Housing allowance for IDPs: who should apply for an extension of payments

The Government recently adopted a resolution amending the procedure for assigning housing benefits to IDPs.

From March 1, 2024, payments will be extended for most current recipients who belong to the most vulnerable categories. To support them, Payments for IDPs who are unable to work are automatically extended for another 6 months, namely:

  • for pensioners whose pension as of January 1, 2024 does not exceed UAH 9,444 (four subsistence minimums for persons who have lost their ability to work);
  • persons with disabilities of group I or II, children with disabilities under the age of 18, seriously ill children (a detailed list is in the resolution);
  • orphans and children deprived of parental care, persons among them under the age of 23, as well as foster parents and adoptive parents.

However, a significant number of IDPs will also be able to receive payments for another 6 months, after submitting a new application.

We tell you who exactly.

The following have the right to extend the payment for another 6 months upon application:

  • a minor child who arrived in a new community unaccompanied by a legal representative;
  • a pregnant woman after the 30th week of pregnancy (the 27th week of pregnancy - for women classified as categories I-IV of persons affected by the Chernobyl nuclear power plant accident);
  • a person who has lost his or her ability to work, but is not entitled to a pension and/or receives state social assistance (provided that the average monthly total income per person in such a family does not exceed UAH 9,444).

The state provides additional support to parents who are unable to work while caring for their children. Therefore upon application, assistance will continue if the average monthly total income per family member does not exceed UAH 9,444:

  • for persons of working age who are not working and caring for a child under 14 years of age;
  • or families with three or more children under the age of 18 (all children live in the family and are not raised in residential institutions).

Such families will receive assistance if they live in an area where Are there any possible hostilities?.

Families living in relatively safe regions of Ukraine, but in these settlements there is no possibility to send their child to kindergarten, and schooling takes place online or in a mixed format (offline and online), can also apply and receive payments within the next six months.

Also, upon request, assistance continues:

  • if a person of working age is not working, but has registered with the employment center as unemployed or looking for work, and at the same time the family has children who attend kindergartens, schools, or study at institutions of professional (vocational and technical), professional pre-university and higher education.

The following persons also have the right to extend the payment for another 6 months upon application:

  • who care for a person with a disability of group I, a child with a disability under the age of 18, a person with a disability of group I or II due to a mental disorder, a person who has reached the age of 80, or a seriously ill child;

In all these cases, assistance will be provided on all IDPs in such a family, but other family members who are not working must register with the employment center. If they do not do so, the benefit will stop after a month.

В усіх цих випадках допомога призначатиметься на всіх осіб з числа ВПО у такій сім’ї, але інші члени родини, які не працюють, мають зареєструватися в центрі зайнятості. Якщо вони цього не зроблять,  виплата допомоги припиняється через місяць.
