Regarding the accrual and recalculation of benefits and subsidies

Recently, residents of the Chuhuyiv community have been having many questions regarding the accrual and recalculation of benefits and subsidies. The head of the Citizen Service Department No. 19 (service center) of the Citizen Service Department of the Main Department of the Pension Fund of Ukraine in the Kharkiv region, Valentina Alekseevna Bulgakova, answers them.

By Resolution of the Cabinet of Ministers of Ukraine dated December 31, 2024 No. 1553, amendments were made to the Procedure for Providing Benefits to Certain Categories of Citizens. As a result, from January 1, 2025, the list of preferential categories of persons to whom benefits for payment for services are provided without taking into account the income of family members was reduced to four categories:

  • persons with disabilities of groups 1, 2, 3 as a result of the war;
  • participants in hostilities and persons equated to them;
  • family members of a deceased (deceased) war veteran;
  • family members of the deceased (deceased) Defender, Defender of Ukraine.

Can you name the categories of beneficiaries affected by the changes in legislation?

These are veterans of: internal affairs, National Police, state fire service, penal service, military service, others and their widows and widowers;

persons with the status of victims of the Chernobyl accident of categories 1 and 2 and their wives, husbands (in case of death);

rehabilitated;

victims of Nazi persecution;

widows, widowers of military personnel, their children, parents of a deceased military personnel, disabled military personnel, and others.

Will previously accrued benefits be transferred automatically?

Yes. You just have to wait. In addition, everyone who was awarded the benefit last year will have it paid by April 30, 2025, and recalculations based on income will be made from May and the following months.

And what income do you need to have to receive the benefit?

If the average monthly total family income, per person for the previous six months, does not exceed 4,240 hryvnias. I repeat: 4,240 hryvnias per person.

Residents are wondering whether benefits and subsidies will be transferred in connection with the increase in tariffs for housing and communal services.

Yes, there will be. Utility service providers must notify the main department of the Pension Fund in Kharkiv region in writing about the increase in tariffs, and as soon as it becomes technically possible to carry out such a recalculation, it will be carried out.
