
From August 1 to October 1, the State Labor Service will implement an all-Ukrainian information campaign «"Come out into the light!"», aimed at reducing the level of undeclared work, raising citizens' awareness of labor rights, and forming a culture of legal employment.
The campaign is being conducted in a state of martial law, when every hryvnia of taxes is of critical importance for the state's defense capability, the functioning of the healthcare system, education, social protection, and support for internally displaced persons. One of the main obstacles in this context remains shadow employment, which weakens the financial capacity of the state, restricts the rights of citizens and creates unequal conditions of competition in the labor market.
The campaign includes:
- holding thematic events in all regions of Ukraine - seminars, round tables, explanatory meetings with employees and employers;
- publication of a series of information materials in the media, social networks, and on official resources of the State Labor Service;
- involvement of social partners — local governments, trade unions, employers' associations and other interested parties;
Why is this important?
Undeclared work deprives workers of:
- rights to sick pay and vacation pay;
- social insurance;
- adequate protection in the event of an accident or dismissal;
- retirement experience and future payments.
For employers, this is — risk of losing qualified personnel, reputational consequences, complications with obtaining bank loans, participating in government tenders, entering international markets, and also significant fines in case of violations of labor laws.
«"The goal of our campaign is not only to remind of responsibility, but also to emphasize the advantages of legal work for all market participants. We believe that openness, transparency, and respect for the law are the foundation of a strong state," said Igor Degnera, Head of the State Labor Service.
We call on employees and employers to come out of the shadows and build employment relationships on a legal basis.
