
Resolution of the Cabinet of Ministers of Ukraine dated April 9, 2024 No. 385 Some issues of implementing a pilot project on organizing the improvement and recreation of children who need special social attention and support in children's health camps of state enterprises "International Children's Center "Artek", "Ukrainian Children's Center "Young Guard" and in children's health and recreation institutions included in the State Register of Property Facilities for Children's Health and Recreation, on the principle of "money follows the child" provides for the implementation of a pilot project for the improvement of children under the budget program "Improvement and recreation of children who need special attention and support in children's health camps".
Categories covered by the pilot project: the recipient of budget funds is one of the parents (the person replacing him/her) of a child (including one registered as an internally displaced person receiving housing assistance for internally displaced persons) who is raised in a low-income family and belongs to such categories as a child with a disability (capable of self-care) or a child from a large family.
Conditions for participation in the project: funds provided by the budget for the child's rehabilitation are transferred to the recipient (one of the parents or) to the bank account of JSC "PrivatBank", provided that the child has not been rehabilitated by guardians in the current year at the expense of state or local budget funds of any level, in the amount of five subsistence minimums.
Registration procedure:
1. Open an account with PrivatBank with a special use regime for transferring budget funds to purchase vouchers.
2. In the DIYA mobile application, expect a notification about the possibility of accruing funds for rehabilitation; if it is impossible to use DIYA, you need to contact the social security authorities.
3. After the funds are credited to the account, you will have three months to choose one of the children's health and recreation facilities that have joined the public agreement on the provision of health and recreation services for children (for example, "Artek", "Moloda Gvardiya").
4. Contact the head of the selected children's institution to obtain consent and confirmation of the possibility of providing such institution with health and recreation services for children for a period of: – for 14 calendar days – for 21 calendar days.
5. Pay for the ticket.
Restrictions: funds received into the account cannot be transferred to another bank account or used for purposes other than their intended purpose.
