
Internally displaced persons who are participants in hostilities or persons with disabilities as a result of the war can receive a housing voucher worth 2 million hryvnias. What are the conditions, restrictions, and what can be spent on — explain the lawyers of the free legal aid system.
What is the amount and what can you spend it on?
Assistance is provided once to one recipient in the amount of 2 million hryvnias in the form of a housing voucher.
The voucher can be used:
- for buying a new home
- as a down payment on a mortgage
- to repay an existing mortgage, etc.
Who can get help?
Internally displaced persons who have moved from temporarily occupied territories and belong to one of the following categories:
- combatants
- persons with disabilities as a result of war.
Conditions:
- lack of housing in the territory controlled by Ukraine
- Transfer to the state the right to claim compensation from the Russian Federation
- A housing voucher can only be used by its owner.
- Housing cannot be purchased from close relatives (parents, husband or wife, children, siblings, grandparents, etc.)
- Purchased housing cannot be sold or given away for 5 years, etc.

Who cannot get help?
Man:
- against which special economic and other restrictive measures have been applied
- who has a criminal record for criminal offenses against the foundations of Ukraine's national security, peace, human security, and international law and order.
If the person and family members:
- own residential real estate (except for housing purchased on a mortgage, the loans for which have not yet been repaid)
- received monetary compensation for the housing they were entitled to receive
- provided by the state with housing for permanent residence during the period of registration as an IDP
- submitted an application or by which a decision was approved to provide compensation for the destroyed real estate object.

How to get help
You can apply in person via:
- mobile application or portal Action (if technically possible)
- ASC or notary.
If the application is submitted by a representative, it must be submitted exclusively through the ASC or a notary.
Who makes the decision?
Commissions under local authorities:
- village, town, city councils
- district councils in cities
- military administrations.
The deadline for considering the application is 30 calendar days from the date of its submission.
Important details
The validity period of the housing voucher is 5 years from the date of formation of the Register of Damaged and Destroyed Property.
If the voucher is not enough, the recipient makes the additional payment.
If the funds were used for purposes other than those intended, they will have to be returned.

Some categories of people are also entitled to free legal aid when applying to court. These are IDPs, war veterans, family members of deceased defenders, people with low incomes (able-bodied people – with an income of up to 6,656 UAH/month; unable to work (pensioners by age, length of service, etc.) – 5,190 UAH/month; disabled people – if the pension or benefit awarded instead of a pension is less than 6,656 UAH), and other categories listed in Article 14 of the Law of Ukraine «On Free Legal Aid». Lawyers will study your circumstances in detail, if necessary, prepare and submit an application to the court, and represent your interests in court.
