How to apply to the International Registry of Losses for Ukraine

What is the International Loss Register?

The Damage Register for Ukraine (RD4U) is an official international mechanism that records damages, losses, and harm caused to individuals and legal entities, as well as to the state of Ukraine as a result of the war.

The Registry does not currently make payments, but plays a key role in collecting and recording data on damages. Filing a claim is the basis for receiving compensation and reparations in the future, when the relevant international mechanism becomes operational.

In short: no statement – no officially recorded damages.

Step 1. Make sure you are eligible to apply

The following can apply to the Register:

  • any individuals;
  • in the event of a person's death or disappearance - their close relatives;
  • for minors (under 18 years of age) – parents or guardians;
  • in the case of incapacitated persons - their legal representatives.

For an application to be included in the Register, it must meet the following conditions:

  • damage or loss caused on or after February 24, 2022;
  • the event that caused damage, harm or loss occurred on the territory of Ukraine, including temporarily occupied territories;
  • The cause of the damage is the Russian Federation's aggression against Ukraine.

Applications can also be submitted by legal entities (enterprises, organizations);

Step 2. Correctly select the category of damage caused

Damage caused to individuals includes, in particular:

  • destroyed or damaged housing,
  • loss of access to property,
  • inability to use one's own home,
  • injuries (including military),
  • missing persons (including military personnel),
  • deprivation of liberty (including military),
  • loss of business or paid employment, etc.

The current list of categories can always be found on the Register website or on the "Diya" portal.

Step 3. Prepare the necessary documents

You can find a list of information and evidence required to submit an application in the sections on the Register website:

Even if there are few or no documents, you can still submit an application. The absence of certain documents is not always a reason for refusal. Some of the data is checked through state registers, and therefore will be available automatically.

Applications are submitted online – via the application or web portal «Diya», as well as directly via the Registry website. You must have an active email address and a phone number of a Ukrainian operator.

Step 4. Carefully fill out the online application

Once you have decided on the application category, prepare the necessary information and documents. Next steps:

  • log in or register in the user's personal electronic account on the "Diya" web portal using the link https://id.diia.gov.ua/ using an electronic signature (DiyaSidpis, file key or BankID);
  • select the category that best describes your situation and complete the appropriate claim form, describing your losses, when and how they occurred, and attaching the necessary information and evidence to support the losses;
  • Check all the data and sign the application with an electronic signature, then send it via the electronic system.

There may be several applications in different categories, depending on the events that you or your loved ones and minor children were forced to experience.

Step 5. Save the submission confirmation

Be sure to save the confirmation of submission: download the completed application, or take screenshots, write down the date of submission, application number, and selected category.

The registry provides feedback only via your email address specified in the application, or via a message in your electronic account on the "Diya" web portal.

Importantly!

The Register of Damages for Ukraine (RD4U) is not the same as the Register of Damaged and Destroyed Property. If you have already submitted an application under the eRecovery program, submit it to the Register of Damages for Ukraine (RD4U) as well - the legislation provides for the possibility of submitting applications to both registers simultaneously.

You can apply regardless of whether you have previously received any other benefits or assistance.
