
During the regular meeting of the regional working group "Transparency and Accountability" chaired by the Deputy Head of the Kharkiv OVA Yevhen Ivanov, the feasibility of conducting procurements by the Lozov city public relations group and the communities of the Chuhuyiv district was considered.
During the meeting, the issue of the construction of a new civil defense facility at the Panyutin Lyceum was discussed. After the construction work is completed and the facility is put into operation, the educational institution should become a support facility and carry out the educational process offline.
«"The procedure provides for open bidding with specifics for construction services, author's supervision of the execution of works and compliance with all requirements, technical supervision, as well as the provision of engineering and consulting services. No violations of current legislation were detected during the inspection," said Yevhen Ivanov.
In the Starosaltivska tergroma, emergency restoration work is underway on 8 apartment buildings that were damaged as a result of shelling by Russian occupiers. This year, at the request of the community, additional types of work were included: insulation, landscaping of the adjacent territory, and glazing of balconies.
«"Currently, the work is continuing according to the established deadlines. The buildings are at various stages of completion - some of them are almost ready for operation," said Anatoliy Paley, head of the Starosaltiv settlement military administration.
The meeting also heard a report from the Zmiivska Tergroma on purchases exceeding the value of 500 thousand hryvnias. Since the beginning of this year, 22 such purchases have been made in the community for a total amount of over 87 million hryvnias.
«"The purchases concerned the purchase of medical equipment, energy sources, overhaul of the outpatient clinic in the village of Zidky, construction of an outpatient clinic with housing for a family doctor in the village of Taranivka, restoration of shelter in one of the educational institutions, and payment of utility services for social sphere facilities to ensure the livelihoods of the community," said Tetyana Timofeeva, First Deputy Mayor of Zmiiv.
In the Chuguiv Tergroma, 44 purchases were made during the same period. Of these, 85 million hryvnias were used in the housing and utilities sector - for the repair of shelters, the reconstruction of water networks, the arrangement of a memorial alley of glory, the laying of a new power line from a cogeneration plant to a hospital, the purchase of special equipment, fuel and lubricants, and building materials for the repair of housing stock. In the healthcare sector, 18.5 million hryvnias were used to pay for utilities, current repairs of medical facilities, and major repairs. In the education sector, 23.6 million hryvnias were used to pay for utilities and repair shelters in schools and kindergartens.
«"This year, 6 cogeneration plants will be put into operation in the community to provide residents with heat, light, and water during long-term power outages. According to preliminary estimates, we will have 50 kW of surplus electricity, which we will be able to provide to the local health care facility. Given the lack of necessary communications, a decision was made to lay a new power transmission line from the plant to the medical facility. Currently, the work is in the final stage," said Igor Kashchavtsev, Deputy Head of the Chuguiv Municipal Health Administration.
