
Starting May 18, 8,300 ASC administrators across Ukraine will gradually gain access to the relevant system. On May 10, more than a thousand employees joined online training on working with the service. The rest received video instructions with detailed explanations.
The service for updating data in the Central Administrative Centers was developed in 3 weeks. It should significantly relieve and simplify the work of the CCC and the Joint Service. It is assumed that those liable for military service will be able to update their data:
– in ASCs;
– through the mobile application of the Ministry of Defense «Reserve+»;
– in the CCC and JV.
Procedure for updating data in ASCs:
– Administrators of ASCs log in to a special portal using a working electronic signature, gaining the ability to update data on those liable for military service.
– Citizens must confirm their contact information: a confirmation code should be sent to the specified phone number and email address (if available).
– If the confirmation code is not received, – administrators will retry to confirm valid contact information.
– The information received immediately enters the register of conscripts, military conscripts, and reservists “Oberig”.
– When the data is updated, those liable for military service will receive an extract with the seal of the ASN administrator confirming the data update.
Those subject to military service must have their passport with them (or present documents from the "Diya" digital application) and a military service registration certificate.
Those subject to military service will need to update the following information about themselves:
– Full name
– Address of actual residence
– Phone number
– Email (if available)
What happens if I don't update my data in 60 days?
If the data is not updated or if inaccurate data is provided, the person will be held administratively liable in accordance with Articles 210 and 210-1 of the Code of Administrative Offenses.
They will issue a fine of 17,000 to 59,000 hryvnias, and the person will still be forced to update their data.
How will administrative liability be brought to justice:
– The CCC and the Joint Venture will file a wanted person application with the National Police.
– Violators will be identified by representatives of the CCC and SP, police or border guards during the verification of personal documents.
– If a violator is detected, he or she can be immediately taken to the CCC and SP or issued a summons to appear at the CCC and SP to update the data.
– The CCC and the SP open a case for administrative liability and must notify the person about this by mail. The case can be opened 3 months after the offense is established.
– A resolution is drawn up to bring the violator to administrative responsibility. The CCC and the SP transfers it for enforcement to the state enforcement service, which will be able to block the violator's bank accounts. The enforcement service issues a fine: for citizens from 17 thousand to 25.5 thousand hryvnias, for officials from 34 thousand to 59.5 thousand hryvnias.
Also, the CCC and the SP have the right to file an application with the court to restrict driving. The court's decision is subject to immediate execution. The police will seize the driver's license.
