By the decision of the 1st session of the Chuguiv City Council of the 8th convocation dated December 15, 2020, I was approved for the position of the village head of Kam'yana Yaruga for the term of office of the city council. In accordance with the order of the mayor No. 670-0 dated 12/16/2020, I began to exercise my powers on December 17, 2020. And for more than 3 years, I have been performing the functional powers of the head, a new position of local government, which was created to ensure that the interests of all residents of the village in the territorial community are properly represented, that the social, household and other needs of the village residents are satisfied, that problems of local importance are resolved quickly, openly, and clearly. It is taking into account these criteria for the work of the head, that I organized my work during the year. In accordance with the Law of Ukraine "On Local Self-Government in Ukraine", I must report on the work carried out over the past year. Please find attached a report on my work for the period from January 1, 2023 to December 31, 2023.
The workplace of the headman is a separate administrative building. Together with the headman, the administrator of the Center for Providing Administrative Services of the Chuguiv City Council Achkasova Kateryna Volodymyrivna and the military registration inspector Nataliya Gennadiivna Kovtun work in the premises. The premises meet the necessary sanitary and functional standards, there is the necessary furniture and technical equipment for the work of officials. Appropriate conditions for staying in the administrative building have also been created for visitors. The premises are equipped with a video surveillance system.
In accordance with the powers and duties, the village headman of Kam'yana Yaruga received citizens daily, despite the established schedule. During the year, she was concerned with the problems of citizens that arose due to the war. Together with the village activists, the leadership of the city council, and caring citizens, she solved the issues of life support of the Kam'yana Yaruga starostyn district:
- delivery of humanitarian aid to the village,
- providing displaced persons with housing and their registration,
- improvement of the settlement, removal of solid waste, etc.
During the year, she carried out all the instructions and orders of the mayor regarding the life of the settlement and the work of the headman as an official.
During the reporting period, she did not allow any actions or inactions in the district that could harm the interests of residents. Together with the children's service of the executive committee, she participated in the inspection of families with difficult life circumstances. During the year, she kept large families and families of displaced people with children under control in order to ensure that they received humanitarian assistance in a timely manner.
Together with the police officers, they reviewed citizens' complaints regarding violations by village residents of dog-keeping rules and other content of the complaint.
By verbal agreement with the local tax authority, the tax service issued notices of land tax payment to payers who own land plots in the village.
Within the scope of the powers granted to me, I provided administrative services during the absence of the administrator of the department-center for providing administrative services of the Chuhuiv City Council, and also assisted the administrator in registering displaced persons and issuing IDP certificates. I have access to and work in the Registers: territorial community of the city council, territorial community (all-Ukrainian register), real estate.
One of the indicators of the work of the village head is correspondence with various institutions and leaders to solve the problems of the village. In the reporting year, the number of outgoing and incoming correspondence decreased significantly. And amounted to 38 and 15 documents, respectively. Not only did the number of documents decrease during the war, but the content of the correspondence also changed. In the update, these were letters to charitable organizations and foundations with a request to provide humanitarian assistance to the villagers, to provide building materials for the repair of damaged property, to repair water pipes, etc. But there were also responses to requests from notaries; household characteristics for the villagers; acts of inspection of the living conditions of citizens for their provision to social services, etc. All requests, in which the deadlines for the execution of the document were indicated, were answered on time.
During the reporting period, the village headman issued 151 certificates of various contents.
Due to Russian aggression, shelling and bombing of cities and villages of the Kharkiv region, not so many people came to the village of Kamyana Yaruga during the year, but they still came and registered their place of residence in the Starostyn district. The administrator of the Central Administrative Center worked with them.
In total, 531 certificates of registration of internally displaced persons were issued and 390 housing allowances were issued to internally displaced persons in 2023. A large number of citizens still continue to register as IDPs through the DIYA Portal.
Also, during 2023, administrative services of a social nature were provided:
- subsidies –108;
- monetary compensation for the cost of one-time in-kind assistance «baby package» – 9;
- assistance at the birth of a child – 12;
- child support for single mothers – 6;
- state social assistance to low-income families -21;
- registered places of residence of the person – 14;
- 48 people were removed from their place of registration;
- 232 family composition certificates issued;
- 21 certificates were issued about persons registered in the residential premises/house;
- extracts from the Register of the territorial community were provided – 48;
- 1,113 applications for confirmation from the owner of the home for the accommodation of IDPs were accepted;
- other social services – 45.
During the year, the following establishments operated in the village: a lyceum, an outpatient clinic, shops, a Ukrposhta branch, LLC Kharkiv Electrical Engineering and Metal Structures Plant, LLC Dorservice Kamyana Yaruga. The Nova Poshta branch operated remotely.
Agriculture in the Starostyn district also developed during the year thanks to competent management by agricultural managers. All agricultural lands were cultivated, and the crops were harvested on time.
During the year, shops operated in the village: 4 grocery stores, 2 grocery pavilions (Kulinichi and Posad), a household goods store. All necessary goods were delivered on time and of good quality. No complaints about the work of the sellers were received by the village headman from residents.
During the year, medical services were provided by one family doctor, two nurses and a junior nurse. Doctors work in the premises of the starostat. During the year, 1,440 declarations were concluded with the new family doctor. The family doctor also serves residents of the villages of Velyka Babka and Zarozhne. Residents have only positive feedback about the provision of medical services by medical personnel.
The Ukrposhta branch operates stably in the village with a competent manager, Olga Shurkhno, and a responsible postwoman, Zhanna Vilkevich. There was a staff reduction in the summer. And now only one postwoman provides postal services. The employees are very diligent and disciplined. No matter how difficult it is, all postal services are provided in a timely and high-quality manner.
Thanks to close cooperation with charitable and volunteer organizations of the leadership of the Chuguiv City Military Administration, during the war year, the residents of the village constantly received humanitarian aid and thus felt support from the state, the city council, volunteers, and caring citizens.
In 2023, humanitarian assistance was provided by:
1) Roman Catholic Church from Poland: on January 12, they brought 104 food kits for large families, families of disabled people, and pensioners 80+. Volunteers also brought a generator for the outpatient clinic and handed it over to the doctors.
2) UNICEF: March – warm winter clothes for children from 0 to 10 years old. 62 children received quality clothes.
3) Red Cross:
- March – 1,500 food kits
- April – 1060 pieces of grocery sets
- July – 315 food kits
- October 10 – 900 food kits
- November 10 – 900 pieces of grocery sets
- December 15 – 1056 food kits
4) International Medical Corps: On April 24, representatives brought and distributed 87 hygiene kits for women with children.
5) Territorial Center for Social Services (Provision of Social Services) of the Chuguiv City Council:
- May – 175 food kits for IDPs and VHFs
- July – 50 sets of detergents for children from 0 to 2 years old
6) Chuguiv City Center for Social Services:
- On May 15, 5 families with children with disabilities received food and hygiene kits
- June 5 – 18 women received hygiene kits from UNICEF
- August 1 – clothes for children under 1 year old from UNICEF, received by 18 families with children under 1 year old and pregnant women, 28 families in total
- August 25 – 30 women with children born in 2018-2016 received hygiene kits
7) BO “Divchata”: June 19 – 85 women received hygiene kits
8) Chuguiv City Council:
- On May 4, 450 pieces of pate were delivered
- July – import of used clothing
- December – 250 New Year's gifts for village children
9) NGO “Responsible Citizens”
- On July 25, 130 families with children aged 0 to 18 received power banks
- December – 10 certificates were issued to 9 families for the purchase of clothing, a certificate worth 3800 UAH.
10) BO “BF” NEW WAY” – provided adult diapers, grocery sets, and personal hygiene products to 9 families with bedridden sick family members.
11) On October 18, the “BLAGOROB“ Foundation provided 5 families in the shelter with household items (kettle, bed linen, baby hygiene products, household chemicals, heater, baby diapers)
12) French humanitarian organization ACTED: December 140 Kamyanoyaruzh residents and IDPs received 9,000 hryvnias each to purchase firewood.
There are nineteen gardening societies outside the settlement. At the beginning of the war, the garden houses in these societies became shelters for displaced persons. I constantly maintained contact with the leaders of the gardening societies and their activists, communicated on issues of IDP registration, receiving social assistance, medical care, etc. During this year, everyone who lived in the territory of the gardening societies also became fellow villagers for the Kamyanoyaruzhts, they became friends. The war brought people closer, the war united them. The displaced persons were accommodated not only in the summer cottages of the gardening societies, but also with their acquaintances and relatives. For many displaced persons, those who were left without housing, the Kamyanoyaruzhts who left the settlement, at my request, provided their houses for free accommodation.
During the year, she carried out all the instructions and orders of the head of the Chuguiv city military administration regarding the life of the settlement. In accordance with her duties, she daily monitored the improvement of the settlement and took measures to maintain it in good condition.
With the support of the management, the following village improvement activities were carried out:
- timely removal of solid household waste,
- pothole repair of asphalt concrete road surface on Central and Tatarska streets,
- filling the roads with crushed stone on the village streets, almost 500 tons of crushed stone were imported,
- road grading,
- import of anti-icing materials for a stable winter period,
- repair of the water main from Pastukhova Street to Centralnaya Street,
- clearing roads of snow and sprinkling roads with a sand-salt mixture.
On my initiative, a number of improvement activities were also carried out during the year:
- organization of a meeting on the repair and improvement of the village wells. The paint was provided by the KP “Chuguyivvoda”. The well on Nezalezhnosti Ukrainy (formerly Rostovskaya) street was completely repaired, Pavlo Lynitsky helped with materials;
- organization of a work to improve the bridge on Tatarska Street, painting the elements of the bridge fence,
- organization of cleaning of the village cemetery,
- painting the bus stop in the village center,
- painting the fence near the administration building,
- repair of the pedestal of the memorial to the victims of the Holodomor,
- mowing weeds on playgrounds and roadsides, etc.
The worker of the landscaping and improvement section of the Chuhuyiv communal complex took an active role in the improvement activities. During the year, the worker diligently performed her duties and brought order to the village territory. Namely:
- weekly cleaned up garbage on the village streets, playgrounds, village squares, public bus stops, and near garbage cans,
- arranged the territory near the monument to the soldiers who died in World War II and the monument to the victims of the Holodomor,
- weeded the grass near the monuments, between the paving stones on the sidewalk on Central Street and near the administrative building,
- brought order to the village cemetery,
- cleaned up cut branches and mowed grass,
- collected fallen leaves around monuments and on playgrounds,
- sprinkled the village streets with a sand-salt mixture during an ice storm,
- cleared snow from public places (stops, stairs, sidewalks), and performed other landscaping work.
The villagers also joined in the improvement of the settlement, they took part in the meetings that I organized, and responded to my request to help in restoring order in the village territory. These were works on sprinkling the village roads with a sand-salt mixture.; mowing weeds on streets, playgrounds, near monuments, in village squares; cleaning and painting public wells, landscaping areas near wells.
One of the indicators of the proper sanitary condition of a settlement is the provision of quality services for the removal of solid household waste. Since August 2022, solid waste removal services have been provided by the KP “Chuguyiv Communal Complex”. The service provider diligently fulfills its duties. Twice a week, a garbage truck comes and removes garbage. Village residents are satisfied with the work of the ChKK employees. Every month, I monitor the payment of the fee for the removal of solid waste by village residents. I carry out appropriate work with debtors, after which they partially begin to pay.
Water supply services in the village of Kamyana Yaruga are provided by the Donets Water Treatment Complex, a separate division of the Kharkivvodokanal municipal enterprise. Centralized water supply is available in individual houses on Kharkivska, Centralna, Pastukhova, Myra streets, and Pershotravnevoe Lane, with a total of 120 personal accounts.
In August, a pipe burst on the water supply line on Centralnaya Street (behind the residents' houses). Unfortunately, for two months, they were unable to resolve the issue of eliminating the accident. And only thanks to the great work of a village resident, Yaroslav Begaruk, and with the financial support of the Charitable Organization "Charitable Fund for Social Health", were they able to replace 600 meters of the old pipe with a new plastic one, and install new water collection wells.
During the year, I worked closely with the management and dispatcher of the Chuhuyiv district of the Kharkiv electric networks JSC on issues of providing the population with high-quality electricity supply, on issues of planned power outages in the settlement. I brought all the necessary information to the heads of enterprises and organizations of the village personally via telephone messages, and for the residents of the village – via my page on Facebook and Telegram.
Due to the ban on mass gatherings, cultural and sports events were not held in the village. However, with the assistance of the CMVA leadership, entertainment events were organized for children on Children's Day and during spring break.
For the Independence Day of Ukraine, private entrepreneur and founder of the Charitable Fund of the Charitable Organization "Foundation of Noble Logists" Denis Demkov built a volleyball court, the opening of which was attended by the head of the ChMVA. Galina Mykolaivna and Denis Volodymyrovych signed a Memorandum of Cooperation and Partnership between the Charitable Organization and the Chuguiv City Military Administration. Denis also received a Certificate of Gratitude for his active public position, personal participation in the life of the village and on the occasion of the Day of the State Flag of Ukraine, the Day of Independence of Ukraine and the Day of the Village of Kam'yana Yaruga.
In September, a meeting was held with the village's active people to mark the Day of the Kam'yana Yaruga Village. Active and caring residents of the settlement were presented with certificates of gratitude from the head of the Central Military District.
Letters of gratitude from the head of the ChMVA were also received by the heads and employees of agricultural enterprises located in the village, on their professional holiday in November.
A very respectable person lives in the village, Feodosia Khomivna Zavalyaeva, who turned 102 on May 9. Igor Shepelev congratulated the long-liver on her birthday from the entire Chuhuiv community.
Two social workers from the territorial social service center (provision of social services) of the Chuguiv City Council worked and are working in the district. During the reporting period, they provided home care services to 21 residents of the village. I worked closely with women to provide assistance to single citizens and provide them with humanitarian assistance. We worked together to identify single elderly people so that, if necessary, they could be provided with the necessary social service in a timely manner - home care, and effectively and quickly solve their everyday problems.
Throughout the year, Kamianyaruzh residents and internally displaced persons, having united, helped the Defenders who defend the country from the Russian aggressor. They sent trench candles that they made themselves, sweets, twists, food, warm things to the soldiers on different fronts. They also donated things necessary for the soldiers and gave them for the holidays. By the Day of the Defender, having collected 24,700 UAH, Kamianyaruzh residents purchased 4 portable gas heaters, 280 gas cylinders, lubricants and filters for SUVs for the first storm battalion of the 92nd assault brigade named after the Kosh Ataman Ivan Sirko. By the Day of the Armed Forces of the Ukrainian SSR, having collected 32,688 hryvnias, we purchased spare parts for repairing the electrical equipment of vehicles used by the military repair and evacuation battalion of the 47th separate mechanized brigade "Magura" of the Armed Forces of the Ukrainian SSR. By the New Year, we presented the soldiers of the 3rd self-propelled artillery battery of the 2nd self-propelled artillery division of the 92nd separate assault brigade named after the basket ataman Ivan Sirko with a charging station for 29,699 hryvnias, which will provide power to their technical means of communication around the clock. The Kamianyaruzh residents helped the soldiers of the 226th Separate Battalion of the 127th Separate Brigade of the TRO Forces of the Armed Forces of Ukraine, the border guards of the 15th mobile border detachment of the brigade type "Steel Border" of the State Border Service, the soldiers of the 115th separate mechanized brigade, the anti-tank missile complex detachment of the 116th separate mechanized brigade of the Armed Forces of Ukraine, the soldiers of the fire support platoon of the 12th company of the 3rd battalion of the 80th separate airborne assault Galician brigade of the Armed Forces of Ukraine, who are defending Ukraine near Avdiivka. The villagers will continue to help our Heroes, so that together they can bring Ukraine's Victory over Russia closer.
My activities were open and transparent. I was in constant contact every day, every minute, with the heads of enterprises located in the village, with fellow villagers and displaced persons. Almost every resident has my phone and, if necessary, every resident can call. During the year, I communicated with residents in the premises of the village headman's office when they came to receive humanitarian aid. I also maintained contact with them through the social networks Facebook and Telegram. I constantly write posts about life in the community, support and inspire fellow villagers to believe in the Armed Forces of Ukraine. I supplemented my stories with photos. This is our story during the full-scale Russian-Ukrainian war, which we must remember.
The number of residents of the village as of January 1, 2024 is 2,155 people, which corresponds to military indicators. Of them: preschoolers - 64, school-age children - 170, pensioners - 761. 350 people are internally displaced persons who permanently live in the territory of the Starostyn district.
In 2023, 8 children were born in the village: 3 boys and 5 girls. One girl was born a month before the war, in January. 32 villagers died in 2023.
The total area of the village of Kam'yana Yaruga is 430.2200 hectares. Divided lands (arable land) - 1806.8393 hectares. Hay meadows - 170.7717 hectares. Land for personal farming outside the settlement - 328.9797 hectares. Water fund lands - 30.4000 hectares. Other lands - 400.4016 hectares.
Finally, I would like to thank everyone who supported my initiatives and participated in solving the issues of life support for the settlement during an extremely difficult period for Ukraine.
I thank the head of the Chuguiv city military administration, Galina MINAYEVI, her deputies for our cooperation, for their assistance in solving the issues of life in our village. I thank the heads of municipal institutions of the Chuguiv city council, employees of the city council, village residents, volunteers, private entrepreneurs, and heads of agricultural enterprises.
I want to assure you that I will continue to take an active part in the public life of our community, and I will continue to defend the interests of the Kamianoyaruz district. Despite the war, life goes on, and therefore each of us must work every day, every hour, to help, support, and thereby bring victory closer.
I wish all of us success, strength, and endurance in making important decisions for the development of the village of Kamyana Yaruga, for the restoration and development of the entire Chuhuiv territorial community.
