The government continued and expanded the program "Energy Support for Individual Entrepreneurs"« 

The Cabinet of Ministers of Ukraine has approved a draft resolution that provides for a significant update of the "Energy Support for Individual Entrepreneurs" program, a one-time cash assistance to ensure energy independence for small businesses. These changes are aimed at supporting entrepreneurs who provide the population with basic goods and services in conditions of regular power outages.

As of today, UAH 380 million has already been paid to 38,000 entrepreneurs under the Energy Support for Individual Entrepreneurs program. More information about the program and the terms of participation is available on the official portal. https://energy.kmu.gov.ua/energopidtrymka-fop/.  

Main program updates:

Application Deadline Extension: The application deadline for assistance will be extended by two months to May 31, 2026 (previously, the deadline was March 31, 2026). This will allow the program to attract a wider range of entrepreneurs who need to invest in equipment for autonomous energy supply.

Expansion of the list of KVEDs: New socially and economically significant types of economic activity have been added to the program. Now, entrepreneurs whose main KVED corresponds to the following categories will be able to receive assistance:

  • Food production: milk processing and dairy product production (10.51), cocoa, chocolate and sugar confectionery production (10.82).
  • Water supply: collection, purification and distribution of water (36.00).
  • Specialized retail trade: hardware, building materials and sanitary ware (47.52); sports equipment (47.64); flowers, plants, seeds, fertilizers, pets and pet food (47.76).
  • Education: support activities for education (85.60).

The implementation of these changes will allow small and medium-sized businesses to ensure the continuity of their work, preserve jobs, and reduce financial losses from downtime and product damage. Supporting businesses in the face of energy instability is a guarantee of stable budget revenues and providing the population with critical services.

Financing: The program is implemented within the budget of the Fund for Mandatory State Social Insurance against Unemployment for 2026. The estimated amount of financing for the envisaged new measures is over 1.3 billion hryvnias.

The purpose of the program is to support small businesses that provide the population with critically important goods and services during power outages caused by military operations.
