English as a language of international communication in Ukraine

Volodymyr Zelenskyy signed the Law No. 3760-IX , which consolidates the status of English as the language of international communication in Ukraine.

The document will enter into force from the date of its publication, except for certain norms that will come into effect after the end of martial law.

The purpose of the Law is to increase the level of competitiveness of Ukraine, increase its investment and tourist attractiveness, expand the use of English in public spheres of social life, and create favorable conditions for learning English by citizens of Ukraine. 

Among other things, the Law defines the categories of civil servants who must be proficient in English:

  • civil servants of category A, heads of local state administrations, their first deputies and deputies; 2 years after the end of martial law;
  • For civil servants of categories B and C, employees of the prosecutor's office, the National Police (senior and middle management), tax and customs authorities, a period of 4 years after the war was set for learning English in order to obtain a relevant position.

The law provides for the mandatory study and use of English at all levels of education, including preschool institutions.

Also, the Law determines the use of English in the work of government bodies, local self-government, in the spheres of culture and healthcare.

In addition, information at train stations, bus stations, airports, and some modes of transport must be duplicated in English. This will happen within 2 years of the law coming into force.
