Obtaining a deferment from military service

Please note! Due to the extension of martial law and general mobilization, the Central Military District (CNM) is receiving many questions regarding the extension of deferments from conscription.

We explain in which cases the deferral is automatically extended, and when it is necessary to personally contact the ASC, what documents to submit, and how the procedure works.

Please carefully read the information below - this will help save you time and avoid unnecessary requests.

Who will have their deferral extended automatically, and who needs to contact the ASC?

Is your deferral valid until the end of martial law? This means that 02.02.2026 is the last day of validity of the previously granted deferral. What's next? Who will have their deferral extended automatically, and who will have to contact the ASC - we explain below.

Continuation of martial law and general mobilization

The Law of Ukraine dated 14.01.2026 No. 4758-IX «On Approval of the Decree of the President of Ukraine “On Extension of the Term of General Mobilization”» has been published. General mobilization has been extended until 04.05.2026, which makes it necessary for certain military conscripts to extend the previously granted deferment.

To find out the end date of the deferral, you need to generate a full statement in the "Reserve+" application. It displays information from the "Oberig" register, including the validity period of the deferral.

When the deferral automatically continues

In accordance with clause 60 of the Procedure for conscription of citizens for military service during mobilization, for a special period, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 560 dated May 16, 2024 (hereinafter referred to as the Procedure No. 560), the deferral granted through the commission at the CCC is automatically extended.

This means that there is no need to personally contact the CCC or submit new applications. The end date of the deferral should be updated in the "Oberig" registry automatically based on:

  • previously submitted documents confirming the right to a deferral;
  • data from other state registers (information about a relative's disability, family composition, etc.).

If the reasons for the postponement have not changed, it is enough to wait for the notification in the "Reserve+" application and update the electronic military registration document.

Please note: automatic renewal may be displayed in the system with a technical delay.

If the system cannot confirm the reason (for example, in the event of a divorce or lack of data in the registers), the deferral will not be automatically extended.

Categories for which the deferral is automatically extended:

  • persons with disabilities;
  • temporarily unfit for duty;
  • parents of a child with a disability under the age of 18;
  • parents of an adult child with a disability of group I or II;
  • persons who have a spouse with a disability of group I or II;
  • persons who have a father or mother with a disability of group I or II;
  • female and male military personnel with a child;
  • parents of three or more children in one marriage;
  • students, postgraduates;
  • employees of higher and vocational education institutions;
  • persons whose close relatives died or went missing during hostilities or during martial law;
  • relatives of Heroes of Ukraine, awarded posthumously for courage during the Revolution of Dignity;
  • persons deprived of their liberty as a result of armed aggression against Ukraine;
  • military personnel released from captivity.

What to do if the deferral is not automatically extended

If your category is not in the list above or the system did not confirm the reason, you must contact the ASC.

You can contact any ASC on the territory of Ukraine, regardless of your place of military registration.

The application should include a full package of documents, as when initially applying for a deferral. It is also recommended to include available confirmation that a deferral has already been granted previously.

How does the deferral process work through the ASC?

STEP 1.

A conscript personally applies to the Central Service Center with documents: passport, RNOKPP and a package of documents in accordance with Appendix 5 of Procedure No. 560. Submission of an application through a representative is not allowed.

STEP 2.

The ASC administrator receives documents, forms a description of the incoming package, scans and transfers them to the appropriate CCC.

The ASC does not check the content of the documents and does not make a decision on granting a deferral.

STEP 3.

Waiting for the CCC decision:

in case of a positive decision, information about the postponement is displayed in "Reserve+", the ASC prints an updated document and notifies the applicant;

In case of refusal, the applicant receives a notification with the reason for the refusal, signed by the CEC of the CCC. If necessary, the decision can be appealed in court.

Why it is not always possible to apply for a deferment online

The most common reason is errors or missing data in state registers (Pension Fund, DRACS, etc.). In this case, it is necessary to contact the relevant authority to enter or clarify the information.

What deferrals can be issued online in "Reserve+"«

There are currently 11 types of online deferrals available for:

  • persons with disabilities;
  • temporarily unfit for service;
  • parents of a child with a disability under the age of 18;
  • parents of an adult child with a disability of group I or II;
  • persons who have a spouse with a disability of group I or II;
  • persons who have a father or mother with a disability of group I or II;
  • female and male military personnel with a child;
  • parents of three or more children in one marriage;
  • parents who are raising a child under the age of 18 on their own;
  • students, postgraduates;
  • employees of higher and vocational education institutions.

All other types of deferrals are processed through the ASC.
