International funding programs
Enterprises of the Kharkiv region can take advantage of credit programs implemented through Ukrainian partner banks with the support of:
European Bank for Reconstruction and Development (EBRD) – financing the purchase of equipment, modernization of production, replenishment of working capital, energy-efficient projects and restoration of enterprises. Under certain programs, grant compensation of up to 20–30% of the cost of the investment project is provided.
European Investment Bank (EIB) – support for manufacturing, the agricultural sector, logistics, energy, and the recovery of enterprises with reduced requirements for loan collateral.
International Finance Corporation (IFC) – financing of manufacturing enterprises, agribusiness, food industry, export-oriented companies, and medium-sized businesses.
Programs are available through partner banks, including Oschadbank, Ukrgasbank, UKRSIBBANK, Kredobank, ProCredit Bank, and Ukreximbank.
State program "Affordable loans 5-7-9%"«
Starting July 1, entrepreneurs affected by the war can receive preferential loans to restore damaged or destroyed property:
- rate – 0.1% per annum for the first two years;
- further - from 5% to 9%;
- maximum loan amount – up to UAH 150 million.
In the Chuguiv community, you can use the program through Oschadbank.
Energy credits
At the beginning of 2026, the state strengthened support for energy sustainability of business:
- loan under 0% up to UAH 10 million per annum for a term of up to 3 years - for the purchase of generators, cogeneration units and other energy equipment;
- investment loans up to UAH 250 million – for the creation of new generating capacities.
The "Fulfillment Point" program«
For enterprises affected by hostilities, there is a program to compensate for part of the costs of wages and the single social contribution (SSC) during forced downtime.
Enterprises whose property was damaged or destroyed as a result of hostilities after January 1, 2026, can benefit from support, provided that there are no tax debts and bankruptcy procedures.
