from January 2003 to July 2003 – master for the operation of gas facilities of the Chuguiv gas supply section;
from July 2003 to August 2004 – occupational safety engineer of the occupational safety department;
from August 2004 to September 2004 – Acting Head of the Chuguiv gas supply section;
from September 2004 to April 2011 – Head of the Chuguiv gas supply section of the Chuguiv branch of OJSC «Kharkivgaz»;
from April 2011 to October 2015 – Head of the Group for Control over the Use and Accounting of Natural Gas of the Chuguiv Gas Utility Operation Department of PJSC «Kharkivgaz»;

BARMIN Konstantin Alexandrovich began his career in July 2000 as a bricklayer at the Municipal Enterprise "Chuguyiv Building Materials Plant".
From 2000 to 2005, he studied at the Kharkiv National Academy of Urban Economy.
During his studies, in July 2001, he worked as a locksmith at OJSC Chuguyiv Bakery;
in October 2004 – laboratory assistant of the interdepartmental laboratory of the Department of Technical Training Facilities of the Kharkiv National Academy of Urban Economy;
from October 2004 to July 2005 – electronics engineer at ElKor-Komplekt LLC;
from July to December 2005 – design engineer of the Joint Stock Company of the Scientific and Technical Enterprise «Ukrpromenergo»;
from December 2005 to February 2007 - electronics engineer at Elkor-Komplekt LLC;
from February to April 2007 – engineer at LLC NKF "Vega LTD";
from February to October 2008 – head of the assembly section of European Trade Equipment LLC.
from February 2009 to December 2012 – Head of the Electrical Installations and Electrical Equipment Operation Service of the Municipal Housing Repair and Maintenance Enterprise, from December 2012 to January 2014 – Chief Engineer of the Municipal Housing Repair and Maintenance Enterprise.

resolves issues of development and implementation of state policy in the field of housing and communal services, providing the community with high-quality housing and communal and ritual services, property reform, restructuring, and development of competition in this area;
ensures the implementation of state policy on granting ownership rights to real estate, registration of citizens who, in accordance with the legislation, need improved housing conditions, certifies with his signature the registered certificate of ownership of real estate;
ensures the implementation of state policy on the development of the electric power industry and providing the economy with energy resources;
organizes the construction, reconstruction, maintenance and upkeep of water, electricity, heat and gas supply networks;
resolves housing and communal services issues;
ensures control over the status of payments for the consumption of heat, gas, water and other resources;
controls the construction, repair and operation of roads;
takes measures to implement pricing policy and form tariffs for housing and communal services;
ensures the implementation of state policy in the field of housing, industrial and civil construction;
controls the collection, transportation, disposal and neutralization of household waste in the city;
organizes the implementation of energy saving measures at utility companies;
ensuring ecological safety, nature and environmental protection;
resolves issues of organizing landscaping and monitoring the state of landscaping in the territory of the community's settlements;
