Driving schools for people with disabilities: how to start studying

Currently, the service of obtaining a driver's license is in demand among Ukrainian citizens. Among those wishing to drive a car, there are also people with disabilities. That is why driving schools for people with disabilities were created in Ukraine. "Driving schools for people with disabilities" is a flagship project of the Ministry of Internal Affairs of Ukraine, which is implemented within the framework of the "Without Barriers" initiative of the First Lady of Ukraine Olena ZELENSKAYA.

The purpose of this project is to create a convenient and high-quality state service for learning to drive a car and obtaining a driver's license for the right to drive a vehicle for people with disabilities with musculoskeletal disorders. Therefore, the capabilities of the territorial service centers of the Ministry of Internal Affairs and the network of driving schools based on higher education institutions of the Ministry of Internal Affairs for people with disabilities who seek to learn to drive a car and obtain a driver's license are expanding.

Мета цього проєкту – створення зручної та якісної державної послуги з навчання керування автомобілем та з отримання посвідчення водія на право керування транспортним засобом для людей з інвалідністю із порушенням опорно-рухового апарату. Тому можливості підрозділів територіальних сервісних центрів МВС та мережі автошкіл на базі закладів вищої освіти МВС для людей з інвалідністю, які прагнуть навчатись керуванню автомобілем та отримати посвідчення водія, розширюються.

Advantages of the flagship project of the Ministry of Internal Affairs:

  • teaching and taking exams in inclusive spaces;
  • accessible infrastructure and maximum barrier-free space;
  • learning in mixed inclusive groups or individually;
  • the possibility of theoretical training in a distance format;
  • individual training on a convenient schedule;
  • curricula and programs adapted to the needs of persons with disabilities;
  • certified and modern manual training cars;
  • support and advice at every stage of training;
  • experienced teachers and instructors who have undergone additional training.

The total duration of training is 11 weeks. Of these, 64 hours are theoretical courses and 40 hours are practical courses. The estimated cost of training is 6,000 hryvnias.

List of requirements for future drivers:

  • want to learn how to drive a manual car;
  • there are no medical contraindications (diseases and defects) that would prevent a person from driving category "B" vehicles;
  • the necessary list of documents is available.

The exam is taken at a Ministry of Internal Affairs service center, in a manually operated vehicle. The driver's license is obtained at the same Ministry of Internal Affairs service center where the theoretical exam is taken.

Currently, such driving schools operate and accept applicants in six regions of Ukraine, namely: Dnipropetrovsk, Kyiv, Kirovohrad, Lviv, Odessa, and Khmelnytskyi regions.
