
State Agrarian Register (DAR) is a state automated information system for collecting, recording, accumulating, and processing information about agricultural producers.
DAR provides online access to support programs to all registered agricultural producers, regardless of their size and organizational and legal form. The information system works similarly to the registers of agricultural producers that exist in all EU member states.
It is important to note that the law provides for the possibility of access to the system by third parties, in particular banks and international donors, which makes DAR a universal tool for the centralized distribution of all existing types of support, both from the state budget and through grants from international organizations.
In other words, this is “Action” for farmers – an automated electronic system created by the Ministry of Agrarian Policy with the technical assistance of the European Union for the effective and transparent distribution and administration of all types of support for Ukrainian farmers. DAR works similarly to the registers of agricultural producers that exist in all EU member states. Agricultural producers registered in DAR will be able to apply for state subsidies, targeted, subsidized credit programs, loans and technical assistance from the European Union and other international donors. In this way, by spending only a few minutes on registration, farmers will be able to access information about state support programs in real time and submit applications for them online from home or office.
Previously, this procedure was so complicated and bureaucratic that producers lost interest in it halfway through. This state of affairs was also unsatisfactory for the state, as it was difficult for it to analyze the work of existing support programs, monitor their effectiveness, and plan new programs.
The registration procedure for DAR is simple and requires a few minutes, an electronic signature, and an email address. Most importantly, any farmer can register, even one with only a few animals on their farm.
Who is DAR useful for?
Agricultural producers, regardless of size, legal form, or line of business, can register with DAR.
DAR management software should provide the ability to:
- DAR management;
- sending by the producer of agricultural products, using DAR software, to the subjects authorized in accordance with the legislation, relevant electronic requests and documents regarding the correction of errors in information in state databases, the State Land Cadastre, other state cadastres and registers in the order of information interaction;
- submission by agricultural producers, using DAR software, to entities authorized in accordance with the legislation of electronic applications and documents on state registration of rights and their encumbrances, on identification and registration of animals, etc.;
- submission by the agricultural producer of applications and documents in order to receive state support, support from local budgets, international technical assistance or other assistance to agricultural producers not prohibited by law, the administration of which is carried out through the DAR;
- Administration, review and processing of applications by relevant DAR users. Agricultural producers registered in DAR will be able to apply for state subsidies, targeted, subsidized credit programs, as well as loans, technical and humanitarian assistance from the EU and other international donors.
How to register with DAR?
DAR registration algorithm:

2️. Using a qualified electronic signature or BankID (for individuals)
3️. Enter your email and phone number.
4️. After that, the codes (five-digit) received by phone/email must be entered into the appropriate window of the site.
5️. Confirm your consent to access personal data.
6️. Click "Register".
7️. Registration is complete. After registration, all key information about the producer is automatically uploaded to DAR and can be checked by the agricultural producer.
During registration, the farmer will also be able to check data about his activities, land plots, animals, etc. in his personal electronic account.
Attention! To register, the farmer needs an electronic signature.
How to apply to DAR?
To apply for participation in the support program, an agricultural producer who meets the program requirements must fill out an online form, attach scanned copies of documents if necessary, and sign the application with his qualified electronic signature. The application processing process can be monitored in real time in the personal electronic account at DAR.
