According to preliminary estimates, it will take about two weeks for the registries to fully resume operations and provide services. The launch will occur gradually as individual registries are restored to functionality.

The registers are suspended and are therefore temporarily unavailable:
- Business and real estate registration services;
- Services for issuing civil status certificates;
- Car re-registration;
- isRecovery;
- Extract from the Unified State Register;
- Notification of damaged or destroyed property;
- Assignment of postal addresses;
- Services for changing the place of residence registration;
- Vehicle registration and driver's license issuance services;
- Construction services.
Services related to the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations, the State Register of Civil Status Acts, the State Register of Property Rights, and the State Register of Encumbrances on Movable Property have also been suspended.
Currently, it is impossible to receive services in the field of DRACS through ASCs based on agreed decisions, however, local governments, within the framework of delegated powers, continue to provide services regarding state registration of birth, death, and marriage.
In the event of a temporary lack of access to the State Register of Civil Status Acts, citizens shall use paper application forms provided for by current regulations to submit applications for state registration of civil status acts, making changes to civil status records, their renewal and cancellation, and reissuance of a certificate.
Regarding applications for compensation for damaged property, the eRecovery service will currently operate as follows:
- applications that were submitted for compensation for damaged property before access to registers was restricted are being processed in working mode;
- New applications for compensation for damaged property will not be accepted until the registers are restored.
Regarding applications for compensation for destroyed property (housing certificates) before the resumption of the registers:
- already submitted applications from citizens who are sole owners of destroyed housing can be processed by commissions in working mode thanks to the autonomous operation of the Register of Damaged and Destroyed Property;
- for housing certificate holders who have already reserved funds under the certificate, the reservation period will be extended for the period of incorrect operation of the registers;
- To submit new applications for e-Renewal and sell housing certificates, you must wait for the resumption of the registers.
The Cabinet of Ministers of Ukraine adopted Resolution No. 1445 of December 20, 2024 "On the suspension of the terms of administrative proceedings in connection with the temporary restriction of access to unified and state registers held by the Ministry of Justice", according to which the terms of administrative proceedings, the provision of public (electronic public) services, which, in accordance with the legislation, are provided using unified and state registers held by the Ministry of Justice, were suspended until access to the specified registers is restored.
The date of restoration of access to unified and state registers is the first working day following the date of publication of the relevant notice on the official website of the Ministry of Justice.
