Dear community, dear fellow countrymen!
I present to your attention a report on my work in the performance of the powers of the mayor in the 1st half of 2025 in accordance with the requirements of Article 42 of the Law of Ukraine "On Local Self-Government in Ukraine".
The first half of 2025 was a period of serious challenges. The Chuguiv community suffered heavy losses, the most expensive of which were the lives of residents, the lives of our Defenders. Over these six months, we have experienced numerous enemy attacks, destruction and significant damage to industrial facilities, critical infrastructure, household buildings, etc.
However, it is in these difficult times that the Chuhuiv community once again demonstrates its unity, resilience, and ability not only to endure, but also to look to the future, plan for development, and support those who need the most attention. Doctors treat the wounded, rescuers put out fires, utility workers restore infrastructure, and community residents support each other. When there is a need to quickly eliminate the consequences of shelling, all services work as one mechanism.
But despite all the difficulties of martial law, the community is not just holding on - it is working for the future, forming a clear vision of its development.
In conditions of constant threat and limited resources, the city authorities have focused their efforts on key priorities: maintaining stability, creating a safe living environment, supporting the military, veterans, families of fallen Heroes, and all those in need of special protection. Every payment, every initiative, every event is a real contribution to preserving human dignity and social balance in the community. We are in constant contact with our military, assisting units of the Armed Forces of Ukraine and other law enforcement agencies.
All our decisions are not only a response to the challenges of the present, but also the basis for the sustainable recovery of the community after victory. We do not stop building the future!
To ensure the functioning and life of the community, the implementation of priority areas, I, as the head of the Chuguiv City Military Administration, within the limits of my powers, have issued 153 order and 628 orders.
BUDGETARY AND FINANCIAL AREA
The budget of the Chuguiv urban territorial community in 2025 continues to be implemented under martial law and increased danger. Business entities operate in an unstable economic situation.
During the reporting period, UAH 388.5 million was credited to the budget of the Chuguiv urban territorial community from all sources, including UAH 208.9 million in interbudgetary transfers. The planned budget revenue indicators were met by 99.91%3T.
Compared to the corresponding period of 2024, revenues increased by UAH 58.4 million, including UAH 26.4 million from intergovernmental transfers.
The volume of general fund revenues was provided by tax revenues: personal income tax 51%, single tax 22%, excise taxes 15%, land fee 7%.
Compared to the corresponding period of 2024, revenues from the main sources of formation of the community budget financial resource increased, including: personal income tax by UAH 5.7 million, single tax by UAH 1.4 million, excise taxes by UAH 6.5 million, and land payment by UAH 2.4 million.
Budgetary institutions received UAH 49.7 million in their own revenues, mostly in the form of charitable assistance.
The volume of transfers from the state and local budgets to the community budget is - 208.9 million UAH, which is 54% in the structure of revenues of the total budget revenues. In the current budget year, we continue to receive a transfer from the state budget - a basic subsidy in the amount of 30.7 million UAH, which indicates a decrease in the budget's tax capacity.
An additional subsidy was also received for the exercise of the powers of local governments in deoccupied, temporarily occupied and other territories of Ukraine that were negatively affected by full-scale armed aggression in the amount of UAH 62.9 million, an educational subvention in the amount of UAH 43.7 million, a subvention from the state budget to local budgets for the implementation of a public investment project for the arrangement of safe conditions in institutions providing general secondary education (arrangement of shelters) in the amount of UAH 51.8 million, a subvention for the implementation of an investment project for the payment of monetary compensation for residential premises to persons who defended the Motherland in the amount of UAH 9.7 million, and other transfers.
This situation indicates a widening gap in the financial stability of the community and its increased dependence on the State Budget in the face of a full-scale invasion.
The revenues received by the community budget are directed to the functioning of budget institutions (education, social protection, healthcare, culture and sports institutions), financing budget programs and other priority areas of use of funds, given the wartime conditions.
Expenditures for January-June of this year increased by UAH 144.8 million compared to the corresponding period of 2024 as a result of an increase in the volume of intergovernmental transfers, receipts of charitable assistance, the volume of repair work, construction and reconstruction of housing and communal services facilities, and support for security and defense forces.
ECONOMIC DEVELOPMENT AREA
The local economy is every enterprise, farm, service station, pharmacy, shop or cafe, service sector. It is taxes to the budget, jobs, trade and production, it is consumption and investments. The economy of a community is its life energy. Therefore, creating conditions for the restoration and stabilization of the economy and stimulating the labor market is one of the priority tasks of the socio-economic development of the community.
We have completed the creation of a holistic system of strategic planning for community economic development:
The Development Strategy of the Chuguiv Urban Territorial Community until 2027 and its Implementation Plan are the main guidelines for making management decisions in the war and post-war period (approval - May 2025); The document is the result of joint work of local governments, military administration, the public, entrepreneurs and international experts. It clearly defines our priorities - infrastructure restoration, economic development, improving the quality of education and medicine, digitalization of services, social integration, security and protection.
The Local Economic Development Program for 2025–2027, adopted in June 2025, was developed in close cooperation with business, the public, and experts;
An action plan for the program, which includes support for small and medium-sized businesses, development of infrastructure, agro-processing, industrial sites, and spatial planning;
The program for the comprehensive restoration of the territories of the Chuguiv community, which is aimed at overcoming the consequences of full-scale Russian armed aggression against Ukraine and is the basis for reconstruction, attracting international aid funds, and improving the investment climate.
Program for the socio-economic development of the Chuguiv urban territorial community for 2025 and 23 targeted sectoral programs.
These documents are not just about the future - they are tools for action today.
At the stage of coordination and approval, the Comprehensive Plan for Spatial Development of the Chuguiv Urban Territorial Community and the Program for Promoting the Development of Entrepreneurship in the Chuguiv Urban Territorial Community are being drafted, which includes regulatory, socio-economic, innovation, investment, resource and information conditions for the restoration and development of small and medium-sized businesses, increasing the competitiveness of Chuguiv commodity producers, and developing a modern business support infrastructure.
There are 2,807 registered business entities in the territorial community, an increase of 63 entities since the beginning of the year, but a reduction of 340 entities compared to the pre-war figure, which is about 131 TP3T. Tracking their economic activity indicates a significantly lower actual figure of actively operating business entities in the community, which generally has a negative impact on the economic situation of the community, in particular due to a reduction in revenues to the local budget.
Of all registered 919 legal entities (a decrease of 168 since the beginning of the war), 1,888 are individual entrepreneurs (a decrease of 123).
Compared to the beginning of the war, the reduction in registered legal entities was 173, and individual entrepreneurs - 153. The largest number of individual entrepreneurs was registered from May to September 2023, the largest reduction in their number from the beginning of the war to April 2023 and from September 2024 to the present time.
In the 1st quarter, 140 individual entrepreneurs and 1 legal entity ceased their activities, and 54 individual entrepreneurs and 5 legal entities were registered.
The data presented indicate a complex but controlled dynamic. Business activity in the community is maintained - even despite threats, competition, tax burden, rising tariffs for energy resources, fuel, etc. These factors increase the instability of business operations, namely, a significant number of newly opened facilities cease operations after 1-2 months of operation.
The consequences of the Russian invasion have significantly affected the structure of the labor market in the community. Due to the difficult situation that has developed in the employment sector and the significant outflow of the working-age population from the labor market, in particular, to the ranks of the Armed Forces of Ukraine, the Territorial Defense Forces, as well as as a result of evacuation to other localities and abroad, there is a growing need for the most rational use of labor and ensuring a favorable level of adaptability of the working-age population to changes in the labor market. In solving this problem, coordinated actions of the city authorities, the Employment Service, and employers are of particular importance.
As of July 1, 2025, there are 159 officially registered unemployed residents of the Chuhuyiv urban territorial community registered with the Chuhuyiv branch of the Kharkiv Regional Employment Center.
The estimated unemployment rate in the community, taking into account the economically active population, is approximately 20%. There are an average of 5 applicants per advertised vacancy. However, given the significant number of internally displaced persons and active migration processes, the real unemployment rate is significantly higher.
Functioning of the industry
The challenges that faced the industrial enterprises of the community due to the war in the country remain relevant at this time. The main deterrent factor remains the security situation. Since the beginning of the full-scale invasion of the Russian Federation, almost all industry in the community has experienced a critical drop in production volumes. Due to the security situation (constant shelling by the occupiers of civilian and industrial infrastructure), difficulties with logistics and lack of working capital, in the first months of the war, more than 80% enterprises were forced to suspend production, thousands of people lost their jobs. In 2025, the situation regarding the restoration and stabilization of the work of industrial enterprises has practically not changed and even worsened.
In the structure of industrial production of the community, the largest share is made up of processing industry enterprises: LLC “Agrosynergia”, LLC “Karat”, LLC “Strilets”, this year the Chuguyiv Mineral Water Plant was re-registered in the community. One of the significant enterprises for the community, LLC “Agrosynergia”, has suspended production activities due to the high cost of raw materials and lack of personnel. The activities of the enterprise are currently not profitable, but under favorable conditions, the restoration of the enterprise is planned.
At this time, most enterprises in the machine-building industry have changed the profile of their production activities, including one of the most important for the community until 2022, the CHARZ State Enterprise, which suffered significant damage. Some enterprises in the processing industry have not resumed work due to damage and destruction (Chuguyiv Dairy Plant LLC, Chuguyiv Meat Plant LLC). In addition, due to shelling in 2025, 4 enterprises suffered significant damage that makes production activities impossible.
Communication with business leaders identified a number of acute problems in doing business in our territory, namely:
Lack of state and regional orders for the production of certain types of goods and equipment by community business entities that would guarantee the resumption of production activities of enterprises;
Shortage of qualified personnel, especially in male professions;
Tax burden on business structures that carry out activities or have suspended them for certain reasons and are located in the territory of a community classified as a territory of possible hostilities. Accruals of all types of taxes are being made, debts for their payment to the local budget (real estate taxes, land taxes and land rent) are increasing due to the difficulties of businesses in repaying them.
These issues were brought to the attention of the Kharkiv Regional Military Administration for response and proposals.
Entrepreneurship development
In 2025, the business activity of small and medium-sized businesses gradually increases.
New retail and restaurant businesses, service stations, hair salons, etc. are opening in the community.
The current specialization of the community's entrepreneurship is wholesale and retail trade, restaurant business, trade in vehicles, car repair services, household appliances, information and telecommunications, woodworking, etc.
Retail: the retail network of the Chuguiv community has 246 retail facilities, including: grocery stores - 23, non-food stores - 120, 51 stores with a mixed assortment, retail pavilions - 57, kiosks - 8, supermarkets - 10, pharmacies - 22, gas stations - 3, retail areas (markets) - 3 (1 - market, 2 - retail areas).
Household and other services are provided by: 77 facilities: beauty salons, hairdressing salons, workshops for repairing complex household appliances, TV-audio-video equipment, ateliers and workshops for individual tailoring of garments, facilities for providing photography services, shoe repair workshops, etc.
Despite significant losses due to the war — including damage to over 60 business facilities due to shelling — entrepreneurs continue to rebuild and develop their businesses.
Currently, the city authorities are actively looking for possible tools to support and develop entrepreneurship in the community. There is a Working Group on Support and Promotion of Entrepreneurship Development in the Chuguiv Territorial Community during Martial Law, which this year made decisions on 12 issues related to business support and development.
Thanks to effective communication between local authorities and grantors (meetings, training, webinars), entrepreneurs are actively involved in grant initiatives:
"Peaceful Sky of Kharkiv" NGO: program covering the costs of salaries of employees. 5 applications submitted, expected attraction – 600 thousand UAH.
People in Need (project "RENOVATION"): support of up to $4000 per business for entrepreneurs employing people from vulnerable categories. 10 applications submitted.
ERP3 (West Ukraine Digital / Mercy Corps / Diia.Business): support up to $20,000 for business recovery. 3 applications submitted, the amount of expected support is UAH 2.6 million.
All relevant information about support opportunities is systematically published on the community's online channels. This allows entrepreneurs to respond quickly, prepare applications, and receive consultations.
The state is constantly implementing effective business support programs aimed primarily at overcoming the consequences of a full-scale war, stimulating business participation in the reconstruction and development of the economy. Within the framework of the government project "eWork": "Own Business" and "Grant for Veterans and Their Spouses", positive decisions were made to provide microgrants for starting or developing businesses to 7 individual entrepreneurs from the community. Their business plans provide for the creation of 13 new jobs, and the total amount of funding amounted to UAH 3.5 million.
A separate area of work is support for veterans and their families. To return war veterans to peaceful life, who need to find application for themselves, their acquired military experience and at the same time meet the conditions and requirements of the modern labor market, the Employment Service offers the widest range of professional adaptation services, provides support and practical and methodological assistance to participants in hostilities.
In 2025, 10 veterans and their family members benefited from such consultations and support in document preparation, development and refinement of business plans.
Important support for business entities and individuals planning to develop their business is the activity based on the Employment Center of the regional office “Made in Ukraine”, where business representatives will be able to receive the necessary consultations and information on the possibilities of supporting small businesses from the state. The office provides practical assistance in writing business plans, preparing documents for participation in grant programs of the government project “eWork”.
I believe that this is an extremely necessary and timely step to support local businesses, which in difficult times of war are actually the foundation of our community's economy.
Development of the agro-industrial complex
The agricultural sector of the community has experienced serious difficulties due to the full-scale Russian invasion of Ukraine. Today, agribusiness operates in extremely difficult conditions and demonstrates flexibility and efficiency. In extremely difficult economic conditions, sometimes literally risking their lives due to the contamination of fields with explosives, farmers maintain a vital food front. Even after everything they have experienced, despite hostile shelling and adverse weather conditions, farmers of the community continue to work on their native land.
There are 43 registered agricultural formations in the community, of which 24 actually operate on community lands, namely 4 agricultural firms, 2 limited liability companies, 10 farms, 3 private enterprises, and 5 sole proprietorships. Among the registered ones: 7 farmers operate outside the community, 6 have temporarily ceased operations under martial law, and 6 are registered with the State Agricultural Inspectorate as inactive. All operating enterprises specialize in the production of grain and industrial crops and oilseeds.
This year, frosts in May, the significant cost of resources for activities, the shortage of qualified personnel due to the mobilization of workers, and the inability to book workers in the small farms and sole proprietors sector affected the progress of spring field work.
Farmers sowed the following crops for the 2025 harvest: wheat, barley, peas, corn, sunflower, soybeans, rapeseed, using 8 thousand hectares of arable land. Compared to last year, the increase in winter wheat sowing was 34%, or 3242 hectares. All crops were fertilized and treated for pests.
This year, under my chairmanship, an expanded meeting with agricultural producers was held, where a number of important issues for the development of the agricultural sector were considered. Together with the farmers, we discussed the issues of taxation of agricultural enterprises, state support and grant programs for the agricultural sector of the economy, bank lending under martial law, and analyzed the main problems and barriers to access to agribusiness lending in front-line territories. The farmers' attention was also drawn to the strict observance of fire safety rules during spring field work.
I am confident that attracting credit and grant funds to the agrarian complex of the community in the future will contribute to increasing the production of agricultural products, which will affect the food security of the region. To this end, agricultural producers are involved in holding various seminars, presentations, webinars, etc. Programs and grant opportunities for business support are systematically monitored and published on the website of the Chuhuiv City Council and on social networks (groups "Agrarians of the community" and "Entrepreneurs of the Chuhuiv community").
Already in 2025, three agricultural producers received assistance through DAR in the form of seeds for field work.
From the Food and Agriculture Organization of the United Nations (FAO), the USAID Agricultural and Rural Development Program (AGRO), 3 farmers received humanitarian corn and sunflower seeds, fertilizers for spring and winter crops, and 2 agricultural producers received non-refundable charitable assistance - sleeves for grain storage.
Under the program of budget subsidies per 1 hectare for farmers cultivating up to 120 hectares of agricultural land (4 thousand UAH per 1 hectare) and for farmers from deoccupied territories and those territories where hostilities have ended (the amount of support is 8 thousand UAH per 1 hectare), 10 agricultural producers submitted applications. But not all of them received compensation, and its amount was 1 thousand per hectare.
I thank our farmers for their love of the land, selfless work, support of the Armed Forces of Ukraine, and I hope for further partnership for the development of our community!
INTERNATIONAL COOPERATION
The first six months of 2025 became a period of active strengthening of international and intermunicipal ties for the Chuguiv community.
In May, the community entered into twinning relations with the municipality of Danderyd (Sweden), and in June – with the German city of Nordhorn and the Dutch city of Coowarden. Cooperation with the latter two cities began back in 2024, and during this time it has already brought tangible results: in the summer of 2024, 20 children from the Chuguiv community were able to relax in Germany - far from air traffic worries. The next trip is planned for the end of July this year.
Help from Germany also came in material form: Nordhorn donated two cars and modern equipment for the emergency repair team to our community. Thanks to these resources, the stable operation of the infrastructure is ensured every day and the consequences of shelling are eliminated.
No less important is cooperation with communities in other regions of Ukraine. Since December 2024, the Chuhuiv community has been participating in the national project "Side by Side: United Communities", which unites communities from rear and front-line regions. The results speak for themselves: the Illinets community (Vinnytsia region) provided a subvention of UAH 500,000 for the renovation of 2 wards of the surgical multidisciplinary department of the Chuhuiv hospital; the Fastiv community of the Kyiv community has already hosted our children twice, where interesting meetings, new impressions, and a cultural program awaited them. Recently, cooperation has begun with the Zvyahel community of the Zhytomyr region.
During the first half of 2025, the Chuhuiv community received significant support from a number of leading international partners, which allowed not only to strengthen the material base, but also to increase the level of security and efficiency in responding to challenges.
The USAID Energy Security Project provided the Chuguyivteplo Commune with a 16-ton mobile crane worth over UAH 5 million. This equipment has become an important resource for the enterprise, helping to carry out complex repair work necessary to restore the infrastructure.
As part of the USAID project "Strengthening Public Trust" (UCBI-IV), the Chuguiv City Council received 16 portable charging stations, which were distributed among the structural units of the council, as well as enterprises, institutions and establishments founded by the city council. The total cost of this equipment was 483.8 thousand hryvnias. Its receipt strengthened the ability to provide services to the population even during power outages.
The USAID "HOVERLA" program, aimed at improving the efficiency of local government, has transferred 6 powerful generators that enhance the energy sustainability of the community. Three of them are installed at the facilities of the Chuguyivvoda municipal enterprise, ensuring uninterrupted water supply, and three more are placed in civil defense shelters for the safety of residents during emergencies. The total cost of this equipment is over 2.5 million hryvnias.
It is worth noting that in early 2025, some USAID programs in Ukraine ceased their activities, which meant the loss of funding for five international technical assistance projects in which our community participated. However, where one door closes, another opens. The community quickly reoriented and deepened cooperation with another key international partner - the German Society for International Cooperation (GIZ).
As part of the GIZ project "Promoting Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine", two sets of network pumps with modern electric motors and frequency converters were purchased for almost 1.8 million hryvnias using grant funds received in 2024.
In addition, as part of the GIZ project "Strengthening the Resilience of Cities in the Sphere of Life Support of Urban Territorial Communities in Ukraine", the community received mobile hybrid units and two cogeneration units worth a total of over 26 million hryvnias as humanitarian aid. This equipment will significantly increase the energy sustainability and autonomy of the community, especially in difficult wartime conditions.
The community continues to cooperate with its reliable partner, the Partnership for a Strong Ukraine Foundation, now in Phase II. Thanks to the cooperation, assistance was received in the form of equipment, tools, and materials (generators, OSB boards, saws, hammers, etc.) in the amount of UAH 1,082.5 thousand, which, again, will increase the community's ability to respond to security challenges and more effectively eliminate the consequences of shelling by the Russian Federation.
The International Committee of the Red Cross continues to provide important support to the Chuguiv community, providing the community with necessary equipment for municipal enterprises, as well as medical supplies and medicines for the Chuguiv Central Hospital. Among the partners who regularly help the community is the United Nations Children's Fund (UNICEF) - thanks to their support, the community received modern equipment for social institutions and housing and communal services enterprises.
Work continues on the restoration of the Chuguyiv Central Hospital named after M.I. Kononenko. UAH 16.8 million was collected on the UNITED24 platform, thanks to which work has begun on the renovation of part of the premises of the main medical building. Negotiations with international partners are ongoing on the modernization of the hospital's rehabilitation department.
The Chuhuyiv community is also strengthening ties with the civil sector. One of the bright examples is cooperation with the New Way Foundation: the laboratory of the Chuhuyivvoda Community Center received new equipment, furniture, and a water purification system worth a total of UAH 2 million. Among others who joined the assistance are the Free and Caring Foundation, the Educational and Rehabilitation Center DZHERELO, the charitable organization Yellow-Blue Wings Charitable Foundation, and many other organizations.
CHUGUIV COMMUNITY FOR THE AFU
Supporting our defenders remains an absolute priority for our community. The first half of 2025 demonstrated the maximum mobilization of community resources to assist the Armed Forces of Ukraine.
The territorial community has approved and is implementing measures from a number of targeted programs to support and strengthen the material and technical base of military units of the Armed Forces of Ukraine, replenish the material reserve and ensure their further needs to protect the integrity of Ukraine from the aggressor. The Chuhuiv community allocated 39.8 million hryvnias to support the Armed Forces of Ukraine. At the expense of the city budget, military units and other law enforcement agencies were purchased vehicles, spare parts, drones, electronic computing equipment, generators, means of communication, radio-electronic warfare, etc.
There are not enough words to express our gratitude for the most valuable thing – the opportunity to live and work on this land, in this best place in the world. The only thing we can really thank our heroes for now is effective help. And I am proud that the Chuguiv community, its wonderful people do not stay aside and help the front in every way. On several occasions, together with my colleagues, we visited our defenders, who in extremely difficult conditions are defending their native land from the Russian invaders. Each time, we give them important things on the battlefield and the most necessary things for their daily lives, including trench candles, camouflage nets, amulets that we make together, food, sweets, warm clothes, children's greeting cards, crafts, etc.
On behalf of our entire community, I would like to express our Heroes' words of support and gratitude for their courage and sacrifice for the sake of Ukraine, Victory, and our future peaceful life. I wish them a speedy return to their families, where they are expected and loved.
SUPPORT FOR VETERANS AND FAMILIES OF HEROES
Every meeting I have with the families of our fallen Heroes is a meeting with a story of boundless love for Ukraine, an example of the greatness of the spirit, strength, sacrifice and indomitability. In every word is the unbearable pain of loss. I bow my head before the mothers, widows, children who lost their sons, husbands, fathers, relatives.
Our sacred duty is to be by these families' side, to provide support, care, and the warmth of human solidarity.
In the first half of 2025, the Chuhuiv community significantly strengthened the system of support for the families of the fallen Defenders of Ukraine. A comprehensive approach to their social support and honoring the memory of our Heroes was formed.
This year:
20 people, 6 of them minor children, received the status of "Family member of a deceased Defender of Ukraine".
The status of "Person with a disability as a result of war" was established for 9 people, including 1 child who was injured as a result of the impact of mines and explosives.
Financial assistance provided:
UAH 750,000 — one-time targeted assistance to 15 community residents who signed a contract for military service.
UAH 120,000 — assistance to 12 Defenders of Ukraine for treatment after injuries.
UAH 51,000 — assistance to 9 combatants for the treatment of serious illnesses.
UAH 12,000 — assistance to 2 family members of the deceased Defenders for the treatment of serious illnesses.
UAH 20,000 — assistance to one household of the Defender's family to provide them with solid fuel.
UAH 190,000 — financial assistance for Children's Day to 19 children of deceased Defenders living in the community.
UAH 58,469 thousand — monthly compensation for car fuel costs for 4 Heroes of Ukraine who live in the community.
24 children of the deceased Defenders of Ukraine receive monthly cash assistance from the regional budget in the amount of 8,000 UAH each.
45 families benefit from monthly compensation for housing and communal services in the amount of 50% of their cost.
The procedure for transferring monetary compensation funds to special accounts of veterans for the subsequent purchase of housing for 3 people with disabilities as a result of the war of the 2nd group, who defended the independence, sovereignty and territorial integrity of Ukraine, is ongoing.
The Chuhuyiv community will never forget its sons who gave their lives for Ukraine. We continue to implement memorial projects with deep respect:
The construction of the Alley of Remembrance in the city center is underway. The names of the fallen Heroes - residents of our community - are already immortalized here.
It is planned to complete the arrangement of the third row of the Memorial Walk of Fame at the city cemetery.
The search for all fallen Defenders of the Chuhuiv community continues.
43 more names have been added to the electronic Book of Remembrance, as of June 23, 2025, it has 127 Heroes.
This work is not just about memory, it's about gratitude, about the dignity of every story that we cherish in the heart of the community.
SECURITY AND CIVIL DEFENSE
The safety of our residents today, when our defenders are defending Ukraine on the front lines, takes on special importance - it is the foundation on which the peaceful life of the community is built. Our defenders must be sure that their families are safe.
Therefore, the community actively took measures to prevent the emergence of military emergencies, preserve the life and health of the population, and ensure the safety of community infrastructure facilities.
Work continued on the arrangement of the simplest and most radiation-resistant shelters, namely:
The repair of the shelter at the address: 33 Kharkivska Street has been completed;
Construction of two new shelters has begun on the territory of educational institutions: Lyceum No. 8 (18 Chervomonazhnaya St.).
A special thank you to our firefighters, who, risking their own lives, tirelessly stand guard over the safety of our citizens, protecting them from the devastating consequences of fires and emergencies that, unfortunately, have become part of our reality. Sincere gratitude to you from the community for your courage, dedication, and daily work for the salvation and safety of people.
A subvention of UAH 600,000 was provided from the local budget to increase preparedness for responding to emergencies to the Chuhuiv District Department of the State Emergency Service of Ukraine in Kharkiv Oblast and the 10th State Fire and Rescue Unit. The funds are intended for the purchase of fuel and lubricants (including firewood), uniforms, and spare parts for fire and rescue equipment.
Also, for remote settlements, a voluntary fire brigade was formed on the basis of the agricultural company "ZORYA" LLC, which will allow for a prompt response to fires before the arrival of a capable unit of the State Emergency Service.
To ensure the livelihood of the population in cases of prolonged power outages, staying in "Points of Invincibility" or heating points, as well as in the event of emergency situations, a review and update of the local material reserve was carried out. The purchase of basic supplies was ensured: food (tea, cookies), water, and essential items to support life in critical conditions.
In the first half of this year, in order to increase the capacity of the community in war conditions, a memorandum of cooperation was concluded with the international non-governmental organization "Center for the Protection of Civilians in Conflict CIVIS".
The development of design and estimate documentation for the construction of a modern automated centralized notification system has begun. The project involves the modernization of the "street radio" system, 100% coverage of the population, including people with hearing impairments.
Purposeful activities in the field of civil protection and interaction with state and international structures allowed the community not only to maintain stability in critical conditions, but also to strengthen protective mechanisms at the level of facilities, settlements, and community infrastructure.
Support for victims of enemy attacks has become an important component of the security system. It is very important for people to restore the destruction and damage to their homes. We are actively working on these issues, because "eReconstruction" is one of the most important state programs, the implementation of which at the community level is ensured by the city commission for considering issues of providing compensation for damaged real estate objects as a result of hostilities.
During the work of the commissions, 1988 applications from citizens for compensation for damaged real estate were considered and 1702 positive decisions were made. Some applicants were refused because their cases did not fall under the requirements of the legislation regulating the procedure for providing compensation, and more than 140 applications were suspended for consideration until the full amount of documents and information was received (the owners were absent and there was no access to the housing to draw up an inspection report, documents were missing, etc.). Many households were surveyed by government and non-governmental charitable and public organizations to provide further charitable assistance for the restoration of damaged housing.
But the main result of the commission's work is that the owners of 1,702 damaged residential properties were awarded compensation for the restoration of private residential buildings, apartments, and living quarters for a total amount of UAH 155.2 million.
Similarly, work is underway to process compensation for destroyed housing for community residents. The relevant commission received 131 applications from community residents, 56 of which were forwarded to the commission for consideration of issues regarding compensation for damaged housing, 2 decisions were made to provide compensation for housing reconstruction. Compensation for destroyed residential real estate objects for a total amount of UAH 75.4 million was awarded for 66 applications.
I am personally monitoring the work in this direction. It is important that no resident of the Chuhuiv community is left without compensation from the state, this is our priority.
PROVISION OF HOUSING AND COMMUNAL SERVICES
During the first half of 2025, the housing and communal enterprises of the Chuhuivsk urban territorial community worked in an enhanced mode, ensuring the uninterrupted provision of basic services to the population. Despite the difficult conditions of wartime, all key areas - heat supply, water supply, landscaping, household waste removal, and housing stock maintenance - were implemented at the proper level.
First of all, in the conditions of war, constant shelling and blackouts, we managed to successfully conduct the heating season. We were provided with heat even during the shelling.
Despite the difficult conditions of martial law, we have maintained the stable operation of all utility services in the community.
The communal enterprise "Chuguyiv Communal Complex" makes daily efforts to maintain cleanliness, order, and a neat appearance of the entire community. In the first half of 2025, 20 million hryvnias were allocated from the community budget for improvement measures.
Special attention was paid to the modernization of the street lighting network. As part of the implementation of energy efficiency measures, 235 energy-intensive lamps were replaced with modern LED ones: 199 in the city of Chuhuiv, 20 in the village of Kochetok, and 16 in the village of Kam'yana Yaruga. In addition, a major overhaul of the lighting section in the Aviator microdistrict was carried out, and it is planned to install video surveillance cameras at the exit from the city, along the M-03 national highway "Kyiv - Kharkiv - Dovzhansky".
In the field of road infrastructure maintenance, routine road repairs were carried out.
A clean environment begins with a conscious attitude towards waste and becomes the norm of daily community life. Despite the weather conditions this spring, landscaping activities were carried out on time and successfully to tidy up the community territory after the effects of winter.
At the same time, the process of obtaining permits (OVD) for the construction of a waste processing plant or sorting line on the territory of the existing landfill is ongoing - this is an important step towards environmental protection and recycling of household waste. 8 shuttles have also been purchased for the removal of large-sized waste and scales for weighing MSW, which are installed at the landfill.
The municipal enterprise "Chuguyivvoda" has completed the implementation of the water supply network reconstruction project along Kharkivska Street: 750 meters of new polyethylene pipe with a diameter of 450 mm were laid. During the work, a technical need arose to continue the reconstruction along Staronikolska Street - from the intersection with Kharkivska to Chervomanezhna. 1 million hryvnias were allocated from the city budget for these works.
To support the company's activities and stimulate personnel, 500 thousand hryvnias were allocated from the budget for material incentives for employees.
An equally important role is played by the Municipal Enterprise "Chuguyivteplo", which is currently preparing heat supply facilities for the 2025–2026 heating season. Currently, a package of documents is being prepared to connect two more cogeneration units provided by GIZ to the six already existing ones transferred by the Czech Republic. Such units will ensure the operation of boiler houses even during long power outages.
A major overhaul of the electrical panel at boiler house No. 6 was carried out. 5 million hryvnias were allocated from the local budget to support the enterprise.
In the housing sector, repair work was carried out for a total amount of over 11 million hryvnias during the six months. Current repairs were carried out on basements used as the simplest shelters on Kharkivska Street, 33 and Staronikolska Street, 28. Design and estimate documentation was also developed for the major repair of house No. 140 on Horishnogo Street and premises for IDPs in house No. 132B on Kharkivska Street. The enterprise also received support from the local budget of 1 million hryvnias.
In parallel, the implementation of the state program "Renovate the Home" in cooperation with the condominium association continues in the community: three contracting organizations are already carrying out roof repairs, window replacements, and installation of entrance doors in the entrances.
The Kochetok municipal water supply and sewage production enterprise received funding from the budget for the repair of heating networks. In partnership with GIZ and the International Organization for Migration, the enterprise received a block-modular boiler house and two cogeneration units, which will soon be installed at the boiler houses in the village of Kochetok. The preparation of the relevant permitting documentation is underway.
ARCHITECTURE AND URBAN PLANNING
The community continues to work on implementing functions in the field of urban planning and architecture. First of all, we are working on providing the community's settlements with urban planning documentation for the period 2024–2026. We continue to develop the Comprehensive Spatial Development Plan for the Chuguiv Urban Territorial Community (CPD), which covers issues of the planning structure, the level of master plans, environmental impact assessment, and are preparing for public discussion. The main completion of the CPD is planned by the end of 2025.
The approval of the General Plan and detailed plan of the territory within the boundaries of Muzeyna and Fortechny Uzviz streets and Gvardiyska and Staronikolska streets (center of Chuguev city); detailed plans of the territories in the villages of Kamyana Yaruga, Zarozhne, Velyka Babka, Tetleha, Vasyliv Khutir are being finalized.
We continue to fill the Unified Address Register of Community Settlements within the framework of the national project of the Ministry of Community Development. The address fund of rural settlements has been systematized, work is underway to form address plans, administrative services are provided for assigning addresses to construction and real estate objects, and data on object registration is being organized.
Our Heroes from the front are returning to the community, many of them with injuries. Our duty is to create such conditions so that every Defender, every person with a disability can feel comfortable in our settlements. That is why in 2025, as part of the nationwide project of barrier-free access in the community, the Barrier-Free Council was created and began to operate, which coordinates the implementation of accessibility principles in all areas of community life: economic, social, digital, educational, cultural, transport, etc.
Creating a barrier-free environment is our investment in a dignified future for all who need special attention, especially for our soldiers who return home and have the right to a comfortable life in their home community.
PROVISION OF ADMINISTRATIVE SERVICES
The Administrative Services Center in the first half of 2025 promptly responded to the needs of the population and introduced new services. Currently, we have a stable system for providing administrative services in the territory of the Chuguiv urban territorial community. A prompt response of personnel to the challenges of war that people face, in particular those related to damage and destruction of property, increasing the professional competencies of personnel, providing a set of services related to the registration of state aid "eReconstruction": practical assistance in registering property rights through the "Diya" portal, creating an electronic digital signature, submitting an information message and an application for reimbursement of expenses related to the restoration of housing, as well as the introduction of new types of services, including veteran services.
Today, 375 services are provided through the ASC in Chuguiv, 172 in the starostats. Information cards of services and registers have been updated. New services have been introduced on the "Diya" portal, in particular, new types of services have appeared in the personal account of the ASC administrator on the portal: providing information from the Unified State Register of War Veterans, obtaining the status of a person with a disability as a result of the war, obtaining the status of the family of a deceased (deceased) Defender.
The most popular services are: issuing a certificate of registered persons - 1,529 services; passport services - 926 services; providing assistance to IDPs - 695 services). In the reporting period, 5 applications were registered for a comprehensive service for parents of newborns "eMalyatko" through the "Diya" portal.
For the convenience of visitors, a POS terminal has been installed in the premises of the ASC, using which you can pay the administrative fee for the provision of services, as well as an organized client workplace, where a person can independently receive a number of services through electronic state services with the methodical support of the administrator. Together with the company "Portmone", the possibility of creating a payment gateway on the city council website (administrative services, utilities) has been worked out. An appropriate technical solution has been created, which is posted on the city council website. An alternative power source has been installed for uninterrupted operation during outages.
We are preparing to provide new services for birth, marriage, and death registration: certificate forms have been received, and the purchase of furniture for the ceremonial hall has begun. Preparations are also underway to provide vehicle registration services.
The ASC actively informed citizens about its work in various areas through videos, printing and consultations. Cooperation with international and charitable organizations, namely the International Rescue Committee, the Right to Protection Charity, and the East-SOS Charity Fund, allowed ensuring access to legal aid, including in the village councils.

SOCIAL SUPPORT OF THE POPULATION
In this difficult wartime, our socially vulnerable residents - people with disabilities, single elderly people, large families, families who find themselves in difficult life circumstances - need special support and care. That is why the social protection system of the Chuhuiv community has continued to work, responding to the challenges that the most vulnerable categories of the population cannot cope with on their own and is aimed at ensuring basic social rights, assistance to IDPs, military personnel, children, people with disabilities, veterans and other categories.
In the first half of the year, all state and local social programs were fully funded.
Special attention is paid to supporting internally displaced persons. According to the Unified Information Database on Internally Displaced Persons, 11,655 thousand such persons are registered in our community. There is a Council on Internally Displaced Persons, the main tasks of which are to promote the provision and protection of the rights and interests of internally displaced persons in matters of social protection, housing and employment, psychosocial, medical and legal assistance.
The community operates compact accommodation facilities, in particular in student dormitories, where proper conditions have been created — from room renovation to providing household appliances and comfort elements. In the dormitory of the Chuhuyevo-Babchansky Vocational Forestry College, in close cooperation with benefactors, proper living conditions have been created for 60 people — the heating system in the living rooms has been replaced, plastic windows, new wardrobes and fans have been installed; sleeping places have been equipped with orthopedic beds and bedding sets, places for cooking and eating have been equipped with air conditioners, shower rooms, bathrooms (including those for people with disabilities) have been renovated, and a recreation room and gym have been equipped. This year, the Angels of Salvation Foundation provided the dormitory with an uninterruptible power supply station, and a major overhaul of the kitchens is planned by the Right to Protection Foundation. Currently, 58 people live in the MCP.
Also, a place of compact accommodation for IDPs is the dormitory of the Chuguiv Vocational Lyceum, which provided temporary housing to 25 forcibly displaced persons from the Kupyansky district. 1,447 IDPs found temporary housing in our community through the state program "Shelter".
Some people have been given shelter in a new small apartment building. For the rest, a state temporary housing program is in place.
Today, social services in our community are provided by two institutions - the Territorial Center for Social Services (provision of social services) and the Center for Social Services of the Chuguiv City Council.
Community services systematically provide assistance to military families, people with disabilities, veterans, caregivers, Chernobyl survivors, and single pensioners. During the reporting year, 1,848 people received social services in the Territorial Center branches, who were provided with 34,300 social services, including 189 internally displaced persons, who were provided with 2,036 services.
Social workers work in all settlements of the community so that no one is left alone with their troubles. Home care services are available, support in crisis situations is provided, hot lunches are delivered, and technical rehabilitation equipment is rented.
Social adaptation and social rehabilitation services provided by the Territorial Center consist of activities to organize leisure, sports and recreation, technical and artistic activities. The social service of social adaptation is provided in the community free of charge.
The territorial center, as a humanitarian hub, has been providing humanitarian assistance to vulnerable categories of the population of our community and internally displaced persons since the beginning of the year. In 2025:
– 935 food kits were distributed in cooperation with the Italian Agency for Development Cooperation;
– 10 rollators were received from the charitable organization “Charity Foundation “Kharkiv with You”;
– the public organization «Workshop of Good Deeds» provided used canes, roller skates, and walkers;
We thank our benefactors for their significant assistance to community residents.
The Center for Social Services of the Chuguiv City Council ensured the timely identification of families in difficult life circumstances, their registration, social services and social support. As of 01.06.2025, 135 families were registered, in which 209 children were raised, 642 services were provided, due to the low level of educational potential of parents, disability of one of the family members, problems of domestic violence, addictions, unemployment, the presence of housing and household problems, etc.
The community is actively implementing progressive approaches to social work with families in need of support. A special role in this process is played by the «Center for Resilience» - a specialized unit operating within the Center for Social Services - a space for psychological recovery, art therapy, work with veterans, children, parents and volunteers. There are also mobile teams that travel to remote villages every week, conduct anti-stress classes and support people in the most vulnerable states. In the first half of 2025, 2,761 services were provided here, 312 group events for children and adults were held: psychological relief, art therapy, creative workshops, trainings on psychosocial support.
The Center employs:

School of Guardian and Foster Families;
Club of socio-psychological and legal support;
Volunteer Center;
Mutual support group for veterans and their family members.
A number of charitable and public organizations have been involved in the implementation of the programs, including: NGO «Peaceful Sky of Kharkiv», CF «Volunteers: Adults for Children», NGO «Kharkiv Human Rights Group», «Voices of Children», «Right to Protection», Danish Refugee Council, NGO «Another Woman» and others. Joint efforts have created a powerful platform for interaction and support for families experiencing crisis periods.
Special attention was paid to the work of the Mobile Team for Psychosocial Support. In the first half of the year, it provided 447 services to residents of remote settlements. Weekly trips were held with trainings on anti-stress relaxation, self-help in crisis situations, and restoration of the psycho-emotional state. Creative activities for children are especially popular, which help overcome the effects of stress and restore a sense of security.
The coordinated work of the Center for Social Services, the "Center for Resilience" and the mobile team for psychosocial support became an important factor in stabilizing the social environment in the community. In the conditions of martial law, these services became a point of support for many families in crisis, helping to restore vitality, strengthen internal resources and preserve dignity.
We will continue to implement modern approaches to social work, strengthen cooperation with charitable and public organizations, and expand the range of services so that every community resident who needs help is heard, supported, and not left alone with their difficulties.
In the field of child protection, work is carried out systematically. Children who have been left without parental care have adoptive families or live in family-type orphanages. Active preventive work is being carried out with families who have found themselves in difficult life circumstances. Visits, raids, consultations are being conducted. Children from these families are involved in activities, receive attention, support and assistance.
There are 444 children registered with the Children's Service, including 77 orphans, 10 children deprived of parental care, 333 children who have the status of victims of military conflicts, and 29 adopted children.
There are 10 foster families and 2 family-type orphanages operating in the community, in which 17 children are raised, 42 foster families, in which 56 orphans and children deprived of parental care are raised. All orphans and children deprived of parental care receive state social assistance in a timely manner and in full; for the provision of social services in a family-type orphanage and foster families, foster parents and foster parents receive monetary state remuneration, and they are also systematically provided with humanitarian assistance in the form of food kits, children's clothing, and personal hygiene products.
Children from these families were involved in all children's activities held in the community and were sent for health improvement.
Special attention is paid to children with disabilities. At the «SHANS» Center, they undergo rehabilitation, develop, and learn to live fully. In the reporting period, 65 children received comprehensive rehabilitation services (psychological and pedagogical diagnostics, correction of speech and behavioral disorders, sensory integration, teaching basic social skills, therapeutic physical education, and massage).
The center operates not only in the office, but also in the format of home visits. New modern approaches have also been introduced in the community: early intervention service, day care, individual assistance to children and parents.
Thanks to cooperation with charitable and public organizations, including the Dzherelo Foundation, Caritas Kharkiv Foundation, the Good Deeds Workshop 2023 NGO, and the Red Cross, the Center's material and technical base was replenished and expanded, and children of the relevant categories and their families received humanitarian aid in the form of hygiene kits, household items, materials for child development, and more.
In cooperation with the NGO "Community Development Office", the "Kusanone" project of the Embassy of the Government of Japan was organized, as a result of which the Center received a specialized vehicle for transporting children with disabilities.
The Center for Social and Psychological Rehabilitation of Children operates as a safe space for those who have experienced loss, displacement, and trauma. Here, as part of cooperation with UNICEF, namely in the implementation of the project «Minimum Package of Integrated Social Services for Families with Children,” there are clubs, classes in art therapy, dance, and fine arts, and a day care center for children from families in crisis.
Social workers are constantly improving their skills, implementing new services, and working closely with international charitable organizations that provide assistance in the form of equipment, clothing, hygiene kits, and other necessary items.
We will continue to implement modern approaches to social work, strengthen cooperation with charitable and public organizations, and expand the range of services so that every community resident who needs help is heard, supported, and not left alone with their difficulties. Despite the war, cold, fatigue, and anxiety, the community's social system has survived — and continues to support those who are having the hardest time. It's about caring. About people. About humanity in action.
PROVISION OF MEDICAL SERVICES
When you see how our doctors bring seriously wounded soldiers back to life, how they bring smiles back to children, you understand that you are dealing with people of special professional skill and humanity. They do not expect gratitude or recognition - they simply do their important work every day. And our task is to provide them with the necessary conditions for this difficult, but such important work.
Doctors of the Chuguiv Central Hospital named after M.I. Kononenko and the Chuguiv City Center for Primary Medical and Sanitary Assistance never stopped providing qualified medical assistance to everyone who needed it, including military personnel.
In the Chuhuiv community, all necessary measures are being taken to provide medical facilities with everything necessary for their work and to improve the level of medical services.
KNP "Chuguyiv Central Hospital named after M.I. Kononenko" has signed contracts with the National Health Service of Ukraine for medical services under 23 packages of inpatient and outpatient medical services, provides medical assistance to residents of the Chuguyiv community, as well as residents of Chuguyiv, Kupyansky, Izyumsky districts and various regions of Ukraine.
Since 2024, due to military operations in the city of Vovchansk, the Vovchansk Central District Hospital of the Vovchansk City Council has been operating in the premises of the Chuguiv Central Hospital named after M.I. Kononenko.
We are taking measures to restore damaged hospital buildings and strengthen its material and technical base. On the online platform United24, with the support of the Ministry of Health of Ukraine, UAH 16.8 million was collected for the current repair of the Chuhuiv Central Hospital named after M.I. Kononenko, however, this amount allowed us to complete the repair of the fourth floor and partially repair the second floor of the main medical building of the hospital. An additional UAH 3.6 million was collected, namely UAH 1.8 million from the budget of the Chuhuiv community, UAH 0.3 million each from the budgets of the Malinivska and Chkalovsk communities, UAH 0.7 million from the Novopokrovska community, and UAH 0.5 million was provided by the Illinetsk city territorial community of Vinnytsia region within the framework of the implementation of the National Project "Side by Side: United Communities". This allowed us to complete the repair of the second floor and repair toilets in the main medical building.
In order to find potential donors who would help in the restoration of the hospital, the community budget financed the development of design and estimate documentation for the overhaul of the third floor, basement, staircases and landings, central entrance, spare entrance of the main medical building of the hospital; overhaul of the second floor of the medical building (rehabilitation department); overhaul of the first floor of the medical and diagnostic department No. 1 (Mental Health Center) for a total amount of UAH 0.6 million.
To complete the renovation of the main medical building of the Chuguiv Central Hospital, it is necessary to repair the third floor, the cost of the repair according to the PKD is 30.2 million UAH. Part of the funds in the amount of 14.64 million UAH has already been allocated from the state budget. Currently, work is underway with the Kharkiv Regional Military Administration to allocate funds for the full implementation of the project.
Living under constant stress caused by the uncertainty of the war has taken a toll on many Ukrainians. The need for mental health services has increased dramatically.
Since January 1, 2025, the Mental Health Center has been operating at the Chuguiv Central Hospital. To create conditions for its full and high-quality work, repairs are being carried out on the first floor of the medical and diagnostic department No. 1 (polyclinic). UAH 10,268.976 thousand has been allocated from the community budget for major repairs.
We are also creating a system to support rehabilitation services for both war-related and non-war-related needs. Since January, an inpatient rehabilitation department has been operating at Chuguiv Central Hospital. The premises on the second floor of the medical building in which it is located also require major repairs. UAH 18,420.419 thousand has been allocated from the community budget for major repairs. The repairs are planned to be completed this year.
For a speedy recovery, patients need good nutrition. Our hospital is assisted in this by the charitable organization "Charity Fund "TO UKRAINE WITH LOVE", with financial support from residents of the United States. In the first half of the year, 26,263 free meals were received from this organization for a total amount of 1.2 million UAH.
Primary medical care for community residents is provided by the Chuguiv City Center for Primary Medical and Sanitary Care.
This year, the technical condition of the FAP building in the village of Zarozhne has significantly deteriorated and poses a threat to safe operation. UAH 90,000 has been allocated from the community budget to conduct an inspection of its technical condition. After receiving the conclusions, it will be clear whether it is possible to repair the FAP.
With the funds of the community budget (270.0 thousand UAH), the current repair of the family medicine outpatient clinic No. 7, located in the city of Chuhuiv at 4A Leonova Street, was carried out.
UAH 0.56 million was allocated from the community budget to provide medicines and special nutrition to patients suffering from rare (orphan) diseases, patients from privileged categories, and cancer patients in need of palliative care.
Medical workers in healthcare institutions engage in continuous professional development, mastering modern treatment methods by taking courses, online training, etc.
Pharmacies in the city of Chuguiev and Kochetotsky starostyn district are operating stably, we are looking for partners for Druzhba. A mobile pharmacy comes to the villages of the community - Velika Babka, Zarozhne and Kamyana Yaruga 1-2 times a month, where residents can purchase medicines, including prescriptions from a doctor under the government program "Affordable Medicines".
Medical services to community residents are also provided by charitable organizations. For example, doctors from the International Humanitarian Organization INTERSOS and the Charitable Organization “CHARITY FOUNDATION “SAMARITENS PEARL UKRAINE” (Samaritan’s Purse) regularly visit the villages of Velika Babka and Zarozhne, who also provide patients with free medicines and hygiene products.
It should be noted that the active cooperation of medical institutions with international partners, Ukrainian public organizations and volunteers allowed to attract humanitarian aid to provide better and more qualified medical care (tank trailer for transporting diesel fuel, water treatment system, specialized trailer-van, medical equipment, furniture, medicines and medical supplies, etc.). The total amount of humanitarian aid in monetary equivalent for Chuguiv Central Hospital is 13.3 million UAH, for Chuguiv Primary Health Care Center - 2.5 million UAH. Humanitarian aid has been taken into account, it is used for its intended purpose.
PROVISION OF EDUCATIONAL SERVICES
This year has become another period of education for our children during times of anxiety, shelling, during times of painful and tragic losses. When I talk to our children, I see their bright eyes and sincere smiles, and I understand that they amaze with their strength of spirit and love for Ukraine. This is a generation of invincibles who will create a new, strong Ukraine. And our duty is to protect their right to a happy future, to give them the best education and opportunities for development.
Special attention was paid to the safety of children during the educational process, which has been carried out remotely for the third year. In particular, in preschool education institutions, preparation for school was carried out in 8 kindergartens (13 groups), covering 295 (32%) children out of 935 enrolled in kindergartens. 3,199 students received general secondary education in 12 general secondary education institutions. 1,429 children from the community were involved in extracurricular education in 3 institutions (DYUSSH, BDYUT, CTK).
The community is making targeted preparations for the resumption of in-person learning.
As part of the state policy "Offline School", the construction of two protective shelters has begun in lyceums No. 5 and No. 8, which will provide 760 safe places for studying in conditions of increased threat by the end of the year. The total cost of the project is over UAH 184 million in state subvention and almost UAH 10 million in co-financing from the local budget.
Another step towards returning children to classrooms was the opening of a learning space at Lyceum No. 2, where a radiation shelter for 200 people is already operating.
The community cares not only about safe conditions, but also about access to quality education for all. Two new school buses have been purchased, equipped for transporting children with disabilities. Thanks to this, children from the most remote neighborhoods and villages will have the opportunity to study in person.
To prevent interruptions in the educational process during power outages, the community provided 6 educational institutions with generators with a capacity of 50-60 kW.
And for temporary examination centers (lyceums No. 1 and No. 6), 2 Tesla energy storage systems were obtained, which guarantees uninterrupted operation even during a blackout.
The facade of the junior high school building of Chuhuiv Lyceum No. 2 was renovated with funds from the community budget (199.7 thousand UAH), the ventilation of the shelter and the emergency exit in ZDO No. 3 were updated (over 288 thousand UAH in total), and two more simple shelters were equipped for the needs of teachers and children.
In April, 2 more simple shelters were equipped for the needs of educators, and another location for preschoolers appeared, which will make it possible to expand the network of extracurricular face-to-face classes with children.
During the summer holidays, active work is being carried out to overcome the educational losses of students of educational institutions. At 6 educational locations, teachers conducted classes in basic school subjects, covering 326 students. Additionally, 5 groups of preschoolers worked - 165 children. These initiatives were made possible thanks to the support of the NGO "SpivDiya" (UNICEF) and "Osvichena Initiativ".
Over 100-150 children visit the safe spaces "TOGETHER", "Meaningfully" and Children's Point every week, where they have access to psychological support, play activities and adult care.
Despite all the difficulties, students from the Chuhuyiv community continue to achieve victories at the district, regional, all-Ukrainian, and international levels:
11 students are winners of the II stage of the All-Ukrainian Olympiads, 4 – of the III stage;
4 students are winners of the regional stage of the MAN, 1 is a finalist at the national level;
Yakov Ostryanin's Hive – the winner of the regional stage «Sokil» («Jura»);
victories in the International Competitions named after T. Shevchenko, P. Yatsyk, and student creativity competitions;
197 BDYUT students — GRAND PRIX, first, second, and third places in over 70 art competitions;
75 students of the Central Technical College are winners of events, conferences, expeditions, and competitions, including 1 international one.
By decision of the expert committee, 10 students were awarded prizes from the city council, which the students will receive during the next academic year.
5 teachers were certified - 4 primary school teachers and 1 history teacher. Educational supervision was introduced, within the framework of which 3 supervisors were trained and 6 supervisions were conducted for teachers who needed professional support.
The Festival of "good practices" of educators of the Kharkiv region "Masters of pedagogical work present" presented the works of 16 teachers, in particular, 6 works were awarded with diplomas of the 1st degree, 7 of the 2nd degree, and 3 of the 3rd degree.
Educational institutions have begun connecting to the State Educational Ecosystem "Mriya", 75 % teachers have undergone relevant training and received certificates.
In May-June of this year, 2 temporary examination points of the national multi-subject test were organized, and for the first time in the community, the Unified Entrance Exam (UEA) was organized, which was due to the increase in the number of applicants to the master's degree.
The community also took care of the children's recovery and rehabilitation, providing them with unforgettable experiences:
114 children went to Yaremche, Kamianets-Podilskyi, Fastiv, Truskavets, Warsaw, Gniezno, Konin.
They participated in festivals, school leagues, competitions, rested, and had the opportunity to see the world beyond the war.
Most importantly, even in the most difficult times, we remain true to our children. Our community is a place where education is never interrupted, where knowledge becomes armor, and care becomes a shield.
CULTURAL SPACE OF THE COMMUNITY
In wartime, culture becomes not just art - it turns into a powerful force of unity and support. This is especially noticeable when we see how artists invest their talent at various events, the audience unites in a common desire for the approaching Victory, and the event itself becomes an act of resistance, a demonstration that Ukrainian culture lives, develops, and inspires the fight for freedom.
Our artists, cultural workers, spectators, and participants in cultural events prove: culture is a weapon that strengthens the spirit of the nation and brings victory closer.
It is important that in difficult economic times, the network of cultural institutions and art schools has been preserved, and they are very popular with citizens.
Based on the security situation, library events were held both offline and online. In the reporting period, librarians held 74 mass events. Of particular interest to city residents is the Space of Unity and Support, which operates on the basis of the Druzhba library branch. Every Sunday, the space hosts meetings of the language club «Revive Ukrainian in Yourself», informative lectures on art history, entertaining quizzes and quizzes, which are eagerly attended not only by young citizens, but also by the elderly.
Over the two years of its existence, the community residents have also come to like the children's hub "Mistechko", which operates in the library for youth in the "Aviator" district. Thanks to the work of this space, parents have the opportunity to leave their children in a safe city for interesting and useful leisure activities, while they themselves solve immediate issues. The libraries held events on the occasion of the Day of Unity of Ukraine, the Birthday of Taras Shevchenko, the Day of Heroes of Ukraine, the Day of Embroidery, the Day of the Constitution of Ukraine, the Day of Poetry, classes on psychological relief, creative master classes. A pleasant result of the fruitful work of the library-branch for youth was the victory in the All-Ukrainian competition of projects for providing cultural services to young residents of communities "Library Services - for Children".
Thanks to active cooperation with various charitable foundations, community libraries received 684 volumes by contemporary authors.
CC "Image" provided cultural services to community residents in mixed formats: 26 events were held offline and 221 events were held online.
This year, the Cultural Center paid special attention to holding patriotic events aimed at honoring the heroes-defenders and paying tribute to the fallen compatriots. And on New Year's Eve, March 8, and Easter, the institution's employees decorated the city streets with bright photo zones and decorations that evoked positive and joyful emotions among residents.
By the third anniversary of the start of the full-scale war, a permanent art exhibition "Chuguyev Community. Damaged. Unbreakable" was opened at the CC "Image", where artists from the Creative Association of Artists and Masters of Chuguyev and teachers of the Chuguyev Children's Art School named after I.Yu. Repin depicted their hometown, which was damaged by the war.
Another area of activity was the exhibition work of the Cultural Center, aimed at popularizing contemporary art and establishing creative friendly ties with artists living in other regions of the country. During the reporting period, 4 traveling exhibitions were organized. Thematic expositions dedicated to the International Repin Plein Air were opened in the cities of Kharkiv, Bogodukhov, Vynohradiv and Khust.
Creative groups of the CC "Image" participated in vocal competitions of various levels. Prizes were won in the International Arts Competition "Stars Around", the All-Ukrainian Arts Competition "Artistic Pride", the Ukrainian Culture Festival "Young Talents of Kharkiv Region", and the All-Ukrainian Festival-Competition "Winter Lviv".
This spring, students of the Chuguiv Children's Art School named after I.Yu. Repin had the opportunity to attend offline consultations with teachers, which were organized in renovated premises in one of the city's safe shelters. Despite the fact that the art institution operates online, the school's staff continues to hold thematic creative exhibitions for various public holidays and memorable dates, 11 expositions have been organized.
7 talented students of the school received the Chuguiv City Council award in the field of culture and art for their creative activities. Congratulations to Darina Altukhova, Veronika Barmina, Ksenia Verbytska, Sofia Zhelnova, Alina Kolomiets, Mykhailo Matiiv, and Anastasia Nikitchenko. In total, during the reporting period, the students of the "art school" won 58 awards of various levels in various competitions.
Chuhuiv Children's Music School, within the framework of the national project "Side by Side: United Communities", actively cooperated with partner cities of our community. At the end of April, the pupils of the art institution received 5 victories at once in the third open competition of children's creativity "There is no better land than ours", which was held in the city of Ilyinka (Vinnytsia region). In May, young musicians took part in a festive concert on the occasion of Europe Day in the city of Fastiv (Kyiv region). For the first time during the war years, the children had the opportunity to perform works by world-famous and Ukrainian composers "live" on a real big stage.
High skill and qualified training allowed the school's students to win in various International and All-Ukrainian music competitions and festivals. In total, during the covenant period, young musicians won 10 Grand Prix, and 39 students took first places. The prize for gifted children of the Chuguiv City Council was awarded to Anna Rybnikova, Volodymyr Leshchenko, Mykhailo Radin and the Barvinok Vocal and Choral Ensemble.
To preserve the cultural heritage site - the monument of national importance "Trade Rows", a new stage of emergency repair work at the site was launched in June, namely, urgent current repairs to the roof damaged by time and war.
SPORTS LIFE OF THE COMMUNITY
We will not stop supporting youth, sports, and the development of an active lifestyle. Because today it is not only about physical fitness, but also about inner resilience, unity, and hope.
All events were implemented within the framework of the "Sport for Life" Program for 2023–2025. The main goal is to preserve opportunities for activities that help not to lose faith in oneself, in the community, and in victory.
During the six months, many sports and social events took place:
football competitions among children's and youth home teams;
open-air activities "Under the Summer Sky of Ukraine";
chess tournament for Constitution Day;
All-Ukrainian Olympic Day - with a book exhibition, round tables, focus groups, video greetings;
cultural and sports format "Sport for All", which brought together representatives of different ages, status, and health conditions.
Such events are not just physical exercises. They are meetings, smiles, lively communication. They are life in spite of everything.
In the face of threats to youth, in March 2025, a fortified underground youth space "Campus fit" was created with funds from the local budget (6.4 million UAH).
Yoga classes, gym workouts, and dances (acrobatic rock and roll, jazz-funk, children's groups) are held here.
The space has become a place of safety and strength for young people. We thank our partners – the DOBRE program (the project "Decentralization brings better results and efficiency") for supporting the creation of CAMPUS fit.
The Veterans Sports project deserves special attention, thanks to which 126 veterans and servicemen are involved in sports clubs. It is a way to regain strength, feel support, and be part of community life.
In sports life, as in all spheres of community life, public initiative and inspiration from people are very important. On the initiative of Denis Demkov (head of the NGO "Foundation of Noble Logists", entrepreneur and activist of the Youth Council), a volleyball court was built in the village of Kam'yana Yaruga, where the first competitions have already taken place. This is an example of how ideas "from the bottom" change the surrounding space.
Community residents are actively involved in outdoor activities, training, and activities. Especially popular are the locations within the presidential project "Active Parks - Locations of Healthy Ukraine", which have become a space for movement, communication, and energy.
I would like to highlight the sphere of children's and youth sports: even while training remotely, the pupils of the Chuguyiv Youth Sports School have achieved certain results. The institution has 3 departments: gymnastics, football and ITF taekwondo, 160 pupils study in 14 training groups. Participation in 6 tournaments brought the community 9 victories and 9 prize places (competitions in Kropyvnytskyi, Kharkiv, Cherkasy, etc.).
We have plans for the future development of sports life: design and estimate documentation for the construction of a skate park and basketball court has already been prepared - so that in peacetime, young people have modern and safe spaces for development.
Community sports are more than just exercise. They are a breath of freedom, unity, and faith in the future. They are a shared force that helps us live, fight, and stick together.
DEVELOPMENT OF THE YOUTH MOVEMENT AND SUPPORT OF YOUTH INITIATIVES
In the reporting period, the youth community of the Chuguiv urban territorial community continued its active development thanks to the coordinated work of the municipal institution "Youth Center "Campus", the Youth Council under the Executive Committee of the Chuguiv Urban Territorial Community and the public organization "MOLODIII". Joint efforts have created a safe and inclusive youth space, where a large-scale complex of educational, cultural, volunteer and public initiatives aimed at supporting youth, developing their leadership and volunteer potential, promoting patriotic values and involving them in local self-government processes have been implemented.
In total, over 130 events were implemented during the reporting period, reaching over 700 participants. These included trainings on media literacy, critical thinking, financial literacy, basics of psychological assistance, language clubs, master classes, workshops, film screenings, sporting events, charity events, youth exchanges, flash mobs, and information campaigns.
Special attention is paid to supporting internally displaced youth, vulnerable groups, children and youth from families of military personnel and veterans. This contributes to their integration into community life through participation in events, projects, and educational programs.
The community has a School of Young Leaders «SENCE». Youth groups participated in strategic sessions, youth forums, and exchanged experience with communities in the Kharkiv region and western Ukraine. Youth volunteer initiatives also deserve attention: «Package for the Armed Forces of Ukraine», charity fair «Power of Young Hearts», assistance to the «Akela» shelter, etc.
The NGO "MOLODIII" acted as a key partner in the implementation of youth policy. In the first half of the year, the organization signed a tripartite memorandum of cooperation with the MC "Campus" and the Chuguiv City Council. Trainings, field sessions, consultations, youth exchanges were organized, access to non-formal education for young people was expanded, and additional resources were attracted for the organization's activities.
Representatives of the youth community participated in key youth events, such as the «KHARKIV.MEMORIES» forum, the «Youth + Business» hackathon, the «Youth Acts in the Heart of Our Country» forum, and others.
The result of our active work was the recognition of the activities of our youth groups at the national level: the Chuhuyiv community became the winner of the Third All-Ukrainian Open Governance Competition, organized by the Congress of Local and Regional Authorities of the Council of Europe and the Association of Ukrainian Cities. This once again emphasizes the importance of youth participation in the formation and implementation of local policy.
SUPPORTING PEOPLE IS A DAILY MISSION
In wartime conditions, every day brings new challenges, so I consider an important aspect of my work to be maintaining a strong connection between local authorities and residents of all settlements in the community, especially those who need support the most.
During the reporting period, daily and close cooperation with the heads of street committees and their active members in the city of Chuguiv and constant communication with the active members of the village heads continued. These public formations are an important link in identifying and supporting vulnerable categories of the population. Through them, the military administration had the opportunity to respond to people's needs in a timely manner - from humanitarian assistance to consultations and moral support.
Much attention in my work is paid to transparent and systematic informing the community about events, activities of the city government, clarification of legislation, information on guarantee offers, security issues, support measures, etc. For this purpose, digital resources were actively used, primarily the official website of the Chuguiv City Council.
Due to security restrictions, mass events by public associations were not held. However, street committees and local community assets are organizing the population and directing their resources to assist military units, humanitarian initiatives, and support for defenders.
Feedback from the population and its involvement in solving public issues is an extremely important component in ensuring the active participation of residents of a territorial community in the formation and implementation of state, regional and local policy. An indicator of this work is, first of all, the organization of work with citizens' appeals in the community, especially in conditions of martial law.
Written and oral applications are accepted daily and information and advisory services are provided both in person and by telephone. In total, about 5 thousand applications from citizens on various issues of life were considered from various sources during the reporting period, and the "Single City Dispatch Point" also worked around the clock, through which 850 residents applied to resolve utility issues. Special attention was paid to personal communication with each applicant, finding out the causes of the problems and finding ways to solve them. Most of the citizens' applications were resolved positively.
STAROSTYN DISTRICT
An extremely important issue for me personally and my deputies is effective interaction and ensuring the sustainable functioning of the community's starosta districts, especially in times of war.
The 4 starosta districts of our community include six settlements, which are currently home to about 8 thousand residents and internally displaced persons.
All issues of life in settlements, improvement, provision of municipal services, timely removal of solid waste, support and assistance to families with children, with the disabled, single citizens, provision of administrative services, work with internally displaced persons and much more were resolved by the headmen together with the leadership of the city council, headmen's assets, agricultural enterprises, entrepreneurs and caring citizens.
In the starostats, the starostas received citizens daily and were concerned with their problems, including those that arose due to the war.
In all settlements, the operation of trade facilities is ensured, educational services are provided, stationary or mobile branches of Ukrposhta and Nova Poshta are operating. "Invincibility Points" operate in each Starostyn district. Transport connections with the administrative center of the community are ensured.
Throughout the year, residents of the starostats had the opportunity to receive administrative services directly in the administrative premises of the starostats every day. In addition, visits by Pension Fund specialists were organized to provide explanations and advice on pension provision.
Medical services during the reporting period were provided by specialists from the Kochetotskaya and Kamianoyaruzskaya outpatient clinics, which include the Velykobabchansky and Zarozhnensky FAPs. The medical units were provided with everything necessary to provide medical services to the population, including humanitarian medicines. A mobile pharmacy was set up, which provides its services to the population of the starostats twice a month.
Ten social workers from the Territorial Center for Social Services (Provision of Social Services) of the Chuguiv City Council work in the districts, providing home care services to 97 residents. Social workers are provided with bicycles and electric scooters for their work.
At the request of the village heads, grading and filling of dirt roads with crushed stone and pothole repairs of asphalt concrete pavement on the streets of settlements were carried out, in the winter period, roads were cleaned and sprinkled with a sand-salt mixture. Removal of solid household waste was established, and 15 land improvement projects were carried out with the involvement of residents and internally displaced persons.
I would like to dwell separately on some other measures important for the development of starostats.
Kochetotsky Starostyn District
Every month, the most vulnerable residents of the village and internally displaced persons received cash assistance in the amount of 1,500 UAH per person from the UN World Food Program, the NGO "100 Percent of Life" in Kharkiv.
Compared to the pre-war period, the population has decreased due to the departure of some residents of the village to safer regions of Ukraine and abroad, and currently amounts to 3,002 people. About 994 internally displaced persons are registered in the Starostyn district.
The population works in agricultural production, forestry, municipal enterprises, trade and educational institutions.
In February 2025, thanks to cooperation with Svitlo Shakhtarya LLC, it was possible to manufacture and transfer mini-stoves (mini-stoves) for the needs of the Armed Forces of Ukraine.
On March 28, an environmental campaign was held within the recreational zone along the Siverskyi Donets River in the village of Kochetok, during which about 60 black alder and white willow seedlings were planted. The event aimed to strengthen the coastline, restore coastal vegetation, and prevent soil erosion. The initiators of the event were students and teachers of the Forestry Department of the Chuhuyevo-Babchansky Forestry College.
From April 14 to 19, 2025, thanks to the cooperation of the Chuguev City Military Administration, the Yevgeny Pivovarov Charitable Foundation, the For a Peaceful Sky Charitable Foundation, and the American organization Samaritan's Purse, a free reception of a mobile team of dentists was organized for residents of the starostat. 115 residents of the village of Kochetok, including IDPs, received services.
In May, residents of the starostat received free consultations and examinations from specialized doctors. The appointments were conducted by the following specialists: a gynecologist, an endocrinologist-therapist, and a psychiatrist.
Educational institutions take an active part in the life of their native village, so for Easter, other events and holidays, the teams of the Kochetotsky kindergarten and the Kochetotsky school decorated thematic photo zones.
In April 2025, residents of the village had the opportunity to consult and receive answers to various questions related to the work of the Pension Fund. The consultation was conducted by the head of the Chuguivsk department of the Pension Fund, Valentyna Alekseevna Bulgakova.
For six months, residents of the village of Kochetok also received free legal advice from the International Rescue Committee (IRC) in Ukraine, with which cooperation continues.
Comprehensive support continues for internally displaced persons living in the Temporary Accommodation Place based on the dormitory of the Chuguievo-Babchansky Forestry Vocational College, both from the Chuguievo City Military Administration and from charitable foundations.
Kamianoyaruzsky Starostyn District
The district is home to 2,160 local residents and 256 internally displaced persons.
In the village during the first half of 2025, the following continued their work: a lyceum, an outpatient clinic, 4 grocery stores, 2 grocery pavilions (Kulynichi and Posad), a household goods store, a branch of Ukrposhta, LLC "Kharkiv Electrical Engineering and Metal Structures Plant", LLC "Dorservice Kamyana Yaruga". The branch of "Nova Poshta" worked mobile and provided services daily.
The main activities in the village are agricultural production and industry.
In the first half of 2025, village improvement measures were carried out:
– a meeting was organized to repair and improve the village wells. Elements on 5 wells were painted, fences were made on 2 wells,
– cleaning of the village cemetery was organized;
– the areas near playgrounds, mini-football field, and monuments have been improved;
In cooperation with the city council and various charitable organizations and foundations, vulnerable categories of village residents and internally displaced persons of the starostat received humanitarian assistance during the first half of 2025, namely:
1) The International Rescue Committee of the Kharkiv Regional Advisory Center, in partnership with the UN International Organization FAO, in January provided 190 households with vouchers for the purchase of medical products and animal feed in the amount of $150.
2) In January, the New Way Foundation provided humanitarian assistance to 16 families with bedridden and seriously ill family members: 3 boxes of diapers with individual sizes for a person and a box of hygiene products, and 120 IDP families received hygiene kits.
3) In February, 50 residents of the village of Kamyana Yaruga were able to pass fluorographic examination. This was made possible thanks to the arrival of a mobile fluoroscope to the village and close cooperation between the management of the Chuguiv City Center for Primary Health Care (Director Larisa Tarasova) and the Municipal Non-Profit Enterprise of the Kharkiv Regional Council "Regional Phthisiopulmonological Center" (Director Mykhailo Berest).
4) At the end of February, assistance was provided by the Yevgeny Pivovarov Charitable Foundation: two general practitioners provided medical consultations to 38 residents of Kamianyaruzh and internally displaced persons. Based on the results of the consultations, the residents received free medications.
50 hot lunch sets were also distributed.
5) In early May, the charitable organization “Unity and Strength” visited the village with the “Help Bus” project. They offered the residents:
– legal services on various issues: legal assistance (restoration or compensation for lost housing, property, restoration of documents);
– social assistance (types of payments from state and international funds),
– psychologist services: elements of self-diagnosis of psycho-emotional states; general advice on stabilizing mental health; help in case of anxiety, worry, and stress.
15 people used the services of this organization.
6) In June, a survey among the population was conducted by the charitable organization UK-MED, which can provide some medical services in the cardiology field. 42 residents applied for assistance. We are waiting for their visit.
7) For six days in early June, a mobile dentistry service operated in the village of Kam'yana Yaruga. This project was implemented in cooperation with the following foundations: the Yevgeny Pivovarov Charitable Foundation, the For a Peaceful Sky Charitable Foundation, the American Samaritan's Purse organization, and with the support of the city authorities. The project used a specially equipped bus that functions as a full-fledged dental office. During these days, 135 residents of the village, mostly the elderly, received dental services, and 450 dental procedures were performed, which were provided by dentist-therapist.
8) At the end of June, we received 22 tons of flour from HOVA. We distributed 10 kg to each family member.
9) On June 23, we received 670 food kits from the Central Emergency Relief Agency. They were distributed to: pensioners, IDPs, families with children, and people with disabilities.
10) During June, the staff of the starostat conducted a survey among the village residents for the International Humanitarian Organization Humanity & Inclusion with the aim of providing the humanitarian organization with services in physical rehabilitation, psychosocial support, conducting individual consultations, developing personalized recovery programs, and providing beneficiaries with assistive devices (crutches, walkers, wheelchairs, etc.). Applications for assistance were submitted by 150 residents of the Yevgeny Pivovarov Charitable Foundation, the For a Peaceful Sky Charitable Foundation, and the American organization Samaritan's Purse implemented a project to provide residents of the starostat with dental services. A mobile dental office was operating, 90 residents of the village received services, mostly elderly people, and 230 dental procedures were performed, which were provided by a dentist-therapist and a nurse;
202 families of the starostat received assistance for the purchase of firewood, the city council carried out relevant work with international organizations: the Danish Refugee Council (DRC), Zaporizhzhia NGO "Unity for the Future", and the International Committee of the Red Cross.
The leaders of the city council worked with the NGO "Peaceful Sky of Kharkiv" to implement the project "Early Recovery and Livelihood Assurance in the Kharkiv Region", thanks to which 245 families of the starostat received $700 each to purchase agricultural items.
Also, in cooperation with the city council, the Kharkiv Regional Advisory Center, in partnership with the UN International Organization FAO, provided assistance of $150 for animal feed to 193 households that keep farm animals.
Due to the ban on mass gatherings, cultural and sports events were almost non-existent. However, several sports events were organized in the village with the assistance of the village headman.
On February 22, a hockey tournament was organized and held in honor of the defender of Ukraine Ruslan Malyavin, who died on December 9, 2022, in the village. The hockey tournament in honor of his son in 2023 was initiated by Ruslan's father, Mykola Oleksiyovych. Four teams competed for the cup in honor of Ruslan Malyavin. According to the results of the competition, the transitional cup for 1st place went to "Skyfi", second place to "Molodizhka" (K. Yaruga), 3rd place to "Veterans" (s. K. Yaruga), 4th place to "Alliance".
On May 3, at the initiative of football veterans of the village of Kamyana Yaruga, who almost 50 years later founded a village football team, an annual spring football tournament was launched for the "Kamyana Yaruga Village Football Players Memory Cup". Football fans gathered on a wonderful mini-football field with artificial turf, which in 1976 they did not even think about or dream of, to play football, remember the pleasant events of football life, discuss the development of football in the village, and most importantly, remember those football players of the village who, unfortunately, are no longer there, but who left behind great memories and a significant legacy in the form of young talented players and football fans. The owners of the transitional "Kamyana Yaruga Village Football Players Memory Cup" in 2025 were "Montanovtsi".
A beach volleyball tournament among youth and active residents of the Chuguiv community was held on June 14, 2025. The event brought together energetic participants aged 14 and over, true fans of sports and team play.
The tournament was dedicated to the bright memory of the agrarian, philanthropist and resident of our community - Volodymyr Mykolayovych Demkov, with the support of the Chuguiv City Military Administration and the head of the Non-profit Organization "CF "Foundation of Noble Logists" - Denis Demkov.
During the year, the residents of Kamianyaruzh and internally displaced persons, having united, helped the Defenders who defend the country from the Russian aggressor. They sent trench candles that they made themselves, sweets, twists, food, warm things to the soldiers on different fronts. They also donated things necessary for the soldiers. In the first half of 2025, the village headman organized 12 village meetings. The residents of the village and internally displaced persons collected almost 230,000 hryvnias for the needs of the guys. The following were purchased: Starlink and its charger, two automotive electronic warfare systems, a 10-meter mast, 40 blades for DJI Mavic, 3 5000 mAh Type-C batteries (battery) for Motorola radio stations, a generator, 7 rolls of fabric for camouflage nets, a borescope for weapons, 1680 batteries for drones, and funds were collected for car repairs.
The villagers will continue to help our Heroes, together bringing Ukraine's Victory over Russia closer.
Zarozhnensky Starostynsky District
The Zarozhne Starostynsky District includes two villages: the village of Zarozhne and the village of Tetleha.
In the 1st half of 2025, we continued to solve the long-standing problem of establishing a sustainable water supply for households in the starostat. Last year, two towers of the «Rozhnovsky» were replaced with new and more modern ones thanks to the Charitable Foundations «UNICEF» and «Akted». Currently, preparatory work has begun with the «Inter SOS» NGO on the possibility of building a well in the village of Zarozhne. Repairs of water supply networks are being carried out in a timely and high-quality manner. In February, 200 m of water pipes were replaced, new valves were installed, and a sewage well was equipped in the village of Zarozhne on Molodizhna Street.
In the spring, cleaning campaigns were held in the settlements of the Starostyn district, and village cemeteries were put in order.
In the renovated storage room of the Zarozhnensky Lyceum, the mobile team of the "Center for Sustainability" conducts monthly classes for children and their parents on various topics. In safe conditions, lyceum students had the opportunity to attend classes to make up for educational losses, and interesting holidays were also held for children. Training and education are also conducted with the residents of the village in this room, observing all safety conditions.
Thanks to the cooperation of the city authorities with international philanthropists, many different types of humanitarian aid have been received in the Starostyn district:
– from the UN World Food Program, the NGO «100 Percent of Life» (cash assistance to vulnerable segments of the population continues);
– in April, the All-Ukrainian Association of Local Government Bodies «All-Ukrainian Association of Communities» provided assistance to villagers with vegetable seeds, covering 100 households;
– 6 seriously ill residents of the starostat received hygiene products and diapers from the German humanitarian organization "New Way" in January and July of this year.
– The NGO "Right to Protection" continues to provide assistance to the population on legal issues. First of all, they work with people who, for certain reasons, lack passport documents, and there are 7 such people, and conduct preventive and explanatory work;
– The international public organization «InterSOS», the NGO «Charity Fund «Samaritans PERS Ukraine» provided medical assistance to the villagers and, if necessary, provided free medicines. They conducted psychological trainings, provided social assistance and consultations;
– in March and June, the village residents received food kits from the Chuguiv City Military Administration;
– in May, mobile dentistry from the Yevhen Pivovarov Charity Foundation, the For a Peaceful Sky Charity Foundation, and the Samaritan's Purse Charity Foundation operated in the village for a week. About 100 people – residents of the villages of Zarozhne, Tetleha, and Velyka Babka – received dental services;
– The NGO «Ukrainian Association for Humanitarian Demining and Recovery» conducted educational work among the population regarding compliance with safety measures when detecting explosive objects in the territory of the Starostyn district;
– residents of the village are grateful to the Charitable Foundation «Angels of Salvation of Ukraine», which conducted an interesting psychological training for the village residents, teaching them how to cope with a stressful situation;
– The international organization «Humanity and Inclusion» conducted a survey of vulnerable categories of the population regarding their needs. They provided assistance to individual residents with means of transportation (wheelchair, crutches), provided consultations on various issues to some residents, and provided sanitary kits to individual citizens;
– The international charity foundation «Caritas» provided assistance with diapers for seriously ill people;
– 188 households that keep various types of livestock received certificates (150 S) from the FAO BO for medicines and supplements for livestock and poultry. Currently, training is being conducted on the cultivation and keeping of cattle, pigs, poultry, as well as the sale of products. Interesting lectures are being held on beekeeping.
– Village residents have the opportunity to purchase medicines at a mobile pharmacy twice a month.
This is not a complete list of humanitarian aid received by residents of the Zarozhne district.
Village residents are actively involved in holding events to support the Armed Forces of Ukraine.
Velykobabchanskyi starostyn district
Compared to the pre-war period, the population of the starostat has decreased due to the departure of some villagers to safer regions of Ukraine and abroad, and currently amounts to 650 citizens in two villages. About 340 internally displaced persons are registered in the territory of the starostat district. The population works in agricultural production, forestry, and is engaged in peasant farming.
The consequence of the armed aggression of the Russian Federation is a significant reduction in the number of households that keep livestock and are engaged in the development of the peasant economy. Currently, only 110 households have livestock and poultry on their farms. There has been a significant reduction in cattle, about 15 heads remain, and the number of households that keep pigs, etc. has also decreased. In order to improve the development of peasant farms, the Food and Agriculture Organization of the United Nations (FAO) Ukraine and the French government were involved, together with the implementing partner «Kharkiv Regional Advisory Center», which provided feed and medicines for animals and medicines in the amount of UAH 6,500.
Work is underway to organize the repair of damaged residential buildings that lack legal documents for various reasons. 15 residential buildings that were damaged during the Russian shelling were scheduled to be repaired by the Caritas Kharkiv Foundation. These buildings are home to people from privileged categories and pensioners.
During the first half of 2025, with the assistance of the Chuguiv City Military Administration, work was organized with charitable organizations, namely:
«"Angels of Salvation" (providing advice on damaged residential buildings);
Resilience Center (psychological work with children and parents). Psychological trainings were conducted for adults and children, and events were held to develop children's creativity;
BO "Unity and Strength" (work of psychologists);
The NGO "Charity Foundation "SAMARITENS' PEARS UKRAINE" has repeatedly provided free healthcare services (doctor consultations and medicines).
A trip for the elderly was organized to the mobile dental office of the Yevgeny Pivovarov Charity Foundation, the For a Peaceful Sky Charity Foundation, and the American organization Samaritan's Purse.
A reception for citizens was organized by a representative of the Pension Fund of Ukraine.
The mobile office of Ukrposhta has been established, the services of which are used by the majority of the population, in particular, for receiving parcels.
The village water supply was taken under the personal control of the village headman. All emergency situations were promptly eliminated.
Constant work is being carried out to maintain the territories of settlements in proper condition. The playground was renovated with the participation of village residents and the organization "Bright Life Is!". Local residents carried out a pothole repair of the central street. The work of a municipal service employee on cleaning at improvement sites is monitored. This includes the area near monuments, playgrounds, public transport stops, water pumps, village cemeteries, maintaining sanitary order on village streets, cleaning up garbage along roads, etc.
Garbage collected by the population in special "boats" is regularly removed.
Grading of intra-village roads is planned, and a local pond has been landscaped.
The Chuguiv-V.Babka transport service is operated three times a week. An additional flight is available on Saturdays at the request of the population.

Today, more than ever, we understand the true value of human support, care, and solidarity. Behind every thesis and figure in the report are people: those who hold the front line every day, who teach children, who repair roads, treat, provide services, work and support the economy and food security, helping each other with word and deed. This is our rear, our everyday lives, which shape the invincibility of the community.
I am grateful to everyone who is involved in these processes. It is thanks to joint efforts that we maintain a balance between the front and the rear, between the present and planning for the future.
And the future of the community is, first of all, the birth of new families and the birth of children.
This year, 121 couples of lovers tied the knot, and among the seventy-one babies born in our community, thirty-four were girls and thirty-seven were boys.
Congratulations to the newlyweds! Congratulations to the parents on the birth of these amazing babies! May the children grow up healthy and happy under the peaceful sky of Ukraine, become the pride of the community, and their joyful laughter fill our streets with happiness!
We are a community that sees and hears everyone. We know how difficult things can be. Every step taken is not just about development or statistics. It is about life, about a quiet, stubborn, confident "we are holding on.".
Our streets will once again hear children's laughter without the sound of alarms. Our schools will once again be filled with safe learning. Our parks with peaceful walks. And we are doing everything we can to bring that day closer.
We will persevere and not break. We will do everything to ensure that peace, prosperity, and human warmth reign again on our land.
