Municipal enterprise “Chuguyiv communal complex” in connection with the entry into force of the Law of Ukraine «On Waste Management», the Resolution of the Cabinet of Ministers of Ukraine «On Approval of the National Waste Management Plan until 2030» dated 02/20/2019 No. 117-r (as amended and supplemented), the Order of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine dated 09/12/2018 No. 239 «On Approval of the Procedure for Consideration by Local Self-Government Bodies of Calculations of Tariffs for Thermal Energy, Its Production, Transportation and Supply, as Well as Calculations of Tariffs for Utility Services Submitted for Their Establishment», the Order of the Ministry of Housing and Communal Services of Ukraine dated 07/30/2010 No. 259 «On Approval of the Rules for Determining the Norms for the Provision of Household Waste Removal Services» and the amendments made to the regulatory framework regulating the procedure for establishing tariffs accordingly to the Resolution of the Cabinet of Ministers of Ukraine dated September 26, 2023 No. 1031 "On Approval of the Procedure for Forming a Weighted Average Tariff for the Service of Household Waste Management, as well as Tariffs for the Collection, Transportation, Recovery and Disposal of Household Waste", informs consumers of the intention to establish a tariff for household waste management services, namely operations for the transportation (collection) and disposal (disposal) of household waste (mixed (solid), bulky, liquid household waste).
The current tariffs for solid waste management services were approved by the decision of the Executive Committee of the Chuguiv City Council No. 291 dated November 20, 2020, for services for the removal of liquid household waste by the decision of the Executive Committee of the Chuguiv City Council No. 228 dated September 14, 2018 in the amount of:
Cost of removal of one m3 MSW :
- for the population – 115.74 UAH including VAT
- for budget institutions – 115.74 UAH including VAT
- for enterprises, organizations, other consumers – 115.74 UAH including VAT
Cost of removal one barrel (3.6m3) of RPV :
- for the population – 247.39 UAH including VAT
- for budget institutions – 259.58 UAH including VAT
- for enterprises, organizations, other consumers – 304.72 UAH including VAT
Tariff increases are due to the growth of tariff components for reasons beyond the control of the enterprise, namely:
– changes in legislation;
– changes in prices for fuels and lubricants, spare parts, and materials for mechanization equipment;
– change in the subsistence minimum for the working population, the minimum wage and an increase in social contributions in accordance with the Law «On the State Budget of Ukraine for 2024;
– changes in the norms for providing services for the removal of household waste in settlements of the Chuhuiv urban territorial community;
– change in removal route schedules.
In order to bring tariffs to an economically justified level, the Municipal Enterprise "Chuguyiv Municipal Complex" has carried out relevant calculations (Table 1).
