The state institution of higher education "University of Educational Management" invites military personnel and veterans to study at the university, under special admission conditions, to obtain bachelor's and master's degrees in 2025 in educational and professional programs relevant to their further professional career:
1. Educational and professional bachelor's and master's programs "Project Management" in the specialty D3 "Management".
These programs are designed to train qualified specialists capable of effectively developing and managing projects of various scales and complexity in the public, private, and community sectors.
In today's conditions of resource shortage and post-war reconstruction of the state, regions, communities, the presence of project management specialists is of particular importance. Programs are also often chosen by those who are oriented to professionally and effectively implement project activities within the framework of grant programs, which are becoming more and more numerous in Ukraine. At the same time, the focus on project competencies allows veterans to become more competitive in the labor market.
Duration of study: Bachelor's program - 4 years, Master's program - 1 year 6 months.
In addition, in accordance with clause 3 of Article 30 of the Law of Ukraine «On Employment of the Population», the Resolution of the Cabinet of Ministers of Ukraine «On Approval of the Procedure for Issuing Vouchers to Maintain the Competitiveness of Certain Categories of Citizens in the Labor Market» dated March 20, 2013 No. 207, the Order of the Ministry of Economy of Ukraine «On Approval of the List of Professions and Specialties for Training in Which a Voucher May Be Issued» dated April 11, 2023 No. 2040 (as amended on July 10, 2025), the following may receive a state voucher for training to obtain a master's degree in the specialty D3 «Management»: «persons discharged from military service after participating in the conduct of an anti-terrorist operation, the implementation of measures to ensure national security and defense, the repulsion and deterrence of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, in measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with
military aggression of the Russian Federation against Ukraine, until they reach the retirement age established by Article 26 of the Law of Ukraine "On Compulsory State Pension Insurance" and provided that they apply within three years from the date of release.".
2. Educational and professional master's program "Public Management and Administration" in the specialty D4 "Public Management and Administration".
This educational program trains highly qualified specialists who are able to professionally form and organize the implementation of public policy, carry out management
activities at various levels of public administration and management in accordance with the principles of good governance and sustainable development.
This program is chosen by those who aspire to pursue a professional career in the public administration system, to properly carry out political and public activities. The program is also in demand among individuals who aspire to occupy managerial positions in state and municipal institutions, healthcare institutions, etc.
Duration of study – 1 year 4 months.
Also, in accordance with clause 3 of Article 30 of the Law of Ukraine «On Employment of the Population», the resolution of the Cabinet of Ministers of Ukraine «On Approval of the Procedure for Issuing Vouchers to Maintain the Competitiveness of Certain Categories of Citizens in the Labor Market» dated March 20, 2013 No. 207, the order of the Ministry of Economy
of Ukraine "On Approval of the List of Professions and Specialties for Studying in Which a Voucher May Be Issued" 11.04.2023 No. 2040 (as amended on 10.07.2025), you can obtain a state voucher for studying for a master's degree in specialty D4 "Public Management and Administration".
The University offers voucher training to acquire a new profession or obtain the next level of education in the current specialty, which can be obtained by: people over 45 years of age who have at least 15 years of insurance experience; internally displaced persons (IDPs) who have not been able to find a job that suits them; people with disabilities; combatants (UBD); military personnel discharged from service, veterans (within three years from the date of discharge); people who were injured, contused, maimed or ill due to the war with Russia; people released from Russian captivity or those who were held in captivity,
imprisoned by the Russians.
Specific categories of persons who are entitled to receive a voucher for education are defined in clause 1 of the Procedure for Issuing Vouchers to Maintain the Competitiveness of Certain Categories of Citizens in the Labor Market (Resolution of the Cabinet of Ministers of Ukraine «On Approval of the Procedure for Issuing Vouchers for
maintaining the competitiveness of certain categories of citizens in the market
Labor Law" dated March 20, 2013, No. 207).
The cost of the voucher is 30,280 UAH – ten subsistence minimums. Thus, the state compensates for most of the total cost of education.
General information about admission:
– Admission to the bachelor's degree program "Project Management": registration of applications for participation in the competitive selection for the part-time form will be carried out in the period from September 02 to September 19 (additional session);
Enrollment of applicants – no later than October 4;
The start of studies is from November 1.
Enrollment is based on the results of the NMT, and for combatants - based on the results of interviews at the university (special admission conditions).-
Admission to the master's degree program in "Project Management" and "Public Management and Administration": registration of applications for participation in the competitive selection - from September 2 to October 2 (additional session); enrollment of applicants - no later than October 16; start of studies - from November 1.
For those who enter on the basis of a bachelor's degree, enrollment is based on the results of the Unified Entrance Exam (UE) and the Unified Professional Entrance Test (EFVV).
For combatants, admission is provided based on the results of interviews at the university.
For persons entering on the basis of a specialist or master's degree, enrollment takes place
based on the results of exams held at the university (professional exam and foreign language exam).

participants in hostilities; children of persons who have the status of missing persons under special circumstances; children of persons in respect of whom it has been established that they were deprived of their personal freedom as a result of armed aggression against Ukraine; children of persons recognized as victims of the Revolution of Dignity in accordance with the Law of Ukraine
