In accordance with the Law of Ukraine "On Local Self-Government in Ukraine", the village head must report on the work carried out for the past year. Please find attached the report on the work of the village head for the period from January 1, 2025 to December 31, 2025.
The workplace of the headman is a separate administrative building, which is located at the address: Kam'yana Yaruga village, Tsentralna street, 118v. Together with the headman, the following people work in the premises: the head of the sector for the provision of administrative services at remote workplaces of the department for the provision of administrative services of the Chuguiv city council, Kateryna Achkasova, and the military registration inspector of the Chuguiv city council, Viktoria Vorobyova. The premises meet the necessary sanitary and functional standards, there is the necessary furniture and technical equipment for the work of officials. Appropriate conditions for staying in the administrative building have also been created for visitors. The premises are equipped with a video surveillance system.
In accordance with the powers and duties, the village headman of Kam'yana Yaruga received citizens daily, despite the established schedule. During the year, she was concerned with the problems of citizens that arose due to the war. Together with the village activists, the leadership of the city council, and caring citizens, she solved the issues of life support of the Kam'yana Yaruga starostyn district:
- delivery of humanitarian aid to the village,
- providing displaced persons with housing and their registration,
- improvement of the settlement, removal of solid waste, etc.
During the year, she carried out all the instructions and orders of the head of the Chuguiv city military administration regarding the life of the settlement and the work of the village headman as an official.
During the reporting period, no actions or inactions were allowed in the district that could harm the interests of residents. There were no critical situations that could threaten the lives of village residents.
Together with the Children's Service of the Executive Committee, she participated in the inspection of families with difficult life circumstances. During the year, she monitored large families (a total of 12 families) and displaced families with children (a total of 70 families) in order to ensure that they received timely humanitarian assistance.
By verbal agreement with the local tax authority, the tax service issued notices of land tax payment to payers who own land plots in the village.
Within the scope of the powers granted to me, I provided administrative services during the absence of the head of the administrative services sector at remote workplaces of the administrative services department of the Chuguiv City Council. I have access to and work in the Registers: territorial community of the city council, territorial community (all-Ukrainian register), real estate.
One of the indicators of the work of the village head is correspondence with various institutions and leaders to solve the problems of the village. Correspondence in 2025 took place both through Ukrposhta and through the electronic system “Askod”. In the reporting year, I received only 4 letters through Ukrposhta, and about 50 through “Askod”. I sent 19 documents through Ukrposhta branches. Not only did the number of documents decrease during the war, but the content of the correspondence also changed. These were mainly letters to charitable organizations and foundations with a request to provide humanitarian assistance to the villagers, about repairing water pipes and streetlights, etc. But there were also responses to requests from notaries; household characteristics for the villagers; acts of inspection of the living conditions of citizens for their provision to social services, etc. I responded on time to all requests in which the deadlines for the execution of the document were indicated.
During the reporting period, the village headman issued 115 certificates of various contents.
Since 2024, the headman has been performing notarial actions:
- taking measures to protect inherited property;
- certification of wills (except secret ones);
- issuance of duplicates of documents certified by them, as well as duplicates of documents issued by village and settlement councils of the relevant district until their reorganization by joining the Chuguiv City Council;
- certification of the authenticity of copies (photocopies) of documents and extracts from them;
- certification of the authenticity of the signature on documents;
- power of attorney of persons residing in the relevant settlements, except for the right to dispose of real estate, for the management and disposal of corporate rights and powers of attorney for the use and disposal of vehicles.
In 2025, 53 notarial cases were completed. Due to Russian aggression, shelling and bombing of cities and villages of the Kharkiv region, there were not so many displaced persons in the village of Kamyana Yaruga during the year, but they still came and registered their place of registration in the territory of the Starostyn district. The head of the sector for providing administrative services at remote workplaces of the Department for Providing Administrative Services of the Chuguiv City Council, Kateryna Volodymyrivna Achkasova, worked with them. Kateryna Volodymyrivna also provided other administrative and social services.

In the territory of the village of 2025, the following operated: the municipal institution "Kamyanyaruz Lyceum" of the Chuhuiv City Council, a general practice - family medicine outpatient clinic No. 7 - the municipal enterprise "Chuguiv City Center of Primary Medical and Sanitary Care" of the Chuhuiv City Council, 4 private grocery stores, 2 grocery pavilions (Kulinichi and Posad), a household goods store, a branch of "Ukrposhta", LLC "Kharkiv Electrical Engineering and Metal Structures Plant". The branch of "Nova Poshta" worked mobile and provided services daily.
The main activity in the village is the production of agricultural products. Six heads of agricultural enterprises: Vasiliev Oleksandr Mikhailovich, director of LLC AF "Kayary", Goncharenko Mykola Mikhailovich, director of LLC "Try Agro 2007", Linytsky Pavlo Vyacheslavovich, director of LLC "Rodomyr Agro", FOP Gryzlov Igor Nikolaevich, FOP Demkov Denis Volodymyrovych, FOP Emlyaninov Sergey Aleksandrovich, cultivate the lands around the village. All agricultural lands were cultivated and sown in the spring, and the crops were harvested in the fall.
Medical services were provided by family doctor Savchenko Hanna Gennadiyevna, two nurses and a junior nurse. Doctors work in the premises of the starostat. The family doctor also serves residents of the villages of Velyka Babka and Zarozhne. Residents have only positive feedback about the provision of medical services by medical personnel. During the reporting period, residents of the village received free medicines, which were provided to them by a medical center, a pharmacy and charitable organizations.
The management of the KP "Chuguyiv City Center for Primary Medical and Sanitary Assistance" established the operation of two mobile pharmacies: 9-1-1 of Kharkiv and from the Kharkiv Regional Medical Corps, which provided their services to the population three times a month.
The Ukrposhta branch operates stably in the village. All postal services are provided in a timely and high-quality manner.
The educational process at Kamianoyaruz Lyceum takes place in a distance learning format. The Lyceum has 161 students: 55 students in the 1st stage (grades 1-3), 66 students in the 2nd stage (grades 4-10), and 23 students in the 3rd stage (grades 11-12).
There are 6 children with special educational needs, so 6 inclusive classes have been opened.
The preschool unit has 36 students.
Cadre:
24 teaching staff (1 on maternity leave). Of these: 17 teachers, 5 teaching assistants, a practical psychologist, and a teacher-organizer.
Qualitative composition: Teacher of the highest qualification category – 6, first qualification category – 6, second qualification category – 5, specialist – 7. Title: teacher-methodologist – 4, senior teacher – 4.
Thanks to the close cooperation of the leadership of the Chuguiv City Military Administration with various charitable organizations and foundations, vulnerable categories of village residents and internally displaced persons received humanitarian assistance during 2025. Organizational measures for compiling lists of aid recipients, issuing food assistance, and informing the population about food assistance were carried out by the village headman.
With the support of FAO Ukraine, the French government, and the Kharkiv Regional Advisory Center NGO, in January 2025, 188 households in the village of Kam'yana Yaruga that keep livestock received cash assistance in the amount of 6,216 hryvnias for the purchase of animal feed. In February, these same households were able to shop online for 6,225 hryvnias ($150) using an electronic voucher and purchase veterinary drugs for their pets.
Also in January, representatives of the Danish Refugee Council (DRC) came to the village with an interesting project. They invited the villagers to take part in a grant program aimed at financing vocational training. The goal of the program was to provide retraining and advanced training to improve the employment opportunities of people affected by the war. Out of 50 people who submitted applications for participation in the program, 15 residents were selected. They received up to $700, which they spent on training courses and gained additional knowledge in the fields of psychology, accounting, design, cooking, marketing, sewing and hairdressing, etc. All participants received certificates of completion of the training. The total amount of grants for training for Kamianyaruzh residents amounted to 344,110 hryvnias, an additional payment for the purchase of tools and travel was 157,150 hryvnias. The grant program is made possible by the generous support of the American people, provided through the United States Agency for International Development (USAID) Office of Humanitarian Assistance. The program participants are delighted and sincerely grateful.
And a big thank you to the Danish Refugee Council for providing villagers and IDPs with financial assistance to purchase firewood for the winter. 237 households that heat their homes only with fuel wood received 19,400 hryvnias in October-November.
The benefactors did not forget about seriously ill people. In January and July, the charitable organization “New Way” provided 16 families with bedridden and seriously ill family members with humanitarian aid in the form of 3 large boxes of diapers and a box of hygiene products. Also, 120 families with people with disabilities received hygiene products in January. In total, 163 hygiene kits were issued to the residents of the village.
During the year (February, April, December), a mobile fluorography machine and a mobile laboratory visited the village once. 150 villagers were able to undergo fluorography examinations and blood sugar tests, rapid HIV tests, and sputum tests. This was possible thanks to the close cooperation of the management of the Chuguiv City Center for Primary Health Care and the Municipal Non-Profit Enterprise of the Kharkiv Regional Council «Regional Phthisiopulmonological Center.».
Like last year, an interesting and necessary project - mobile dentistry was implemented by the charitable organization "Charity Fund of Yevgeny Pivovarov", the charitable organization "Charity Fund "For a Peaceful Sky" and the American organization Samaritan's Purse. The project used a specially equipped bus that functions as a full-fledged dental office. Over the six days of June, 135 residents of the village received free dental services. And in February, this charitable organization organized the work of two general practitioners who provided medical consultations to 38 residents of Kamianyaruzh and internally displaced persons. Based on the results of the consultations, residents received free medications.
In March, the International Medical Corps provided significant assistance to people with disabilities and large families. 235 families received boxes of hygiene products.
The international humanitarian organization Humanity & Inclusion organized the work of a rehabilitation specialist in the village during July. Rehabilitation specialists conducted individual consultations, performed massages, developed personalized recovery programs, and also provided beneficiaries with assistive devices (crutches, walkers, wheelchairs were provided free of charge). In total, 46 villagers were involved in activities aimed at restoring physical, psycho-emotional, and social functions. All residents were delighted with the services provided.
Also, thanks to the petition of the International Humanitarian Organization Humanity & Inclusion to other charitable organizations, 39 residents received food kits and 15 residents received diapers.
In June, 670 pensioners and families with children received food packages. We thank the Chuguiv City Council for providing humanitarian assistance.
At the initiative of the Kharkiv Regional Military Administration, 22 tons of flour were received and distributed at the end of June. Almost every household was able to receive the necessary product.
In July, we received 147 pairs of rubber boots and several boxes of used clothes and shoes from the charitable foundation "Palonky Miru". These are necessary things for the rural population.
In August, the implementation of an interesting project by the Australian charity organization Minderoo began in partnership with the charity organization BF "Peaceful Sky of Kharkiv". The goal of the project is to support livelihoods; strengthen community resilience; develop agriculture. Charitable assistance was in the form of kits for the production of agricultural products or livestock and amounted to up to 30,000 hryvnias. 338 questionnaires were submitted by village residents to participate in the project, the benefactors selected 40 households, and 37 families were provided with assistance. During October, Kamianyaruzh residents received: 15 families - a greenhouse, a drip irrigation kit, a 500-liter water barrel; 18 families - a walk-behind tractor, a two-wheeled garden wheelbarrow, a hose cart with a hose; 2 families - feed for broiler birds (growth, start, finish); 2 families – feed for pigs (prestart, start, growth, finish). Only words of gratitude were heard from the villagers to the benefactors.
“Find out your blood type for your own safety!” – this is the offer that representatives of the “YASHCHENKO” Charity Foundation came to the village with in November. They offered everyone who wanted to take a free rapid blood type test. This is a great opportunity to learn important information about your health and join the community of donors who save lives at the most crucial moments. The residents took advantage of the opportunity.
Significant assistance for vulnerable categories of the population during the year was provided by the NGO “Network of 100 Percent of Life in Kharkiv” with financial support from the UN World Food Program. By September, more than 800 people received cash assistance of 1,200 hryvnias. In August, representatives of the NGO «Adra Ukraine» verified the recipients and almost the same number of Kamianyaru residents received cash assistance for another three months. Unfortunately, due to lack of funding, assistance has not been provided since December.
At the end of the year, the NGO "Girls" decided to support vulnerable categories of the population. It is planned to provide cash assistance of 10,800 hryvnias for each family member. In December, the benefactors registered the first 54 families, which are home to approximately 180 people. We hope that registration for cash assistance from the NGO "Girls" will continue in 2026.
There are nineteen gardening societies located outside the settlement. At the beginning of the war, the garden houses in these societies became shelters for displaced persons. I constantly maintained contact with the leaders of the gardening societies and their activists, communicating on issues of IDP registration, receiving social assistance, medical care, etc.
In accordance with his duties, the village headman monitored the improvement of the settlement on a daily basis and took measures to maintain it in proper condition.
With the support of the management of the ChMVA, the following village improvement activities were carried out:
- solid waste collection twice a week,
- installation of two shuttles in the village for collecting bulky waste and garbage removal every Friday;
- timely clearing of roads from snow and sprinkling of roads with a sand-salt mixture,
- mowing weeds on playgrounds and roadsides by representatives of the municipal enterprise “Chuguyiv communal complex”,
- bringing sand to the cemetery and cleaning the cemetery,
- constant maintenance of street lights. At the initiative of the village headman, during the reporting period, village improvement measures were also carried out:
- painted elements of the children's playground in the village square,
- the bus stop pavilion in the center of the village has been renovated,
- On Trinity Day, a workshop was organized to repair and improve the village's wells. Elements on 5 wells were painted, fences were made on 2 wells,
- organization of weekly cleaning of the village cemetery and delivery of a sand truck to the cemetery by a village resident,
- improvement of the territories of white playgrounds, mini-football field, monuments.
An active role in the improvement activities was taken by both the worker of the landscaping and improvement section of the Chuguyiv communal complex, as well as the residents of the village, entrepreneurs and farmers. One of the indicators of the proper sanitary condition of a settlement is the provision of quality services for the removal of solid household waste. Since August 2022, the municipal enterprise “Chuguyiv communal complex” has been providing solid waste removal services. Twice a week, a garbage truck comes and removes the garbage. The service provider diligently fulfills its duties. For my part, I tried to influence the timely payment of the garbage fee for the removal of solid waste by the residents of the village. To do this, I conducted a monthly analysis of the residents' debt for the service, communicated with the debtors and explained the need for timely payment.
Water supply services in the village of Kamyana Yaruga are provided by the Donets Water Treatment Complex, a separate division of the Kharkivvodokanal municipal enterprise. Centralized water supply is available in individual houses on Kharkivska, Centralna, Pastukhova, Myra streets and Pershotravnevoi lane, with a total of 120 personal accounts. However, assistance in repairing water mains is provided by the Chuguyivvoda municipal enterprise, for which the village residents are very grateful. During the year, the enterprise eliminated three accidents in the village's water mains.
She worked closely with the management and dispatcher of the Chuhuyiv district of the Kharkiv electric networks JSC "Kharkivoblenergo" on issues of providing the population with high-quality electricity supply, on issues of planned and emergency power outages in the settlement. She brought all the necessary information to the heads of enterprises and organizations of the village personally via telephone messages, and for the residents of the village - via her page on Viber and Telegram.
Due to the ban on mass gatherings, cultural and sports events were almost non-existent. However, several sports events were organized in the village with the assistance of the village headman.
On February 22, a hockey tournament was organized and held in honor of the defender of Ukraine Ruslan Malyavin, who died on December 9, 2022, in the village. Ruslan's father, Mykola Oleksiyovych, initiated the hockey tournament in honor of his son in 2023. Four teams competed for the cup in honor of Ruslan Malyavin. According to the results of the competition, the transitional cup for 1st place went to “Skyfi”. Second place went to “Molodizhka” (K. Yaruga), 3rd place to “Veterans” (s. K. Yaruga), 4th place to “Alliance”.
On May 3, at the initiative of football veterans of the village of Kamyana Yaruga, who almost 50 years later founded a village football team, an annual spring football tournament was launched for the "Cup in Memory of Football Players of the Village of Kamyana Yaruga". Football fans gathered on a wonderful mini-football field with artificial turf, which in 1976 they did not even think about or dream about. to play football, remember the pleasant events of football life, discuss the development of football in the village, and most importantly, to remember those football players of the village, who, unfortunately, are no longer there, but who left behind great memories and a significant legacy, in the form of young talented players and football fans. The owners of the transitional "Cup in Memory of Football Players of the Village of Kamyana Yaruga" in 2025 were "Montanovtsi".
On June 14, 2025, a beach volleyball tournament was held among the youth and active residents of the Chuguiv community. The event brought together energetic participants aged 14 and over, true fans of sports and team play. The tournament was dedicated to the bright memory of the agrarian, philanthropist and resident of our community - Volodymyr Mykolayovych Demkov, with the support of the Chuguiv City Military Administration and the head of the BO "CF "Foundation of Noble Logists" - Denis Demkov.
A very respected person lives in the village, Feodosia Khomivna Zavalyaeva, who turned 104 on May 9. The long-liver from the entire Chuhuiv community was congratulated on her birthday by Deputy Mayor Kashchavtsev Igor Anatolyevich and the village headman.
Also, Igor Kashchavtsev, on behalf of the head of the Chuguiv City Military Administration, presented certificates of gratitude to the village's farmers on the occasion of their professional holiday - the Day of the Agricultural Worker of Ukraine.
The headman participated in congratulating students and educators on the occasion of the new school year and in congratulating farmers on their professional holiday.
On the Day of Remembrance for the victims of the Holodomor, the village headman purchased flowers and placed them near the memorial sign installed in the village cemetery.
Two social workers from the territorial social service center (provision of social services) of the Chuguiv City Council worked and are working in the district. During the reporting period, they provided home care services to 20 residents of the village.
During the reporting period, the headman participated in various webinars, sessions, trainings, and meetings of commissions operating under the Chuhuiv City Council, and organized by public and charitable organizations.
During the year, the residents of Kamianyaruzh and internally displaced persons, having united, helped the Defenders who defend the country from the Russian aggressor. They sent trench candles that they made themselves, sweets, twists, food, warm clothes, blankets, warm socks, 45 kg of honey, 10 kg of oatmeal, 68 kg of walnuts (unpeeled) and 14.5 kg of peeled nuts for energy bars to the soldiers on different fronts. They also donated things necessary for the soldiers. In 2025, the village headman organized 21 collections for the Armed Forces of Ukraine. Village residents and internally displaced persons collected almost 447,060 hryvnias for the needs of the guys. The following were purchased: Starlink and its charger, two automotive electronic warfare systems, a 10-meter mast, 40 blades for DJI Mavic, a Motorola MotoTRBO DP4800 radio and 3 5000 mAh Type-C batteries (battery) for the Motorola radio station, a generator, 15 rolls of fabric for camouflage nets, 2 borescopes for weapons, 1680 batteries for drone resets, 3 tablets, a universal throwing machine “Duck-Hare” for target shooting training and 450 target plates, 10 SICH turnstiles with a pouch (Type-2) and a marker, 108 rolls of tape for attaching the warhead to the UAV, a bulletproof vest, 2 anti-drone nets, a mesh fabric (base for camouflage nets), 12 power banks and funds collected for car repairs.
The villagers will continue to help our Heroes, together bringing Ukraine's Victory over Russia closer.
During 2025, 35 residents of the village of Kamyana Yaruga died, and 10 new citizens of Ukraine were born.
The activities of the village head were open and transparent. Every day, every minute, she was in constant contact with the heads of enterprises located in the village, with fellow villagers and displaced persons. Almost every resident has her phone and, if necessary, every resident can call. During the year, she communicated with residents in the village head's office when they came to receive humanitarian aid. She also maintained contact with them through the social networks Facebook and Telegram. She constantly wrote posts about life in the community, supported and inspired fellow villagers to believe in the Armed Forces of Ukraine. She supplemented her stories with photos.
Finally, I would like to thank everyone who supported my initiatives and participated in solving the issues of life support for the settlement during an extremely difficult period for Ukraine.
I thank the head of the Chuguiv city military administration, Galina MINAYEVI, her deputies for our cooperation, for their assistance in solving the issues of life in our village. I thank the heads of municipal institutions of the Chuguiv city council, employees of the city council, village residents, volunteers, private entrepreneurs, and heads of agricultural enterprises.
I want to assure you that I will continue to take an active part in the public life of our community and will continue to defend the interests of the residents of the Kamianoyaruz district. Despite the war, life goes on, and therefore each of us must work every day, every hour, to help, support, and thereby bring victory closer.
