Why is it necessary to check the availability of a land plot in the State Land Cadastre?

We inform owners of private land plots, land users of state and municipal land plots of the need to check the availability of information about their land plots in the State Land Cadastre, and in the absence of such information, ensure its entry or correction. This will allow land owners to freely and without any restrictions dispose of their land plots.

If information about the specified land plots is not entered in electronic form into the State Land Cadastre, their state registration with assignment of a cadastral number is carried out on the basis of technical documentation on land management regarding the establishment (restoration) of the boundaries of the land plot in nature (on the ground) upon application of their owners (users of the land plot of state or municipal ownership).

In accordance with clause 110, 110-2 of the Procedure for Maintaining the State Land Cadastre, approved by the Resolution of the Cabinet of Ministers of Ukraine dated October 17, 2012 No. 105, in order to enter information (changes thereto) into the State Land Cadastre about land plots, the following shall be submitted in electronic form to the State Cadastre Registrar, who carries out such registration:

1) an application (in paper or electronic form) for state registration of a land plot in the form in accordance with Appendix 22 of these Procedures;

2) land management documentation, which is the basis for entering information (changes to it) into the State Land Cadastre;

3) electronic document.

An application for state registration of a land plot with attached documents is submitted by the relevant certified land surveyor engineer on behalf of the customer using the Unified State Web Portal of Electronic Services, including through the website of the State Geocadastre.

In order to implement the Decree of the President of Ukraine dated July 22, 2019 No. 542/2019 «On measures to combat raiding», we draw your attention to the fact that the State Land Cadastre is maintained for the purpose of providing information to state authorities and local governments, individuals and legal entities in regulating land relations, managing land resources, organizing rational use and protection of land, implementing land management, conducting land evaluation, forming and maintaining an urban planning cadastre, cadastres of other natural resources, and collecting land fees. As of today, there is information about 27,502 land plots, the ownership (use) of which arose before 2004, some of which are state or municipal enterprises with which title documents for ownership, permanent use or lease have been issued.
