
On January 1, 2026, Ukraine began implementing a pilot project that allows veterans with disabilities as a result of war to receive monetary compensation for re-equipping their car for their own needs. Lawyers from the free legal aid system explain the conditions, amount, and procedure for awarding compensation.
Who can receive compensation?
People with disabilities as a result of war who:
- successfully completed training and retraining of drivers as persons with disabilities
- received a national driver's license
- own a passenger car and have converted it
- registered the converted car no earlier than January 1, 2026
- have not previously received similar compensation (in particular, under Resolution No. 893 of the Cabinet of Ministers of Ukraine).
Amount of compensation
Within the limits of actual expenses, which are confirmed by documents. The maximum amount is up to 70,000 hryvnias.
Compensation is awarded once during the term of the pilot project.
Where to contact
To the structural unit for veteran policy:
- district or district in Kyiv state administration (military administration)
- executive body of the city, district council in the city.
Application can be submitted:
- in paper form - in person or by mail
- in electronic form - to the email address (scanned copy).
What documents to attach to the application
Certified copies in accordance with the established procedure:
- passport of a citizen of Ukraine or other document that certifies the identity and confirms the citizenship of Ukraine
- taxpayer cards
- veteran's certificate (if issued) or electronic certificate, or extract from the Unified State Register of War Veterans
- driver's license
- registration certificate of a converted vehicle
- documents confirming the costs of converting the vehicle (certificates of work performed, payment documents, certificates of conformity, photo confirmation).
Consideration and payment of compensation
Documents are reviewed within 3 business days.
If the documents are not submitted in full or in violation of the requirements, you will be informed in writing about the refusal to accept, indicating the reasons. After eliminating the shortcomings, the person has the right to apply again.
Compensation is assigned in order of priority, according to the date of submission of the complete package of documents.
Payment is made to the applicant's bank account within 5 business days from the date the funds are received by the local authority.

Some categories of people are also entitled to free legal aid when applying to court. These are IDPs, war veterans, family members of deceased defenders, people with low incomes (able-bodied people – with an income of up to 6,656 UAH/month; unable to work (pensioners by age, length of service, etc.) – 5,190 UAH/month; disabled people – if the pension or benefit awarded instead of a pension is less than 6,656 UAH), and other categories listed in Article 14 of the Law of Ukraine «On Free Legal Aid». Lawyers will study your circumstances in detail, if necessary, prepare and submit an application to the court, and represent your interests in court.
