Basements of multi-story buildings must be open during an air raid alarm.

A life-or-death issue was discussed at yesterday's meeting by representatives of the city council, the city military administration, and the heads of the city's condominium associations. The issue was the inaccessibility of basements of high-rise buildings for residents during air raids.

The arguments of the heads of the condominium associations on this issue have been known for many years: the threat of vandalism, theft, and antisocial elements who immediately find refuge in the open basement.

However, this time, in a joint exchange of views, the meeting participants tried not only to state the problem, but also to find an algorithm for solving it.

In particular, the deputy head of the city military administration, Igor Shepelev, proposed an effective option: to separate rooms in the basements for emergency accommodation of people. They should be open at all times, and assistance in their equipment can be provided by city services on an individual basis.

Igor Shepelev also noted that the national police, whose officers regularly patrol high-rise neighborhoods at night, are ready to intensify control over the situation in basements.

At the end of the conversation, the Deputy Chief of the MVA reminded of the administrative and criminal liability for preventing people from escaping from shelling, and most importantly, the need to treat each other humanely and with understanding in these difficult and dangerous times.
