On December 20, 2024, a meeting of the working group on improving the budget process was held, which was held by the head of the Chuguiv City Military Administration, Galina Minaeva. It was attended by the main administrators of funds, heads of municipal enterprises and institutions, public organizations, entrepreneurs, and representatives of the public.
Deputy Head of the Financial Department, Olga Hryshchenko, presented the draft community budget for 2025. She noted that the budget was realistic and balanced. It is a subsidy: since 2024, we have been receiving a basic subsidy, which indicates a decrease in the tax capacity of the community budget, primarily due to the ongoing war. We also receive an additional subsidy for the exercise of local government powers in territories that have been negatively affected by military aggression. This is significant support from the state for the capacity of the Chuhuiv community.
Unfortunately, a significant part of budget-forming entities has either moved outside the community or suspended economic activity. Despite all the difficulties, the business activity of small and medium-sized businesses is gradually increasing, which makes it possible to fulfill the main goal - to ensure the stable functioning of all spheres of life.
The planned revenues of the community budget in the amount of UAH 407.3 million will be directed to the functioning of budget institutions, budget programs and other priority areas given the wartime conditions. The requirements of the Budget Code of Ukraine regarding the full provision of expenses for wages and energy have been fully met.
The main areas of expenditure are to meet the needs of the Armed Forces of Ukraine, civil defense of the population, educational institutions, housing and communal services, social protection, support for the families of defenders of Ukraine, development of medical care, etc.
The prospects for the development of the housing and communal services, social protection and education sectors were presented by the Deputy Mayor for the Activities of the Council's Executive Bodies, Kostyantyn Barmin, the Head of the Social Protection Department, Olena Kurylenko, and the Head of the Education Department, Maryna Rebrova.
The participants of the event supported the draft budget. Summing up, the head of the Chuguiv city military administration, Galina Minaeva, emphasized: "Despite all the difficulties, we will survive if we work together and in agreement. The budget was adopted. Thank you to everyone for your work and activity during the discussion of its draft. Now our task is to work on the implementation of the main financial document of the community.".
