The government has expanded opportunities for military personnel to receive highly functional prostheses

Cabinet of Ministers of Ukraine supported the changes , initiated by the Ministry of Social Policy, to the Procedure for prosthetics and orthotics with products of increased functionality (Resolution No. 518 of 01.10.2014). Such changes, in particular, expand the opportunities for military personnel to obtain highly functional prostheses.

From now on, combatants will be able to receive a highly functional prosthesis without primary prosthetics if recommended by the multidisciplinary rehabilitation team (MDRC), as well as in all cases of high limb amputation or double amputation. 

«"We strive to create all the necessary conditions to make the process of obtaining a prosthesis as simple as possible. By improving the procedure and providing the opportunity to receive innovative prostheses, we support our defenders who have received complex injuries," said Oksana Zholnovych, Minister of Social Policy of Ukraine.

A highly functional prosthesis combines modern technologies and innovative materials that allow you to restore basic functions, as well as perform complex movements and actions. Previously, such a product could only be obtained 12 months after the initial prosthetics. 

Among the innovations are also:

  • The conclusion of the multidisciplinary rehabilitation team (MDRT) is defined as a document confirming the possibility of prosthetics with highly functional prostheses without primary prosthetics in accordance with In order , provided for by the Resolution of the Cabinet of Ministers of Ukraine No. 321 of 05.04.2012;  
  • The service life of the prosthesis obtained during primary prosthetics has been reduced, as well as for military personnel returning to service - up to 3 years;
  • the standard for providing military personnel with inserts for upper and lower limb stumps has been doubled;
  • the entry of information about a highly functional product received through charitable or humanitarian assistance into the Centralized Data Bank on Disability Issues (CDB) has been standardized;
  • The list of documents that prosthetic and orthopedic enterprises submit to the Social Protection Fund for Persons with Disabilities regarding the provision of military personnel with highly functional prostheses has been shortened. 

Additionally, amendments to the Order of the Ministry of Social Policy No. 158 of May 25, 2022 increased the maximum cost of highly functional prostheses for combatants. Thus, depending on the level of amputation, the maximum price of an upper limb prosthesis reaches almost 4.3 million hryvnias, and a lower limb prosthesis reaches up to 3.8 million hryvnias. 

In addition, to the order changes made , which expand access to providing products with increased functionality. 

The following products have been added to the list:

  • an externally powered shoulder prosthesis with an electronic elbow assembly;
  • prosthesis after amputation in the shoulder joint with an external energy source with an electronic elbow node;
  • modular hip prosthesis with Genium X3 knee assembly with electronic control;
  • modular hip replacement prosthesis with Genium X3 electronically controlled knee assembly.
