«"Student Package": How Parents of First-Graders Can Get Financial Assistance

The government has introduced a new type of financial support for parents whose children are in first grade – the «Schoolchild Package». This assistance is part of a package designed to provide comprehensive support to families with children. Administration of the state program  «"Schoolboy's Package"» is carried out by the Pension Fund of Ukraine. In accordance with the provisions of the Resolution of the Cabinet of Ministers of Ukraine dated July 7, 2025 No. 809 «Some Issues of Providing One-Time Cash Assistance to First-Grade Students “Student Package”», starting from July 15, 2025, the Pension Fund of Ukraine will receive lists of first-grade students and their parents/legal representatives from the Ministry of Education and Science of Ukraine. After checking the data, parents/legal representatives will be informed via the Diya mobile application about the possibility of receiving one-time cash assistance.

«"Schoolboy's Package"» provides for the provision of a one-time cash benefit in the amount of 5000 hryvnias for each child enrolled in first grade. If there are two first graders in a family, the payment is calculated for each of them.

Right to payment have parents or other legal representatives of children, who will go to first grade in the controlled territory of Ukraine in the 2025-2026 academic year. Children who are temporarily outside Ukraine or in temporarily occupied territories will be able to receive assistance upon returning home.

You can submit documents for payment both electronically and in paper form. 

To apply online, you must use the Diya application. after receiving a notification about the possibility of receiving such a payment.

The algorithm of actions is as follows:

  1. Open the Services section  State assistance  Schoolboy's package. 
  2. Select the child for whom you are applying.
  3. Select or open Action.Payment Card.
  4. Check the data and sign the statement Action.Signature.

Application for a one-time cash benefit in paper form submitted to the service center of the Pension Fund of Ukraine.

To the application, which specifies, in particular, the details of a current account with a special use regime opened in an authorized bank, to receive the payment, one of the parents or the legal representative of the child presents:

  • passport (or other identity document); 
  • registration number of the taxpayer's registration card - RNOKPP (if available); 
  • documents confirming the authority of the legal representative (if necessary).

Other documents (birth certificate, marriage certificate, court decision, etc.) are provided in paper form if it is impossible for the Pension Fund of Ukraine to receive them through electronic information interaction.

Application deadline November 15, 2025.

The Pension Fund of Ukraine processes applications. If the right to receive payments is confirmed, it generates payment information and transfers the funds to the bank.

One-time cash assistance can only be used to purchase school supplies, clothing, and shoes needed by a first-grader in stores and from entrepreneurs who have the appropriate activity code.

Term of use of funds – 180 days from the moment of their enrollment.

Assistance is provided exclusively in non-cash form to an account with a special use regime.

The amount of the received lump-sum cash benefit is not taken into account when calculating the total family income for receiving all types of social assistance provided in accordance with the legislation.

Additionally, we inform you that citizens who previously received payments under state social support programs ("eSupport", National Cashback "Made in Ukraine", "Winter Support", "Baby Package", etc.) do not need to open a special account. However, if a person does not currently have an active special account, you can contact one of the authorized banks to open it (according to the IBAN standard). Services related to opening and maintaining such an account are provided free of charge.

The project was implemented at the initiative of the President of Ukraine and developed by the Ministry of Social Policy, Family and Unity together with the Ministry of Digital Transformation and DIA, the Ministry of Education and Science and the Pension Fund of Ukraine with the support of the United Nations Development Programme (UNDP) in Ukraine within the framework of the "DIA Support Project", which is implemented with funding from Sweden, the Swiss-Ukrainian project DECIDE - "Decentralization for the Development of Democratic Education", which is implemented in Ukraine by a consortium consisting of the DOCCU NGO and the Zurich Pedagogical University with the support of Switzerland.
