Local self-government on the territory of the community is carried out with restrictions provided for in accordance with Articles 38, 64 of the Constitution of Ukraine, the Law of Ukraine «On the Legal Regime of Martial Law», the Decree of the President of Ukraine dated 02/24/2022 No. 64/2022 «On the Introduction of Martial Law in Ukraine» (as amended), the Resolution of the Verkhovna Rada of Ukraine dated 11/16/2022 No. 2777-ИХ «On the Exercise by the Heads of Military Administrations of Settlements in the Kharkiv Region of the Powers Provided for by Part Two of Article 10 of the Law of Ukraine «On the Legal Regime of Martial Law», the Order of the President of Ukraine dated 10/04/2022 No. 240/2022-рп «On the Appointment of G. Minaeva as Head of the Chuguyiv City Military Administration of the Kharkiv Region». The Chuguiv City Military Administration has been established on the territory of the community, and the powers of the mayor, the Chuguiv City Council and its executive committee have been transferred to the head. The powers of the city council deputies are not terminated, but the city council does not hold plenary sessions and does not make decisions as a representative body. The executive committee does not exercise its powers as a collegial body of local self-government.
