Basic requirements for competition participants, taking into account the qualification requirements specified in criteria for compliance of competitive proposals with qualification requirements according to Appendix No. 1 to the tender proposals | Participants in the competition may be business entities whose constituent documents provide for the conduct of activities in the field of household waste management and which have submitted an application and a competitive proposal for participation in the competition in accordance with the established procedure. Requirements for competitive proposals and list of documents submitted by participants in the competition | To participate in the competition, participants submit an application, which must contain the following information: number and name of the competition object; name of the legal entity or surname, first name, patronymic (if any) of the individual entrepreneur; identification code of the legal entity according to the Unified State Register of Taxpayers or the registration number of the taxpayer's registration card for individual entrepreneurs (for individuals who, due to their religious beliefs, refused to accept the registration number of the taxpayer's registration card and notified the relevant regulatory authority about this and have a mark in their passport, the series and number of the passport are indicated); location of the business entity, contact phone number, email address; number of sheets of the tender proposal attached. (In the absence of such a system at the enterprise, provide a certificate of absence); 17) certificate of readiness of the competition participant to brand with logos special clothing of production personnel, special-purpose vehicles, containers that will be used at the competition site; 18) certificate of the authorized body on the presence (absence) of violations of traffic rules for the previous year. The certificate must contain information about all drivers of the enterprise; 19) staffing list of the enterprise and a certificate of the actual presence of employees; 20) a developed schedule for the removal of household waste; 21) a price offer for the tariffs according to which services for the collection and transportation of household waste will be provided, calculated in accordance with the Procedure approved by the Cabinet of Ministers of Ukraine; 22) other documents submitted at the request of the tender participant and containing information on its ability to provide services for the removal of household waste (implementation of separate collection, information on the availability of a dispatch service, etc.) of the appropriate level of quality. Documents that are not provided for by law for participants - individuals, including individual entrepreneurs, are not submitted by them as part of the tender offer and are not required during negotiations with the participant. |

| 9. The possibility for the competition organizer to hold a meeting of its participants in order to provide clarifications on the content of the competition documentation and make changes to it | A participant in the competition has the right, no later than seven calendar days before the deadline for submitting competitive proposals, to apply in writing for clarification of the content of the competitive documentation to the organizer of the competition, who is obliged to send him a written response within three working days. In the event of two or more requests for clarification of the content of the competitive documentation, the organizer of the competition shall hold a meeting of its participants in order to provide relevant clarifications. The organizer of the competition shall notify the participants of the place, time and date of the meeting within three working days. The organizer of the competition shall keep a record of the said meeting, which shall be sent to all participants within three working days. |
| 10. Methods, place and deadline for submitting competitive proposals | The tender proposal is submitted in person or sent by mail to the Tender Commission in a sealed envelope, which must be sealed with the Participant's seal (if any) in the places of gluing, or, if not, with a signature indicating: - the full name and location of the competition organizer; - the name of the competition subject in accordance with the announcement of the competition; - the full name (surname, patronymic) of the competition participant, his location (place of residence), EDRPOU code, or the registration number of the taxpayer's account card for individual entrepreneurs, contact phone numbers. The tender proposal may be submitted in electronic form to the e-mail address of the competition organizer or by other means of information and communication systems. In addition, all copies of documents provided by the participant as part of his offer (with the exception of notarized copies of documents) must additionally contain the marking "According to the original". The tender offer must be signed by an authorized person of the participant, numbered, stitched and sealed with the seal of the enterprise. In the event that the participant is an individual who does not have a seal, the proposal contains only the signatures of the participant. The tender proposal must include a register of all submitted documents. Tender proposals are registered by the competition organizer within one working day from the date of their receipt in the tender proposal register, which is notified to the participants of the competition by email, indicating the date and serial number of registration of their proposals. The total area of the territory on which it is planned to carry out operations for the collection of the relevant type of household waste is 1746 hectares. In the territory of the village of Kluhyno-Bashkyrivka and the city of Chuhuyiv, the total number of multi-storey residential buildings in the city of Chuhuyiv is: 196 (total number of apartments – 9887), in which 19,774 people live. In the city of Chuguiv and the village of Klugyno-Bashkyrivka there are 58 container sites, a total of 296 containers with a volume of 0.75 m3 , municipal property. Removal of household waste from the territory of the village of Vasyliv Khutir is carried out according to a containerless scheme. In total, in the territory of: the city of Chuhuyiv, the villages of Kluhino-Bashkyrivka, Vasyliv Khutir, Kam'yana Yaruga - 382 containers with a volume of 0.75 m3, and 41 containers with a volume of 8 m3 for the collection of large household waste. On the territory of the Chuguyiv urban territorial community there are 157 enterprises, institutions and organizations, including 29 budget ones, individual entrepreneurs - 201. Of them: Industrial - 17, there are 32 containers with a volume of 0.75 m3, 3 containers with a volume of 1m3 ,private ownership. Stations – 2, there are 5 containers with a volume of 0.75 m 3 –private ownership. – Hospitals – 1, there are 8 containers 0.75m3– private ownership. – Primary health care facilities – 13. – Vocational schools – 2. There are 4 containers with a volume of 0.75 m3, belonging to the municipal, 2 containers with a volume of 0.75m3, private ownership. – General secondary education institutions – 12, there are 15 containers with a volume of 0.75 m3– municipal affiliation. – Specialized educational institutions – 1; – Preschool education institutions (nursery – kindergarten) – 8. There are 5 containers with a volume of 0.75 m3 belonging to the municipal, 3 containers with a volume of 0.75 m3– municipal ownership. – Children's health and recreation facilities – 4; – Cultural institutions – 1; There is 1 container with a volume of 0.75 m3 – municipal ownership. – Libraries – 8; – Museums -1; There are 3 containers with a volume of 0.75 m3, – municipal ownership. – Youth leisure facilities – 8; – Commercial facilities (large stores) – 10, there are 20 containers with a volume of 0.75 m3, privately owned. – Markets – 3, there are 4 containers with a volume of 0.75 m3, 4 containers with a volume of 1 m3, privately owned. Canteens, including school ones – 11, there are 12 containers, with a volume of 0.75 m3, private ownership. Other (fast food establishments) – 17. Stadium – 1, there is 1 container with a volume of 0.75 m3, privately owned. Waste collected from the territory of the Chuguiv urban territorial community is transported and disposed of at a landfill located outside the settlement of the village of Kam'yana Yaruga on the communal lands of the Chuguiv City Council. The landfill is located 13 km from the city of Chuguiv, 10 km from the city of Kharkiv and 2.8 km from the village of Kam'yana Yaruga. The total area of the landfill is 14.21 hectares. The volume of annual removal is 10,135.3 m3. Landfill capacity – 2652000 m3. Cadastral number 63254835000:01:000:0185. Passport of the waste disposal site dated 12/30/2021 No. 04-21. The system for providing services for the collection and transportation of household waste from the territory of the Chuguiv urban territorial community is containerized, containerless and at the request of the consumer. |
| 14. Place, date and time of opening of envelopes with competitive offers | Place: 63503, Kharkiv region, Chuguev city, Staronikolska st., building 36, hall. Date: July 10, 2026. Opening time: 10:30 a.m. Envelopes with competitive proposals are opened on the day of the competition during a meeting of the competition commission and are considered in accordance with the competition documentation in the order of their receipt and registration in the accounting journal. The information submitted by the competition participant in the application is checked by the competition organizer within one working day from the date of registration of the competitive proposal in the accounting journal. Extracts from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations are attached by the competition organizer to the competitive proposals of the competition participants in the form of extracts in paper form. If the competition participant indicates inaccurate information in the application, such application and competitive proposals are rejected, of which the competition organizer notifies the competition participant within three working days from the date of the decision to reject the application by e-mail. Re-submission of an application by a competition participant whose application has been rejected is not allowed during the period for submission of competitive proposals. Based on the results of the consideration of the tender proposals, the tender commission rejects the tender proposals for one of the following reasons: the tender proposal was not submitted in full, as provided for in the tender documentation; the tender participant does not meet the qualification requirements provided for in the tender documentation; the tender participant is terminated as a result of liquidation or has been terminated or declared bankrupt in accordance with the established procedure; establishing the fact of submitting inaccurate information that affects the decision-making. The tender organizer shall, within 10 working days from the date of receipt of the tender commission's protocol, make a decision on the results of the tender. The tender organizer shall publish the decision on the results of the tender and the protocol of the tender commission's meeting on its official website within five working days from the date of making such a decision. The decision on determining the winner(s) of the tender shall indicate the period during which the winner(s) shall have the right to carry out operations for the collection and transportation of household waste, which shall be five years from the date of conclusion of the contract for the collection and transportation of household waste. In the event that only one participant took part in the competition and the competition commission made a decision to determine it as the winner of the competition or in the event that the competition commission made a decision to reject the tender proposals of all participants in the competition, except for one, the period for which it is determined as the winner of the competition in a certain territory of the territorial community must be 12 months, after which the competition organizer shall hold a new competition. The competition organizer shall, within 15 working days after the approval of the decision to determine the winner (winners) of the competition, establish the tariffs for the collection and transportation of household waste proposed in his (their) competition proposal and conclude a contract for the performance of operations for the collection and transportation of household waste with the winner of the competition in accordance with the sample contract. |
The competition is held by a competition commission to consider competition proposals and make a decision on determining the winner(s) of the competition for the collection and transportation of the relevant type of household waste from the territory of the Chuguivsk city territorial community formed by order of the head of the Chuguivsk city military administration of the Chuguivsk district of the Kharkiv region dated June 8, 2026 No. 534.
