, you can choose another convenient way to submit your application. The options are listed below.
Electronic office of a person with a disability (CBI)
This service allows you to submit not only an application for a rehabilitation tool, but also an application to the selected company. In addition, you can submit an application for compensation for a product purchased independently.
1. Log in Electronic account of a person with a disability . You need to go through initial registration if you are not registered in the Centralized Disability Data Bank (CDB).
2. If you are already registered with the Central Bank of Ukraine, complete the secondary registration, after which you will receive full access to the functionality of the account.
3. Click on "Applications for technical rehabilitation aids" and fill in the required fields in the application form. Detailed instructions can be found at the link .
4. Attach files - scanned copies of documents.
5. Sign the application with an electronic signature.
6. Check the status of your application in your personal account.
Written statement
This can be done by contacting the Department of Social Protection of the Population of the Chuguiv City Council.
When submitting an application for rehabilitation assistance, the following documents must be attached:
- a conclusion or other document confirming the need for rehabilitation measures;
- passport/birth certificate or other document confirming identity;
- identification code.

The application will be processed within 3 business days from the date of application, after which an electronic referral will be generated to provide a means of rehabilitation.
