According to the Resolution of the Cabinet of Ministers of Ukraine No. 252 dated March 7, 2025, persons who participated in the defense of the independence and territorial integrity of Ukraine (participants in hostilities, war veterans, persons with disabilities as a result of the war, etc.) are provided with monetary compensation for housing rental costs.
The right to such compensation is granted to: persons who defended the independence, sovereignty and territorial integrity of Ukraine, including:
* persons who were called up for military service by conscription during mobilization, for a special period in accordance with the Decree of the President of Ukraine dated February 24, 2022 No. 65 “On General Mobilization”, approved by the Law of Ukraine dated March 3, 2022 No. 2105-IX “On Approval of the Decree of the President of Ukraine “On General Mobilization”, took direct part in the measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, and who, at the time of renting (leasing) a residential premises, are discharged from military service and have not yet acquired the status of a participant in hostilities or a person with a disability as a result of war;
* persons who have completed military service and who have been assigned the status of a participant in hostilities in accordance with clause 19 of part one of Article 6 of the Law and/or the status of a person with a disability as a result of war in accordance with clause 11 of part two of Article 7 of the Law and at the time of renting (leasing) the residential premises, they are exempted from military service;
* police officers, rank and file and command staff of the civil defense service who took direct part in the measures necessary to ensure the defense of Ukraine, protecting the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, and who, at the time of renting (leasing) residential premises, are discharged from service and have not yet acquired the status of a participant in hostilities or a person with a disability as a result of the war.
PROVIDED THAT SUCH PERSONS MEET ONE OF THE FOLLOWING CRITERIA:
- are owners of housing damaged or destroyed as a result of hostilities, terrorist acts, sabotage caused by the military aggression of the Russian Federation against Ukraine;
- have housing located in territories where hostilities are taking place or in territories temporarily occupied by the Russian Federation;
- receive rehabilitation assistance in outpatient conditions outside the address of the declared/registered place of residence, located at a distance of more than 15 kilometers from the address of the place of residence.
LIST OF REQUIRED DOCUMENTS:
Copies of the following shall be attached to the application:
- an identity document or e-Document together with a unique electronic identifier (QR code), generated by the Unified State Web Portal of Electronic Services, as well as information about the address of residence (if available);
- a document certifying registration in the State Register of Individual Taxpayers (taxpayer card), or data on the registration number of the taxpayer's registration card from the State Register of Individual Taxpayers, entered in the passport of a citizen of Ukraine;
- information certificate from the State Register of Real Property Rights on registered real property rights;
- report on the inspection of an object damaged as a result of military actions caused by the armed aggression of the Russian Federation (if necessary);
- form of primary accounting documentation No. 044-1 “Results of discussions of a multidisciplinary rehabilitation team regarding a person in need of rehabilitation”, approved by the order of the Ministry of Health of February 14, 2012 No. 110, or other documents confirming the provision of rehabilitation care in outpatient conditions (for certain categories of persons);
- military registration document (for certain categories of persons);
- certificates of direct participation of the specified persons in measures necessary to ensure the defense of Ukraine, protect the security of the population and the interests of the state in connection with the military aggression of the Russian Federation against Ukraine, - in the absence of information in the military registration document about participation in the specified measures;
- a certificate of the established sample confirming the status of a participant in hostilities or a person with a disability as a result of war;
- extract from the order on dismissal from police service, exclusion from the SES personnel;
- certificates of criminal liability, absence (presence) of a criminal record or restrictions provided for by criminal procedural legislation in connection with the commission of a crime against Ukraine;
- a contract for the rental (lease) of residential premises, concluded in accordance with the requirements (the contract is concluded in writing and must contain its essential terms, namely: the names of the parties, the subject of the contract, the characteristics of the dwelling, the term for which the contract is concluded, the amount, method, form and terms of making rental payments and the conditions for their revision, the conditions for early termination of the contract, the rights and obligations of the parties, the liability of the parties and other conditions specified by law);
- The application indicates the bank account number (according to the IBAN standard) to which the monetary compensation will be paid.
The amount of compensation may vary depending on various factors: region, cost of renting housing.
Monetary compensation is awarded once from the date of the Defender's application for payment of monetary compensation for the term of the residential lease agreement, but not more than six months in a monthly amount.
