Law of Ukraine No. 9549 on simplifying the procedure for allocating land plots for the development of digital infrastructure was adopted on March 25, 2025 by the Verkhovna Rada of Ukraine.
Law 9549 will allow communities to:
- ensuring business needs in land plots;
- continuous processes of renewal and development;
- open opportunities for investment, job creation and budget revenues.
What is provided by law?
The law provides for the postponement of the deadline during which the establishment and change of the purpose of land plots can be carried out without the development of comprehensive spatial development plans for the territories of territorial communities, from 2025 to 2028.
The law also provides for improving the procedure for developing planning schemes for individual parts of the territory of Ukraine. These schemes are developed in the event of a decision to develop them by the Cabinet of Ministers of Ukraine. The absence of these schemes is not an obstacle to the development of other types of urban planning documentation.
Why was this decision made?
The decision to simplify the procedure for allocating land plots and postpone the deadline to 2028 was made in connection with the full-scale invasion and the objective difficulties associated with it.
Most communities, including ours, at regional meetings and the national Congress of Local and Regional Authorities under the President of Ukraine, spoke in favor of extending the terms at the national level.
