Law of Ukraine "On the State Budget of Ukraine for 2025" (paragraph 7 of the Final Provisions):

«"7. To establish that in 2025, provided that the size average monthly total family income per person for the previous six months does not exceed the amount of income, which gives the right to a tax social benefit, in accordance with the procedure determined by the Cabinet of Ministers of Ukraine, benefits are provided, provided for:

paragraph five Part five of Article 6 of the Law of Ukraine “On the Rehabilitation of Victims of Repressions of the Communist Totalitarian Regime of 1917-1991” (Vedomosti Verkhovna Rada of the Ukrainian SSR, 1991, No. 22, p. 262 with subsequent amendments);

point 11 parts one and two second і third Article 20, point 1 parts one and two second і third Article 21, part three Article 22 in terms of benefits provided for point 11 part one of Article 20, and point 14 Part one of Article 22 of the Law of Ukraine “On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster” (Vidomosti Verkhovnoi Rada of Ukraine, 1992, No. 13, p. 178 with subsequent amendments);

in paragraphs first і second Clause 5 of Article 12 of the Law of Ukraine “On Social and Legal Protection of Military Personnel and Members of Their Families” (Vidomosti Verkhovnoi Rada of Ukraine, 1992, No. 15, p. 190 with subsequent amendments);

point 6 part one of Article 6, article 7 in terms of benefits provided for point 6 Part one of Article 6 of the Law of Ukraine “On the Status of Military Service Veterans, Veterans of Internal Affairs Bodies, Veterans of the National Police and Certain Other Persons and Their Social Protection” (Vidomosti Verkhovnoi Rada of Ukraine, 1998, No. 40-41, p. 249 with subsequent amendments);

points 4-6 Part one of Article 6-1 and 6-2 Law of Ukraine “On Victims of Nazi Persecution” (Videomosti Verkhovna Rada of Ukraine, 2000, No. 24, p. 182 with subsequent amendments);

third paragraph Part ten of Article 6 of the Law of Ukraine “On the Restoration of the Rights of Persons Deported on National Grounds” (Vidomosti Verkhovnoi Rada of Ukraine, 2014, No. 26, p. 896). ”

December 31, 2024 The government has approved Resolution No. 1553, which was introduced changes to the resolution of the Cabinet of Ministers of Ukraine dated 04.06.2015 No. 389 “On approval of the Procedure for granting benefits to certain categories of citizens taking into account the average monthly total family income” – the list of persons has been supplemented, which in 2025 benefits for payment of housing and communal services, purchase of solid fuel are provided taking into account the average monthly total family income.

Who does the change apply to?

Provided that the average monthly total family income per person for the previous six months does not exceed the amount of income that entitles to a tax social benefit (4240.00 UAH), in 2025 the benefits also are provided: 

  • rehabilitated persons who became disabled as a result of repression, or are pensioners;
  • persons affected by the Chernobyl disaster, classified as categories 1 and 2; 
  • wives (husbands), guardians of children of deceased citizens whose deaths are related to the Chernobyl disaster; 
  • to the wives (husbands), if they have not remarried, of deceased citizens whose death was related to participation in the liquidation of other nuclear accidents, in nuclear tests, in military exercises involving the use of nuclear weapons, in the assembly of nuclear charges and the performance of routine work on them;
  • persons discharged from military service who became disabled while serving in the military; 
  • parents and family members of military personnel who died or went missing while serving in the military;
  • veterans of military service, internal affairs bodies, National Police, Tax Police, Bureau of Economic Security, State Fire Service, State Penitentiary Service, Civil Protection Service, State Service for Special Communications and Information Protection; 
  • widows (widowers) of deceased (deceased) veterans of military service, internal affairs bodies, National Police, Tax Police, Bureau of Economic Security, State Fire Service, State Penitentiary Service, Civil Protection Service, State Service for Special Communications and Information Protection;
  • former minor prisoners of concentration camps, ghettos, and other places of forced detention created by fascist Germany and its allies during World War II, as well as children born in the specified places of forced detention of their parents; 
  • former minor prisoners of concentration camps, ghettos and other places of forced detention, recognized as persons with disabilities due to general illness, work injury and other reasons;
  • deported persons who have reached retirement age or are persons with disabilities.

When do the changes take effect?

These changes apply to persons who:, who are applying for the purpose of the benefit from January 1, 2025.

Those to whom benefits were assigned for applications received before January 1, 2025, payments were made until the end of the 2024-2025 heating season (until April 30, 2025). The right to income-based benefits was redefined from May 1, 2025.

Benefits for family members of war veterans and military personnel
  • The Law of Ukraine “On status of war veterans, guarantees of their social protection” provides for the provision of a 50 percent discount on housing and communal services to family members of deceased war veterans and family members of deceased Defenders of Ukraine within the established norms.

Such a benefit is granted excluding total income sevenher.

  • Benefits for payment of housing and communal services to members of the families of military personnel, provided for by the Law of Ukraine “On Social and Legal Protection of Military Personnel and Members of Their Families”, in particular, parents and family members of military personnel who died or went missing while serving in the military, provided in 2025, taking into account the average monthly total family income.

In May 2025, there was the right is determined such beneficiaries to receive benefits from May 2025 as provided for by the Procedure for providing benefits to certain categories of citizens taking into account the average monthly total family income, approved by Resolution No. 389.

If the size average monthly total family income per person for the previous six months exceeds the amount of income that entitles you to a tax social benefit (4240.00 UAH), from May no benefits are provided.

If family members are entitled to benefits on several grounds

Benefits, including for payment of housing and communal services, are provided to those who is registered in the Register persons entitled to benefits.

If available a family member who, until May 2025, received benefits under the Law of Ukraine “On Social and Legal Protection of Military Personnel and Members of Their Families”, certificate of a family member of a deceased war veteran or a family member of a deceased Defender of Ukraineto receive benefits to pay for housing and communal services, such beneficiaries have to apply with relevant applications (for inclusion in the Register and for granting benefits).
