The Register of Damage Caused by the Russian Federation's Aggression against Ukraine (the "Register") is the first component of an international compensation mechanism designed to ensure the responsibility of the aggressor state for damage caused as a result of the war against Ukraine.
The Register serves to document evidence and information relating to claims for compensation for damages, losses or harm caused on or after February 24, 2022 on the territory of Ukraine within its internationally recognized borders.
Applications that meet the requirements established by the Statute and the rules are entered into the Register for further consideration and assessment by a compensation commission that has yet to be established. Ukraine, together with partners, is already working on developing a compensation mechanism that will consider the submitted applications on their merits and decide on the amount of appropriate compensation in each individual case.
Categories of applications that can be submitted to the Register
The Register has approved 45 categories of applications that can be entered into the Register, which include applications from individuals (group A), applications from the state of Ukraine (group B), and applications from legal entities other than those included in group B (group C).

Categories open for submission to the Register
Applications to the Register are submitted exclusively through web portal Action.
Currently, the Technical Opportunity for submitting applications to the Register is open in the Action in two categories:
- in category A3.1 – damage or destruction of residential real estate of individuals (from April 2, 2024) and
- in category A2.1 – death of a close family member (from January 16, 2025).
