
What is the Registry?
Created under the auspices of the Council of Europe, Register of losses for Ukraine is a significant international effort to hold Russia accountable for its full-scale aggression. It is the first step towards a future compensation mechanism to ensure justice for the victims. Forty-three states and the EU have already joined the Register, which has its headquarters in The Hague and an office in Kyiv.
What does the Registry do?
The Register includes all admissible claims for compensation for damages, losses or harm caused as a result of Russia’s aggression against Ukraine. To be included in the Register, claims must meet the following criteria: the damages, losses or harm were caused on or after February 24, 2022; on the territory of Ukraine within its internationally recognized borders, including temporarily occupied territories; as a result of internationally wrongful actions of the Russian Federation against Ukraine.
How does the Registry work?
- The Conference of Participants is the highest governing body, fully responsible for implementing the Registry's mandate;
- The Council has overall responsibility for the performance of the functions of the Register and determines the admissibility of applications for inclusion in the Register;
- The Secretariat, headed by the Executive Director, manages the day-to-day operations of the Registry, processes applications and forwards them to the Council with recommendations for consideration and decision-making.
The Kyiv office of the Registry maintains contact with the Government of Ukraine and plays a central role in raising awareness among potential applicants and the public in Ukraine about the purpose of the Registry and the application procedure.
What types of applications can be entered into the Register??
The Register accepts applications related to damages, losses or harm caused by Russian aggression within the limits of approved Categories of applications that can be entered into the Register. They concern: loss of life, sexual violence, torture, deportation of children and adults, damage to critical and non-critical infrastructure, damage and destruction of the environment, loss of historical, cultural and religious heritage, loss of access to education and healthcare, humanitarian costs, damage and destruction of property, as well as economic losses.
Who can apply to the Register?
Applicants to the Register may be individuals and legal entities, as well as the state of Ukraine, including its regional and local authorities, state or controlled institutions.
How can applicants submit an application to the Register?
Applications are submitted electronically through the web portal of the Government of Ukraine «Action».
What categories of applications are currently open for submission to the Register?
- Forced internal displacement (Category A1.1);
- Death of a close family member (Category A2.1);
- Missing close family member (Category A2.2);
- Serious bodily harm (Category A2.3);
- Sexual violence (Category A2.4);
- Torture or inhuman or degrading treatment or punishment (Category A2.5);
- Deprivation of liberty (Category A2.6);
- Forced labor or service (Category A2.7); and
- Damage or destruction of residential real estate (Category A3.1).
