
The State Employment Service (SES) offers various programs that help people with disabilities be more competitive in the labor market, receive social support, and easily adapt to the workplace. One of the main goals of these initiatives is to create a barrier-free environment where everyone can feel like an equal participant in society.

Employment
People with disabilities have the opportunity to find a job on their own through the Unified Vacancy Portal or the PES mobile application. An individual support service is also available, where service specialists select vacancies, taking into account the client's characteristics, including organizing professional training directly at the workplace.
Vocational training and training vouchers
For persons with disabilities who are registered unemployed, free training in over 98 working professions is offered at the vocational education centers of the Employment Service. After completing the training, a state-standard document is issued. Also, people with disabilities who are not unemployed but have higher or vocational education can receive a voucher for free advanced training in one of 155 professions. You can apply for a voucher online via the Employment Service website, mobile application or at the nearest employment center.
Obtaining unemployment status and social protection
People with disabilities can obtain the status of registered unemployed by personally contacting the employment center, submitting an application through a personal account on the website or through the SES or Diya mobile application. Unemployment benefits are assigned individually, and their duration during martial law cannot exceed 90 days. For people of pre-retirement age, payments can last up to 360 calendar days.
Providing grants for creating or developing your own business
This involves participation in the government programs "Grant for Own Business" and "Grant for Veterans and Their Family Members", which are administered by the State Employment Service. Applicants can receive from 50 thousand to 1 million UAH for creating or developing a business. To do this, you need to draw up a business plan and submit it along with the application on the Diya portal.
Compensation programs for employers:
The Employment Service provides financial support to employers who hire or equip workplaces for people with disabilities.
Compensation to employers for arranging workplaces for people with disabilities: 1 group - up to 120 thousand UAH, 2 groups - up to 80 thousand UAH. To do this, the employer must apply for compensation within 180 days from the date of employment of a person with disabilities. Sole proprietors and individuals who carry out independent professional activities and are disabled veterans can also arrange the place of their activity and take advantage of the program. This can be done online on the "Diya" portal or offline - by contacting the regional employment center at the place of activity.
Compensation for employment of people with disabilities who have the status of registered unemployed. 50% of actual labor costs are reimbursed, but not more than the minimum wage. The total duration of compensation during the year is 6 months. The application can be submitted in person or through the employer's electronic account on the SES website.
Compensation for employment of people with disabilities who have IDP status, in the amount of the minimum wage. Duration of compensation – 6 months (for the period of martial law). This can be done online on the portal «Diya» or offline – by contacting the regional employment center.
The PES takes care of the accessibility of its services, providing comfortable conditions for people with different needs - from specially equipped premises to information materials adapted for people with visual impairments, in particular, printed in Braille. Thus, the service ensures that everyone has the opportunity to receive the necessary support and find their place in the labor market without barriers and restrictions.
