Resolution of the Cabinet of Ministers of Ukraine dated December 31, 2024 No. 1553 «On Amendments to the Resolution of the Cabinet of Ministers of Ukraine dated June 4, 2015 No. 389» amended the Resolution of the Cabinet of Ministers of Ukraine dated June 4, 2015 No. 389 «On the Procedure for Approval of the Procedure for Providing Benefits to Certain Categories of Citizens Taking into Account the Average Monthly Total Family Income» (hereinafter referred to as Resolution No. 389).
According to the amendments, in 2025, benefits for payment of housing and communal services are provided provided that the average monthly total family income per person for the previous six months does not exceed the amount of income that gives the right to a tax social benefit (in 2025 – 4,240.00 UAH).
The amendments provide that for persons of the above categories who received benefits in the period up to and including December 31, 2024, the Procedure shall apply after the end of the 2024/2025 heating season, i.e. from May 1, 2025, and for persons of the above categories who will apply for benefits starting from January 1, 2025, the right to receive benefits will be determined taking into account the norms of the Procedure.
Thus, the accrual of benefits to beneficiaries of the specified categories who received benefits until December 2024, continued in January - April current year excluding income, and from 05/01/2025, the right to receive benefits must be determined in accordance with the norms of the Procedure.
