The State Employment Service informs citizens about services and facilities on the labor market.
Today we are talking about the possibilities of grants for starting or developing your own business, which can also be used by internally displaced people. The program is implemented by the State Employment Service.
What is a microgrant?
This is a non-refundable, interest-free state aid:
– citizens of Ukraine;
– individual entrepreneurs;
– legal entities (whose ultimate beneficial owners are citizens of Ukraine).
How is the grant returned?
In the form of taxes paid for new employees hired, for yourself as an individual entrepreneur, as well as from profits from business activities.
What are the conditions and size of the microgrant?
The minimum amount of a microgrant is 50 thousand UAH.
up to 75 thousand UAH inclusive – subject to registration as an individual entrepreneur and without creating jobs. From the new year – up to 100 thousand UAH.
– up to 150 thousand UAH inclusive – provided that at least 1 job is created and an employee is employed. From January 1, 2026, the amount of grants for this category of grantors will increase to 200 thousand UAH;
– up to 250 thousand UAH inclusive – provided that at least 2 new jobs are created and an employee is employed for them.
From 01.01.2026 – up to 350 thousand UAH.
If you are 18-25 years old, you are entitled to receive a microgrant of up to UAH 150,000 without the condition of creating a job.
From the new year – up to 200 thousand UAH.
If you dream of creating a business in the creative industry, the state offers special conditions for receiving such a grant - from UAH 100,000 to UAH 1 million, depending on the number of jobs created.
The maximum amount of grant support for the establishment or development of private children's educational institutions is also up to UAH 1 million.
Potential or existing businesses in frontline regions – up to UAH 500,000.
If you have the status of a combatant, a person with a disability as a result of war, or are a spouse, parent, or adult child of a veteran, you can receive a veteran's grant.
– for a combatant registered as an individual entrepreneur and a family member: up to 250 thousand UAH and one workplace; 250 thousand UAH – 500 thousand UAH – two workplaces.
– for a veteran: UAH 500,000 – UAH 1 million – four jobs are created, the recipient must be registered as an individual entrepreneur for at least a year and contribute 30% of the project cost independently or through credit funds, 70% – will be financed by the state.
How to get the service?
Step 1. Create an application and business plan. Approved form with instructions for filling it out is here. .
Step 2. Submit an application and business plan through the ACTION portal
Step 3. Pass a business reputation check at an authorized bank. Partner banks are Oschadbank and Sense Bank.
Step 4. Go through an interview at the regional employment center.
Step 5. Within 15 working days, the State Employment Center will make a decision on providing a microgrant/veteran grant and report the results to your personal account on the DIYA portal.
Step 6. Within 20 business days from the date of receipt of the notification: register an individual entrepreneur or create a legal entity (if you do not already have one), contact the bank, conclude a microgrant agreement, and submit documents for opening an account.
Step 7. Use the funds, create and develop your own business. What can a microgrant/veteran grant be used for? Grant funds are provided to cover the following expenses: Use of funds.
Who can provide assistance in obtaining grant funds?
First and foremost – do not use the paid services of companies that write a business plan and guarantee a grant. Only you will personally undergo a bank check, an interview and defend your business idea. Based on this, you will receive a certain number of points – the final score must be at least 130 – and a decision on granting a grant or refusal. In case of refusal, you have unlimited opportunity to resubmit your application.
Assistance in obtaining grants is provided free of charge by the employment service at any center, at the "Made in Ukraine" offices (office addresses here), online via Facebook and Instagram or the 1518 contact center. This can include consultations, recommendations, advice on writing a business plan, and "highlighting" strengths.
