
Starting November 1, the CCC and the Joint Service will not accept documents for a deferral from mobilization. Where to apply for it and who will receive an automatic extension of the deferral — explain the lawyers of the free legal aid system.
This is provided By Resolution of the Cabinet of Ministers of Ukraine dated October 24, 2025 No. 1364, which amends the resolution "On Approval of the Procedure for Conscription of Citizens for Military Service During Mobilization, for a Special Period." It enters into force on the date of its publication and applies from November 1, 2025.
How to apply for a deferment
There are two ways to submit documents:
- via Reserve+
- or personally through the ASC.
The ASC does not makes a decision about the postponement - he only transfers documents to the CCC and SP. They must review them and issue a paper version of the document within 15 days. The service is free of charge.
Who will receive an automatic extension of the deferral?
Some categories of citizens will receive an automatic extension of the deferral. They do not need to submit applications or reapply.
These categories, if they have Reserve+, should receive a notification by November 5 that their deferral has been automatically extended. Wait for the notification and update the document in the application.
The following will receive an automatic extension of the deferral, in particular:
- People with disabilities
- Temporarily unfit for military service
- Parents of 3 or more children under the age of 18 (provided that the three children were born in a valid marriage)
- Parents of a child with a disability under the age of 18
- Parents of an adult child who is a person with a disability of group I or II
- Those who have a wife (husband) with a disability of group I or II
- Those who care for a parent with a disability (their own or their spouse's)
- Women and men raising a child under the age of 18 if their husband or wife is serving in the military
- Full-time or dual-study students pursuing higher education, as well as doctoral students and interns
- Scientific, scientific-pedagogical and pedagogical workers who teach and work at their main place of work for at least 0.75 of the rate
- People whose close relatives died or went missing during hostilities or during martial law
- Relatives of Heroes of Ukraine, awarded posthumously for courage during the Revolution of Dignity
- Persons illegally deprived of their liberty due to Russian aggression
- Military personnel released from captivity and others.
If automatic renewal did not occur
If the system cannot confirm the reason (for example, due to divorce from a person with a disability), the extension will not occur. If you still have reasons for a postponement, try to update the information in the registers.
If this fails, contact the ASC with the necessary documents.
What to do if they require a paper certificate of deferment with a wet seal
This information is more not issued. You can confirm the deferral using Reserve+ or a paper copy of your military registration document.

Where to get free legal support
Everyone can get free legal advice from the free legal aid system. Lawyers will tell you how to apply for a deferral and how to appeal a refusal.
Some categories of people are also entitled to free legal aid when applying to court. These are family members of deceased defenders, people with low incomes (able-bodied people – with an income of up to 6,056 UAH/month; pensioners (by age, years of service) – 4,722 UAH/month; disabled people – if their pension or social assistance is up to 6,056 UAH), and other categories listed in Article 14 of the Law of Ukraine «On Free Legal Aid». Lawyers will study your circumstances in detail, if necessary, prepare and submit a statement to the court, and represent your interests in court.
